Subject: An Ordinance of the City of Anaheim Estiablishing and Prescribinq Certain Minimum Standards of Widths and Area of �Buildinq Sites and Lots in Certain Areas of the City of Anaheim Pending The Adoption by the City Council of a Comprehensive Zoning Ordinance and Prescribing Penalties for the Violation Theireof, . 1' 2 3 4 5 6 7� 8� I 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 ORDINANCE NO. 757 AN URDINA.NCE Gey' T� ��`° C11 OF AN H 'i IM ESTABLISHING AND PRESCRIBING CERTAIN MINIS STANDARDS of WIDTHS AND AREA OF BUILDING SITES AND LOTS IN CERTAIN ARSAS OF THT.4; CITY OF ANAHEIM PENDING THE ADOP I I ON BY i T �d' C I iY V0 0=01L OF A C OMPREETENS I E ZONING ORDINANCE AND PRESCRIBING PENALTIES FOR THE VIOLATION r11rRE4F. `EUREAS, the city Council of the Oi.ty of Anaheim is now having a zoning survey made and is making studies preparatory to the adoption of precise and comprehensive zoning plans for the City of Anaheim and the adoption of a zoning ordinance containing precise and detailed zoning regulations to be applied in the in- corporated area of said City and the City Council has employed a planning engineer in city zoning and planning to make a survey of zoning and planning in the City of Anaheim and to make a detailed report to the City Council of his findings and recommendations and that upon the completion of said survey and zoning studies now being made by said planning engineer under the direction of the City Council and in co-operation of the City Planning Commission, that it is the intention of the City Council to adopt comprehensive zoning plans and a comprehensive zoning ordinance for the incor- porated area of the City of Anaheim in the manner prescribed by law; that said City Council hereby further finds that owing to the territorial extent of said City and the diversity of interest therein and the necessity of making maps and special studies and a thorough analysis of all of the factors in the - pr eparation of s comprehensive zoning plans, considerable time will necessarily elapse before said survey can be completed ind said zoning plans completed and that certain regulations of an interim nature are necessary to be adopted at this time in order to protect the pub- lic interest, health, comfort and oonvenience and to I reserve the public health, peace and welfare pending the preparation of the adopting of said zoning ordinance; and �1i 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 WHMEAS, the City Council finds that with the present rate of development within the City there is the possibility of the presentation of maps and plans for a new subdivision with an area of lots not in conformity with the standards which it is contemplated will be established in the comprehensive zoning plans and ordinance of the City of Anaheim and which will be at var i anc e with the general standard of improvements now existing in that cer- tain area hereinafter described; and IMMEAS , the City Council further finds that the regulations and provisions hereinafter set forth in this Ordinance are necessary for and are designed to lessen congestion in the areas and streets; to secure safety from fire and other dangers; to pr event overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provision for distributi6n of water and discharge of sewage, and the installation of other pu'clic improvements, and that such provisions and regulations have been made with reasonable consideration among other things of the character of the district and its peculiar suitability for the particular uses, and with a view of conserving property values and encouraging t"Re most appropriate use of land throughout the area, and in consideration of the direction of planning develop- ment according to a well considered plan. NOW, THEREFORE, the City Council of the City of Anahe does ordain as follows: SECTION 1: That all vacant lots and building sites in the following described area, except those established by and shown on recorded maps and surveys, Between the west line of Palm Street and the Westerly City Limits of the City of Anaheim and between the North line of sycamore Street and the South line of LaPalma street in said City of Anaheim, County of Orange, state of Oalif ornia, shall have a minimum area of not less than nine thousand (9,000) _2_ 1 2 3 4I 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 � i 20 21 22 23 24 25 26 27 28 29 30 31 32 square feet and a minimum frontage width of not less than seventy- five (75) feet, SECTION 2: Any person, f i rm or corporation, whether as principal, agent, employee or otherwise, violating any provision of this Ordinance shall be guilty of a misdemeanor and upon convic- tion thereof shall be punishable by a fine of not more than three Hundred Dollars (0300,00) or by imprisonment in the County Jail for a term not exceeding three (3) months or by both such f ine or imprisonment. Each person, firm or corporation shall be deemed guilty of a separate offense for each and every day during any portion of which any violation of this Ordinance is committed, continued or permitted by such person, firm or corporation and shall be punishable as herein provided. SECTION 3: The City Clerk shall certify to the pass- age of this Ordinance and shall cause the same to be printed and published once in the Anaheim Gazette, a newspaper of general cir- culation, printed, published and circulated in said City of Anaheim California within fifteen (15) days after the passage hereof and thirty (30) days from and after its final passage it shall be in full force and effect.
