The Board of Trustees of the City of Anaheim Do Ordain as Follows: Section 1. There is hereby estab- lished a City Planning Commission. MEMBERS Section 2. The City Planning Com- misison shall consist of Five (5) mem- bers, who shall be appointed by the President of the Board of Trustees of said City with the consent of the mem- bers of said Board. One of the members of said Commis- sion shall be a member of said Board of Trustees a n d in addition to the other four appointed members the City Attorney and City Engineer, respec- tively, of said City shall be ex -officio full members of said Commission; and Provided further, the President of said Board of Trustees of said City shall also in addition thereto be an ex -officio member of said Commission, but said President of said Board shall have no right to vote in the deliberations of said Commission, except in case of a tie. Persons not residents of said City of Anaheim shall be eligible to appoint- ment on said Commission. TERM OF OFFICE Section 3. The five (5) members of the first Corpraission shall so classify themselves by lot so that one of their number shall go out of office at the end of the current calendar year, two at the end of one year thereafter, and the remaining two at the end of two years thereafter. Vacancies for any unexpired term of office shall be filled by appointment as in the first instance. §ECRETARY-SALARIES Section 4. Such Commission shall select one of their members as President and another as Secretary a n d both President and Secretary shall serve one year and until their successors are appointed and in case of their absence at any meeting the members of the Commission shall select a President or Secretary pro -tem. Excepting the Secretary, the mem- bers of the Commission shall not re- ceive any compensation for their serv- ices and said Board of Trustees shall fix the compensation, if any be paid, to the Secretary. MEETINGS Section 5. The Commission s h a I I meet at least once a month and at such times and places as they may fix by resolution. Special meetings may be called at any time by the President or three members of the Commission by a written notice served upon each member of the Com- mission not less than three hours be- fore the time specified for the proposed special meeting. Fou'*, . members of the Commission shall'constitute a quorum for the tran- saction of .business. Said Commission shall cause a proper record to be kept of its proceedings. DUTIES Section 6. Said City Planning Com- mission shall have power: (a) To recommend to the proper of- ficers of said City, plans regulating the future growth, development and beau- tification of the city in respect to its public and private buildings and works, streets, parks and vacant lots. (b) To recommend to the proper of- ficers of said City, plans consistent with the future development of said City in order to secure to said City and its inhabitants sanitation, proper service of all public utilities and transportation facilities. (c) To make recommendations to any public authorities or any corporation or individual of said City with refer- ence to the location of any proposed buildings, structures or works. (d) To recommend to the proper of- ficers of the said City the approval or disapproval of any maps or plats of subdivisions of land. Every such map or plat shall, prior to its final approval or disapproval by the proper officers of said city, be sub- mitted to said Cornmission for its rec- ommendations to be endorsed thereon to such officers. (e) To do and perform any and all other acts or things necessary to prop- erly- carry out the provisions of this Ordinance. FURTHER DUTIES OF COMMISSION, INCLUDING ZONING Section 7. Said Commission shall cause to be made at the direction of said Board of Trustees a map or maps of the City or any portion thereof, in- cluding adjacent i;;rritory lying outside of the corporate boundaries of said city, also, any proposed widening, extension, closin; or re-ocat;cn of any street or high gay or any change in the plan of saia City as the Cominission deems ad- visable. Said Commission may in its discre- tion prepare such maps or plans as aforesaid for the purpose of making recdrnmendations is connection ti,ere- with to the proper officers of said City having charge, superintendence or con- trol o_' the matters' set forth in such recommendations. Said Commission may also from time to time make suggestions or recom- mendations to said Board of Trustees concerning any of the matters and things aforesaid for action by said Board of Trustees thereon, having due re- gard for the present condition and the future needs and growth of said City, including the distribution and relative location of all public buildings, grounds and open s p a c e s devoted to public use; also the planning and laying out for urban uses of all private grounds brought into the market from time to time and as well THE DIVISION OF SAID CITY INTO ZONES FOR THE Pi'RPOSE OF CONSERVING A N D PROTECTING THE PUBLIC HEALTH, COMFORT AND CONVENIENCE. All ordinances and reso- lutions relatipgto the location of any public building of said City or location, extension, widening, enlargement, orna- mentation or parking of any street, boulevard, alley, parkway, park, play- ground or other public grounds, or to the vacation of any street, or other alteration of the City plan of streets and highways, or the location of any bridge, tunnel or subway or of any surface, underground or elevated rail- way ail- way or public utility or ordinance relating to housing, building, codes or zones, shall by the official or depart- ment of said City whose duty it is to prepare such ordinance or resolution before same shall be submitted to the Board of Trustees of the C i t y for adoption and before the proceedings for such adoption are instituted give notice to said Commission of the fact that there is pending before such of- ficer or department of the City pro- ceedings with reference to any of the aforesaid matters. EXPENSES OF SAID COMMISSION MAY BE DEFRAYED BY TAX LEVY Section 9.
