IN THE BOARD OF TRUSTEES OF THE CITY OF ANAHEIM, STATE OF CALIFORNIA ORDINANCE NO. 293 AN ORDINANCE CALLING AND PRO- VIDING FOR AND GIVING NOTICE OF A SPECIAL ELECTION TO BE HELD IN THE CITY OF ANAHELM, STATE OF CALIFORNIA, ON FRI- DAY THE 17th DAY OF DECEMBER, 1915, THE OBJECT BEING TO SUB- MIT TO THE QUALIFIED ELECTORS OF SAID CITY A PROPOSITION TO INCUR A BONDED DEBT BY THE SAID CITY FOR THE PURPOSE OF THE CONSTRUCTION OF A BUILD- ING FOR MUNICIPAL USES: TO - WIT, A CITY HALL 1N AND FOR SAID CITY. WHEREAS, the Board of Trustees of the City of Anaheim did on the 12th day of August, 1915, by a vote of more than two-thirds of the members of said Board, adopt a resolution determining that the public interest and necessity demanded the construction of a building for mu- nicipal uses, to -wit: A City Hall in and for said City, the cost of which was es- timated at Thirty Thousand ($30,000.00) Dollars, which cost will be too great to be paid out of the ordinary annual in- come and revenue of said municipality, which resolution was on the 12th day of August, 1915, duly approved by the Pres- ident of the Board of Trustees of the City of Anaheim, who is the executive of said municipality. NOW THEREFORE, the Board of Trustees of the City of Anaheim do or- dain as follows: SECTION 1. A special election is hereby called and ordered to be held in the City of Anaheim, State of California, on Friday the 17th day of December, 1915, the object being to submit to the qualified voters of said city a proposi- tion to incur a bonded indebtedness by the City of Anaheim to the amount of Thirty Thousand Dollars ($30,000.00) for the. purpose of the construction of a building for municipal uses, to -wit, a City Hall in and for said city, the esti- mated cost of which is Thirty Thousand Dollars ($30,000.00), said sum being the amount of the principal of the in- debtedness to be incurred therefor; the rate of interest to be paid on said in- debtedness will be not to exceed Six per centum (6 oto) per annum payable semi-annually; the principal and interest of said indebtedness to be paid in gold coin of the United States of America. SECTION 2. The special election here- by called and ordered to be held, shall be held and conducted and the votes thereat received and canvassed, and the returns thereof made and the results thereof ascertained, determined and de- clared as herein provided and accord- ing to the laws of the State of Califor- nia providing for and governing elec- tions in the City of Anaheim, and the polls for such election shall be and re- main open during the time required by said laws. The ballots to be used at such special election shall be such as may be required by law to be used thereat and in ad- dition to any other matter required by law to be printed thereon, shall appear the following: "MUNICIPAL TICKET" "To vote for a proposition and there- by authorize the incurring of the bond- ed indebtedness for the amount of and for the purposes stated in such propo- sition, stamp a cross (X) in the voting square to the right of the word "YES." "To vote against a proposition and thereby refuse to authorize the incur- ring of the bonded indebtedness for the amount of and for the purposes stated in such proposition, stamp a cross (X) in the voting square to the right of the word "NO." Also said ballots shall have printed thereon the following: Proposition to incur a bonded debt by the City of Anaheim to the amount of $30,000.00 for the pur- YES pose of the construction of a building for munici- pal uses, to -wit, a City Hall in and for said city, such debt to bear interest at a rate not to exceed six per centum per art - num, to be paid semi -an- NO nually; principal and in- terest payable in gold coin of the United States of America. Sample ballots containing the above matter required to be printed thereon, shall be supplied to the electors of said city by the City Clerk, but a failure on the part of any elector to receive such sample ballot shall not be held to in- validate the election or affect in any manner the legality of any bonds that may be authorized thereat. Section 3. Any qualified elector of the City of Anaheim may vote at said spec- ial election for or against the proposi- tion herewith submitted. To vote in favor of and authorize the incurring of a bonded debt for the purpose set forth in the proposition herein stated, he shall opposite said proposition, and to vote against and refuse to authorize the in- curring of a bonded debt for said purpose, set forth in said proposition herein stat- ed, he shall stamp a cross (X) in the voting square to the right of the word "NO" printed opposite said proposition. Each cross (X) stamped in the square to the right of the word "YES" shall be counted as a vote in favor of and to authorize the incurring of a bonded in- debtedness for the purpose set forth in the proposition opposite to which such cross (X) is stamped, and each cross (X) stamped in the voting square to the right of the word "NO" shall be counted as a vote not in favor of and a refusal to authorize the incurring of a bonded in- debtedness for the purpose set forth in the proposition opposite to which such cross (X) is stamped. SECTION 4. The election precincts of the City of Anaheim shall be, and they are hereby consolidated into four election precincts for the purpose of holding said special Election, which precincts shall be and they are hereby designated as "Special Election Precinct No. 1," "Special Election Precinct No. 2," "Spec -al Election Precinct No. 3." and "Special Election Precinct No. 4," and the boundaries are particularly set forth and described as follows: The boundaries of "Special Election Precinct No. 1" are particularly de- scribed as follows: Beginning at a point on the South line of Section Sixteen (16), Township Four (4) South, Range Ten (10) West, San Bernardino Base and Me- ridian, at the point of intersection of said South line with the North and South center line of said Section Six- teen (16), thence East along the South line of said Section Sixteen (16) to its intersection with the extended East line of Walnut Street, thence North along said East line to its intersection with the Southerly line of Lot 31, Anaheim Ex- tension, as shown on a map made by William Hamel and filed for record in the office of the County Recorder of Los Angeles County, California, thence Easterly along the South line of said Lot Thirty-one to the center line of South Nest Street, thence Northerly along said center line to its intersection with the extended Northerly line of West Broad Street, thence Easterly along said Northerly line of West Broad Street to its intersection with the center line of South Los Angeles Street, thence North- erly along the center line of South Los Angeles Street extended to its inter- section with the center line of East Center Street and West Center Street; Trience Westerly along the center line of West Center Street to its intersection with the Westerly boundary line of said city; thence Southerly along the said Westerly boundary line of said city to the point of beginning. The officers to conduct said election in "Special Election Precinct No. 4" are hereby designated and appointed as follows: Inspectors, John B. Rea and John M. Henry. Judges, W. E. The polling place in and for "Special Election Precinct No. 1" shall be at that certain public school house known as the "Fremont School" at No. 554 West Cen- ter Street in said City. The polling place in and for "Special Election Precinct No 2" shall be at the Anaheim Union High School Building at No 715 West Center Street in said city. The polling place in and for "Special Election Precinct No. 3" shall be at the Central Grammar School, being situated in that certain block bounded on the North by East Cypress Street, on the East by North Philadelphia Street, on the South side by East Chartres Street and on the West side by Emily Street in said city. The polling place in and for "Special Election Precinct No. 4" shall be at the City Hall at No. 202 East Center Street in said city. The City Clerk is hereby directed to procure all supplies that may be neces- sary to properly and lawfully conduct said special election. When the polls are closed the officers of election shall count the ballots cast at such special election and canvass the votes cast respectively for and against said proposition herein stated and make return thereof to the Board of Trustees of the City of Ann.heim, in time, form and manner required for the counting, canvassing and returning of votes cast at other municipal elections held in said city of Anaheim. SECTION .5 If, as such special elec- tion it shall appear that two-thirds of all of the votes cast thereat were in fav- or of and authorized the incurring of a bonded debt for the purpose set forth in the proposition herein stated, then such proposition shall be deemed to have been accepted by the electors and bonds will be issued to defray the cost of the im- provement specified in such proposition and to the amount stated therein. Such bonds shall be of the form and character known as "Serials" and at least one - fortieth part of the principal sum of such indebtedness will be paid each and every year until all of said bonds shall have been paid, principal and interest shall be paid in gold coin of the United States of America. SECTION 6. This Ordinance shall be published once each week for two suc- cessive weeks prior to said day of elec- tion in "The Anaheim Gazette" which is a newspaper of general circulation, print- ed and published less than six days a week in said City of Anaheim, and this Ordinance and such publication shall be the Notice of Election. SECTION 7. This Ordinance shall take effect thirty days after its final passage. 1, Edward B.
