the Commission. The Commission shall also elect one.of its members as a vice-chairperson on <br />an annual basis, which vice-chairperson shall preside at meetings from which the chairperson is <br />absent. <br />.0702 The Youth Commission shall meet regularly at least on a monthly basis <br />during the months of September through June and shall hold such other meetings as from time to <br />time shall be called in the manner and form required by law. Meetings shall be conducted in <br />accordance with Section 904 of the Anaheim City Charter. Regular meeting dates and times shall <br />be established by the Commission. A majority of the total number of members of the <br />Commission then in office shall constitute a quorum. <br />.0703. A majority of the total authorized membership of the Commission <br />constitutes a quorum for the transaction of business. All acts of the body shall require either the <br />affirmative vote of a majority of its total authorized membership or the affirmative vote of the <br />majority of the members present so long as a quorum is present. At any regularly called meeting <br />not held because of the lack of a quorum, the members present may constitute themselves a <br />"committee of the whole" for the purposes of discussing matters on the agenda. The committee <br />of the whole shall automatically cease to exist if a quorum is present at the meeting. <br />.0704 The meetings and procedures of the Youth Commission shall be subject to <br />and governed by the resolutions and ordinances of the City Council establishing rules and <br />regulations for City boards and commissions. <br />.080 Powers and Duties. The Youth Commission shall act in an advisory capacity and <br />shall have the power and duty to: <br />.0801 Advise the City Council on the needs, assessments, priorities, and interests <br />of the children and youth of Anaheim; <br />.0802 On an annual basis, provide the City Council with recommendations on: <br />(i) events, programs, policies initiatives and projects that would further the goals of the <br />Commission and/or the interests of the children and youth of Anaheim; and (ii) actively promote <br />and participate in youth-related programs and events and provide policy priorities for youth- <br />related initiatives to guide the City's annual budget process; and <br />.0803 Perform such additional functions as may be delegated or required by the <br />City Council from time to time. <br />.090 No Compensation. Members of the Anaheim Youth Commission shall serve <br />without compensation. <br />SECTION 2. The City Clerk shall certify to the passage of this ordinance and shall cause <br />the same to be printed once within fifteen (15) days after its adoption in the Anaheim Bulletin, a <br />newspaper of general circulation, published and circulated in the City of Anaheim, and thirty <br />(30) days from and after its final passage, it shall take effect and be in full force. <br />SECTION 3. The City Council of the City of Anaheim hereby declares that should any <br />section, paragraph, sentence or word of this ordinance of the Code, hereby adopted, be declared <br />for any reason to be invalid, it is the intent of the Council that it would have passed all other <br />
