ANAHEIM, FIXING THE RATE
OF LICENSE THEREFOR, PRO-
VIDING FOR COLLECTION
THIEREOF, AND FIXING PEN-
ALTIES FOR THE VIOLATION
THEREOF.
The Board of Trustees of the City
of Anaheim Do Ordain as Fol-
lows:
Section 1. It shall be unlawful t

on such business, profession, show,

4 An Ordinance providing for the licensing of business,
5 professions, shows, exhibitions and games conducted or carried
6 on in the City of Anaheim, fixing the rate of license therefor,
7 providing for collection thereof, and fixing penalties for the
8 violation thereof.
9 The Board of Trustees of the City of Anaheim do
10 ordain as follows:
11 Section 1. It shall be unlawful for any person,
12 whether as principal or agent, clerk or employee, either for him -
13 self or for any other person or for any body corporate, or as an
14 officer of any corporation, or otherwise, to commence or carry
15 on any business, show, exhibition or game, in this ordinance
16 specified, in the City of Anaheim, without first having procured
17 a license from said City so to do or without complying with any
18 and all regulations of such business, profession, show, exhibi-
19 tion or game contained in this ordinance; and the carrying on of
20 any business, profession, show, exhibition or game without first
21 having procured a license from said City to do so, or without
22 complying with any and all regulations of sush,lnsiness, show,
23 exhibition or game contained in this ordinanos',` all constitute
24 a separate violation of this ordinaaas for eacki4nd every day that
25 such business, profession, show, ea ,ibitien or, a is ss carried
26 on.
27 Section 2. The amount of say licsns#01Wood by this
28 ordinance shall be deemed a debt due the City a Anaheim from the

32 Section.3. Before any license is is d to AAA person,

firm or corporation, shall make written application therefor to
the City Clerk of said City, such application must state the
nature or kind of business, profession, show, exhibition or
game for which the license is required, the place where such
business, profession, show, exhibition or game will be carried
on or conducted, the name of the owner of the business, pro-
fession, show, exhibition or game, and must be signed by the
applicant. In oases where such business, profession, show, ex-
hibition or game is not to be conducted or carried on at a
permanent place of business in the City of Anaheim, then such
application shall state the residence of the owners of such
business, profession, show, exhibition or game.
No license shall be issued to any person, firm, or
partnership conducting or carrying on any business, profession,
show, exhibition, or game, under a fictitious name, unless an
affidavit be filed in the office of the City Clerk of the City
of Anaheim, showing the true names of the owners of such busi-
ness; provided, however, such license may be issued in the true
names of the owners of such business, profession, show, exhibi-
tion or game without the filing of such affidavit.
Section 4. upon application therefor, as herein pro-
vided, it shall be the duty of the City Clerk to prepare and
issue a license hereunder, and to state in each license the
amount thereof, the period of time covered thereby, the name of
the person, firm or corporation to mh om issued, the business,
profession, show, exhibition or game licensed and the location
of the place of business where such business, profession, show,
exhibition or game is to be carried on.
. No license granted or issued under any provision of
this ordinance shall be in any manner transferred or assigned,
or authorize any person, firm or corporation other than therein
mentioned or named to do business without the written consent of

the City Clerk endorsed thereon. At the time any such license
is assigned or transferred the person applying for such transfer
shall make application for a license as provided for in Section
Three hereof.
The City Clerk shall make a charge of Fifty Cents for
each duplicate license issued to replace any license issued under
the provision of this ordinance which has been lost or destroyed.
In no case shall any mistake made by the City Clerk in stating
the amount of a license prevent or prejudice the collection by
the City of what shall be actually due from any one carrying on
a business, profession, show, exhibition or game subject to a
license under this ordinance.
Section 5. All licenses shall be paid in advance in
the legal currencyof the united States, at the office of the City
Marshal.
provided, however, that the licenses required to be
paid by the provisions of this ordinance shall be due and payable
from and after the first day of January, 194 A spearate
license must be obtained for each branch establishment or separat
place of business in which the business, profession, show, exhibi
tion or game is carried on and each license shall authorize the
party obtaining it to carry on, pursue or conduct only that
business, profession, show, exhibition or game described in such
license, and whioh is indicated thereby, and all of the provisio
lof this ordinance shall apply with equal force to branch estab-
lishments.
The monthly license in this ordinance provided shall
11be due and payable to the City on the first of each month, in
advance, from all persons who have for the previous month been
profession
licensed to carry on the same businesEl, show, exhibition or game,
and from all persons who have not been licensed for the previous
11month for the same business, profession, show, exhibition or game,

the license shall be due and payable and must be procured by
such persons before commencing to carry on such business, pro-
fession, show, exhibition or game.
The quarterly license in this ordinance provided shall
be due and payable to the City on the first days of January,
April, July and October, and all such licenses shall expire with
the last days of March, June, September and December, of each
year, but the first quarterly licenses issued to any person as
herein provided, shall be issued for the unexpired one-third or
two-thirds of the current quarter; provided, however that any
person, firm or corporation desiring to do so may pay for and
procure all four quarterly licenses at the time the first
quarterly license become due and payable under the provisions
of this ordinance.
The daily and weekly license in this ordinance pro-
vided shall be due and payable to the City in advance.
The semi-annual license in this ordinance provided
shall be due and payable to the City at the times specified here-
in respeetively,or when not so specified,on the first day of
January and July of each year, but the first semi-annual license
issued to any person as herein provided shall be issued for the
unexpired period of such half year except as herein otherwise in
this ordinance specifically provided.
The annual license in this ordinance provided shall be
due and payable .to the City at the time specified herein respec-
tively, or when not so specified, on the first day of January of
each year, but the first annual license issued to any person as
herein provided shall be issued for the unexpired period of such
year, except as herein otherwise in this ordinance specifically
provided.
No greater or less amount of money shall be charged or
roosived for any license than is provided in this ordinance and

no license shall be sold or issued for any period of time other
than as provided in this ordinance.
The licenses in this ordinance provided, whether
monthly, quarterly, semi-annually, or annually, shall be due ands
payable to the City in advance on the dates heretofore specified
at the office of the City Marshal, and a penalty of -ten per cent'
of the saaount due shall be added to each license remaining un-
paid ten (10) days after it become due. On the eleventh day of
each month the City Marshal shall return to the City Clerk all
License Receipt Books and the City Clerk shall add the penalty
to all delinquent licenses.
Section 6. Every person, firm or corporation having a
license under the provisions of this ordinance, and carrying on
a business, profession, show, exhibition or game, at a fixed
place of business shall keep such license posted and exhibited
jwhile in force, in some conspicuous part of said place of busi-
ness. Every person having such a license, and not having a
fixed place of business, shall carry such license with him at
all times while carrying on the business, profession, show, ex-
hibition or game for which the same was granted. Every person,
firm, or corporation having a license under the provision of this
ordinance shall produce and exhibit the same, when applying for
a renewal thereof, and whenever requested to do so by any police
officer, or by any officer authorised to issue,inspect or
collect licensee.
Section 7. All police officers are hereby appointed
II inspectors of licenses, and in addition to their several duties
as police officers, are hereby required to examine all places
of business and persons in their respective beats liable to pay
a license, and to see that such licenses are taken out, and
shall have and exercise the powers
First, to make arrests for the violation of any of the

provisions of this ordinance.
Second, to enter,free of charge, at any time, any
place of business, for which a license is required by this
ordinance, and to demand the exhibition of such license for the
current term by any person engaged or employed in the trans-
action of such business, and if such person shall,then and there
fail to exhibit such license, such person shall be liable to they
penalty provided for a violation of this ordinance.
It is hereby made the duty of the police officers to
cause complaints to be filed against all persons violating any
of the provisions of this ordinance.
Such police officers,as such inspectors of licenses,
shall make out once a month a list of persons, firms or corpora-
tions carrying on business within their respective beats and
having no license, with their addresses, and deliver such list
carefully and legibly written to the City Cler];,and also report
to the City Clerk the names of all such doing business without
a license immediately upon the fact coming to their knowledge.
Any police officer failing or neglecting for more
than thirty (30) days to report any person, firm, or corporation
who or which is engaged in carrying on business without having
paid the required license, shall be guilty of neglect of duty,
and be either suspended from duty or be dismissed from the police
force, in the discretion of the Board of Trustees.
The City Marshal is hereby directed to carry into
effect the provisions of this section.
Section 8. The conviction and punishment of any perso
for transacting any business, profession, show, exhibition or
game, without a license, shall not excuse or exempt such person
from the payment of any license due or unpaid at the time of su
conviction, and nothing herein shall prevent a criminal pro-
secution for any violation of the provisions of this ordinance.

Section 9. In all cases where the amount of license
to be paid by any person, firm, or corporation is based upon
the quantity of equipment used, or upon the number of wagons or
other vehicles used, or upon the amount of the maximum admission
fee charged, or upon the number of tables used for game, or upon
the number of rooms in any building, such person, firm, or corp-
oration, shall,before obtaining a license for his, their or its
business, and within ten days after the beginning of each license
period, if such business is established or in operation during
any part of such ten days, render to the City Clerk for his
guidance in ascertaining the amount of license to be paid by such
person, firm, or corporation, a written statement sworn to before
some officer authorized to administer oaths, showing the number
of wagons or other vehicles used, or the quantity of equipment
used, or the amount of the maximum admission fee charged, or the
number of tables used for any game, by such person, firm or
corporation or the number of rooms contained in such building,
at the date of such statement.
No such statement shall be conclusive upon the City
of Anaheim or upon any officer thereof as to the matter therein
set forth, and the same shall not prejudice the right of the said
City to recover any amount that may be ascertained to be due from
such person, firm or corporation in addition to the amount shown
by such statement to be due, in case such statement should be
found to be incorrect. If any person, firm, or corporation
hereby required to make any such statement shall fail to do so,
such person, firm or corporation shall pay a license at the
maximum rate herein prescribed for the business, profession, show
exhibition or game carried on by such person, firm or corporation
and shall be guilty of a violation of this ordinance and be
punishable therefor as hereinafter provided.
Section 10. The amount or rate of license fees to be

3, show, exhibition or game hereinafter designated is hereby fixed
4; and established as hereinafter in this ordinance provided and
5isuch license fee shall be paid by every person, firm or corpora -

.Section 11. For every person, firm or corporation,
conducting, managing or carrying on the business of examining,
searching or investigating titles to real estate and issuing
abstracts, statements or certificates showing or purporting to
show or certifying to the condition or state of the title to any
particular property or properties as disclosed by an examination
df the public records, but which abstracts, statement, or certi-
ficate dons not insure the title to real property or any interest
therein, Twenty-five Dollars ($25.00) per half year.
Section 12. For every person, firm, or corporation
carrying on the business of bill posting, advertising by means
of electric signs, sign advertising by means of bill boards or
advertising sign boards, but not including advertising in or upon
street cars or busses, Fifty Dollars ($50.00) annually.
Nothing in this section contained shall be deemed or
construed as applying to the owners of real estate or their
agents in advertising their property for sale or lease by means
of bill boards located upon the property advertised for sale or
lease by such bill boards or advertising sign boards.
Section 13. For every person, firm or corporation
carrying on the business of bill posting or other advertising
in or on street cars or busses, the sum of Twenty-five Dollars
($25.00) annually.
Section 14. For every person, firm or corporation
conducting, managing or carrying on the business of advertising

by posting,sticking, tacking, affixing or painting bills or
signs to or upon posts, fences, buildings or other structures,
except bill boards or advertising sign boards, Twenty-five
Dollars ($25.00) annually.
For the purpose of this section, the expression "carry-
ing on the businessw is defined to be and is construed to mean
the doing or performing of any act, or series of acts, of ad-
vertising by any means or in any manner in this section specifi-
ed, or the doing or performing of any act, or series of acts,
of posting, sticking, tacking, affixing or painting bills or
signs to or upon posts, fences, buildings or other structures,
except bill boards or advertising sign boards.
Providing that nothing in this section contained shall
be construed to affect or apply to any person, firm or corpora-
tion posting, sticking, tacking, affixing, painting, or erecting
any business sign on the premises or buildings occupied and used
in the business of the said person, firm, or corporation and
which said sign advertises the goods, wares, merchandise or
business of the said person, firm, or corporation only.
Section 15. For every person, firm or corporation con-
ducting, managing or carrying on the business of distributing
advertising samples, hand -bills, dodgers or printed advertise-
ments of any kind, Twenty-five Dollars ($25.00) annually.
For the purpose of this section, the expression Noarry-
i ing on the businese is defined to be and is construed to mean
the doing of any act or series of acts of distributing or ad-
vertising by any means or in any manner in this section specified,
Section 16. For every person, firm or corporation con-
ducting, managing or carrying on the business of advertising by
means of a stereopticon, biograph, moving picture or any similar
device, Ten Dollars ($10.00) per month for each suchmachine or
similar device; provided, however, that this section shall not

l apply to theaters or moving picture shows regularly licensed

3! For the purpose of this section, the expression „carry,
4�1 ing on the business" is defined to be and is construed to mean

5 the doing or performing of any act or series of acts of adver-
6�j tieing in any manner or by any means in this section specified.
7 Section 17. For every person, firm, or corporation
8 conducting, managing or carrying on, or engaged in the business
9 of selling at auction goods, wares and merchandise, Thirty-five
10 ($35.00) Dollars per day.
it For every person, firm or corporation conducting,
12 managing or carrying on, or engaged in the business of selling
13 at auction any chattels other than goods, wares or merchandise,
14 Twenty-five Dollars ($25.00) per month.
15 Section 18. For every person, firm or corporation
16 conducting, managing or carrying on the business of automobile
17 storage or parking in or upon any lot or parcel of land, but
18 maintaining no building or other structures upon such lot or
19 parcel of land in which are kept or stored any such automobiles,
20 Four Dollars ($4.00) per quarter for each lot or parcel of land
21 so used.
22 Section 19. For every person, firm, or corporation
23 conducting, managing or carrying on the business of giving steam
24 baths, electric light baths, electric tub baths, shower baths,
25 sponge baths, sun baths, miners, baths, Russian, Swedish or
26 Turkish baths, or any public bath place which maintains, in
27 connection therewith, a steam room, plunge, shower, bath or
28 sleeping accommodations, Ten Dollars ($10.00) per half year.
29 Nothing in this section contained shall apply to
30 physical oulture institutions, natatoriums or public baths main -
31 taining a swimming tank of more than five hundred square feet in
32 area, licensed under other sections of this ordinance.

Section 20. For every person, firm or corporation con-
duoting, managing or carrying on the business of a barber shop,
Two Dollars ($2.00) per half year for every barber shop of one
chair,and for every barber shop containing more than one chair,
Two Dollars ($2.00) per half year for the first chair and Two
Dollars ($2.00) per half year for each additional chair; provid-
ed that if one or more manicurists be employed in connection
with any barber shop there shall be paid an additional license
of Two Dollars ($2.00) per half year for each person so employed.
Section 21. For every person, firm or corporation con-
ducting, managing or carrying on a public bowling alley, Six
Dollars ($6.00) per half year for each such alley.
Section 22. For every person, firm or corporation con-
ducting, managing or carrying on any public billiard or pool-
room, Six Dollars (S6.00) per table per half year.
Section 23. For every person, firm or corporation con-
ducting, managing or carrying on a plant,.factory or establish-
ment of the cleaning or dyeing of any garment, fabric, substance
or article by any process of washing or immersing in a volatile
or inflammable oil or liquid, Nine Dollars (19.00) per half year.
Section 24. For every person, firm or corporation
engaged in the business of sponging and pressing clothing or
cleaning or dyeing, but oonducting no plant or factory for such
dyeing and cleaning in connection therewith, Six Dollars ($6.00)
per half year.
Section 25. For every person, firm or corporation con-
ducting, managing or carrying on the business of making ice or
carrying on the business of cold storage or refrigerating plant
for the purpose of storing fruits, vegetables, meat, fish, eggs
or dmiry products, Eighteen Dollars ($18.00) per half year.
Section 26. For every person, firm or corporation
conducting, managing or carrying on the business of a commission

merchant or broker, stock and bond broker or real estate broker,
]dine Dollars ($9.00) per half year.
For the purpose of this ordinance, the term ncommissic
merchant, broker" is defined to be the business of buying or
selling meats, provisions, produce, food products, goods, wares
or merchandise, drugs or medicines, jewelry or precious metals
as a broker or agent for the owner or consignee thereof for a
fee or commission whether or not.the operation of such business
customarily includes the actual possession, custody or control
of goods, wares or merchandise.
For the purpose of this ordinance, the term "stock and
bond broker#' is defined to be the business of buying or selling
federal,state, county or municipal stocks or bonds, or stocks
or bonds of incorporated companies, or evidences of indebtedness
of private persons or of incorporated companies, for a fee or
commikkion.
ror the purpose of this ordinance,the term "real estat
broker" is defined to be the business of buying, selling, leas-
ing or renting real estate, houses, or buildings of any kind, or
collecting rents therefrom, or obtaining or placing loans for
others on real estate as an agent or broker for a fee or
commission.
Section 27. For every person, firm or corporation con
ducting, managing or carrying on the business of buying, selling
or otherwise dealing in federal, state, county or municipal
stocks or bonds,or stocks or bonds of incorporated companies, or
evidences of indebtedness of private persons or of incorporated
companies other than as a stock and bond broker,as defined in
Section 36 of this ordinance, Nine Dollars ($9.00) per half year.
Section 28. For every person, firm or corporation con-
ducting, managing, or carrying on the business of cleaning build
ings, rooms, or furnishings by compressed air or vacuum cleaning

by means of any machine drawn power, Nine Dollars ($9.00) per
half year.
Section 29. For every person, firm or corporation
conducting, managing or carrying on a dancing academy or club,
where instruction in dancing is given or received, for which
an admission or fee is charged, Dine Dollars ($9.00) per half
year.
For the purpose of this ordinance,a dancing academy is
defined to be a regularly established place of business or
entertainment where instruction in dancing and dancing lessons
are given or taught and a fee charged for such instruct ions or
lessons, is made, or paid, or received.
Section 30. For every person engaged in or carrying
on the business or occupation of dancing teacher and having no
regularly established place of business where instruction in
dancing is given, Nine Dollars ($9.00) per half year.
Section 31. For even person, firm or corporation
conducting, managing or carrying on a public dance stall, Twelve
(#12.00) Dollars per month, or Five Dollars (#5.00) for each
dance.
For the purpose of this ordinance, a dance hall is
defined to be any place where the business of holding or con-
ducting public dances is regularly carried on for profit, pro-
vided that nothing in this section contained shall be deemed or
construed to require the holder of a license to conduct the
business of a public dance hall, to procure any additional
license to conduct a dancing academy, in the event that such
dancing academy is conducted at the same location and under the
same management as said public dance hall.
Section 32. For every person, firm or corporation,
engaged in or carrying on the business of an employment bureau,
Nine Dollars ($9.00) per half year.

For the purpose of this ordinance, the term Nemploy-
ment bureau" is defined as the business of securing employment
for any person or persons for a fee or compensation of any kind,
or furnishing information regarding situations or employment for
a fee or compensation.
Section 33. For every person, firm or corporation
conducting, managing or carrying on any tent show or stree-"ex-
hibition not otherwise specifically provided for in this
ordinance, where an admission fee charged does not exceed Twenty-
five Cents, Ten Dollars ($10.00) per day; where a maximum ad-
mission fee of more than Twenty-five Cents, but not to exceed
Fifty Cents is charged, Fifteen Dollars ($15.00) per day; and
where a maximum admission fee of more than Fifty Cents is charged
Twenty Dollars ($20.00) per day.
Nothing in this section contained shall be deemed or
construed to authorize the holder of any license provided for in
this section to conduct, maintain or carry on any other business
in connection with such exhibition or show, without first obtain-
ing a license, provided that a license to conduct, maintain or
carry on any such business is required under the provisions of
this ordinance.
Section 34. For every circus or similar exhibition
having a seating capacity of less than one thousand, the sum of
Twenty-five Dollars ($25.00) per day, and having a seating capacit
of over one thousand, the sum of Seventy-five ($75.00) Dollars per
day; for every side show conducted in conjunction with a circus
or similar exhibition or under the same management, Ten Dollars
($10.00) per day. For every parade conducted by or under the
same management as a circus or similar exhibition where such
o#rous or similar exhibition is.conducted outside the City of
Anaheim, Fifty Dollars ($50.00) per day.
Section 35. For every person, firm or corporation con-

ducting, managing or carrying on the business or making or re-
making for sale or renovating or cleaning feather pillows,
feather beds, down pillows, quilts, quilted bed mattresses,
mattress bed bunks or cushions, Nine Dollars ($9.00) per half
year.
Section 36. .-For every person, firm or corporation con-
ducting, managing or carrying on the business of a feed, livery
or sale stable, Nine Dollars ($9.00) per half year.
Section 37. For every person, firm, or corporation
conducting, managing or carrying on a Ferris wheel, swing or
similar device where a fee is charged or collected for carrying
any person thereon, Three Dollars ($3.00) per day.
Section 38. For every person, firm or corporation con-
ducting, managing or carrying on the business of dealing in or
selling fireworks, One Dollar ($1.00) per day; provided, however,
that nothing in this section contained shall prohibit the holder
of a license to conduct any other business hereunder in which
goods, wares or merchandise are sold, from also engaging in the
business of dealing in or selling fireworks.
Section 39. For every person, firm or corporation con-
ducting, managing or carrying on a fire sale, bankrupt or wreck

For the purpose of this ordinance, a afire, bankrupt
or wreck sale* is defined to be and includes the sale of goods,
wares or merchandise salvaged from a fire, wreck or other
calamity, or a sale of goods, wares, merchandise advertised as
a fire or bankrupt or wreck sale.
Providing that no license shall be required under the
provisions of this section for sale of merchandise salvaged from
any fire,wreck or other calamity occurring in the City of Anaheim
Section 40. For every person, firm or corporation con-
ducting, managing or carrying on the business of selling fresh

fish in the City of Anaheim, Nine Dollars ($9.00) per half year.
Section 41. For every person, firm or corporation con -
ducting, managing or carrying on the business of selling fruits
or vegetables from a vehicle, other than as a peddler, and hav-
ing no fined place of business in the City of Anaheim, Twenty-
five Dollars ($25.00) per quarter for each such vehicle, when
such business is carried on outside of the business district of
the City of Anaheim, as hereinafter defined, and such business
shall not be carried on within said business district. Said
business district is hereby defined to be that portion of the
City of Anahei$ lying within the following boundaries, to -wit;
Commencing at the point of intersection of the monumented
center lines of East Sycamore Street and North Orange Street
and running thence Southerly along the said center line of
North Orange Street and the monumented center line of South
Orange Street to the point of intersection with the monument -
ed center line of Last Santa Ana Street; thence Westerly
along said center line of East Santa Ana Street and the
monumented center line of Rest Santa Ana Street to the point
of intersection with the monumented center line of South
West Street; thence Northerly along the said center line of
South Rest Street and along the monumented center line of
North Rest Street to the point of intersection with the
monumented center line of Rest Sycamore Street; thence East-
erly along said center line of West Sycamore Street and the
monumented center line of East Sycamore Street to the point
of beginning.
Section 42. For every person, firm or corporation con.
ducting, aanaging or carrying on a hotel, rooming -house, or
lodging -house, boarding-house, or apartment house, Sia Dollars

For the purpose of this ordinance, the term "Rooming -
house" is termed to mean a house where there are four or more
rooms for rent, and "apartment house" where there are three or
more apartments for rent.
Section 43. For everyperson, firm or corporation con-
ducting, managing or carrying on the business of junk dealer,
Twenty-five Dollars ($25.00) per quarter.
For the purpose of this ordinance, the term "junk
dealer" is defined to be any person, firm or corporation having

a fixed place of business in the City of Anaheim, engaged in or
carrying on the business of buying or selling, either at whole-
sale or retain, any old rage, sacks, bottles, cans, papers,
metals, or other articles of junk.
Section 44. For every person, firm or corporation con
ducting, managing or carrying on the business of a junk colleo-
tor, Five Dollars ($5.00) per day for each vehicle employed in
such business.
For the purpose of this ordinance, the term "junk
collector" is defined to be any person, firm or corporation
having no fixed place of business in the City of Anaheim, engag-
ed in or carrying on the business of collecting, buying, or sell
ing old rags, sacks, bottles, cans, papers, metals, or other
articles of junk.
Section 45. For every person, firm or corporation.,..
conducting, managing or carrying on the business,in the City of
Anaheim, of collecting articles to be laundered at a plant
operated by steam, or other motor power, the sum of Dine Dollars
($9.00) per half year.
Section 46. For every person, firm or corporation con-
ducting, managing or carrying on the business of night watch
service or engaged in or carrying on the business or occupation
of a private watchman, Three Dollars ($3.00) per quarter; and for
each person in excess of one employed therein, one and 50/100
($1.50) Dollars per quarter.
Section 47. For every person, firm or corporation con-
ducting, managing or carrying on a detective agency, Nine Dollars
($9.00) per half year.
Section 48. For every person, firm or corporation con -
1I ducting, managing or carrying on the business of selling or
delivering kerosene, gasoline, benzine, engine distillate, stove
distilhate, furnace distillate, or any or all other petroleum

products, by means of tank wagons, tank trucks or other vehicles

Section 49. For every person, firm or corporation
conducting, managing or carrying on the business of a pawnbroker
Twenty-five Dollars ($25.00) per month.
For the purpose of this ordinance, the term "pawn-
broker" is defined and shall be construed to mean and include
every person conducting, managing or carry&ng on the business of
loaning money either for himself or for any other person, firm
or corporation, upon any personal property, personal security,
or purchasing personal property and reselling or agreeing to
resell such articles to the vender or other assignee at prices
previously agreed upon.
That nothing in this section contained shall be
deemed or construed to apply to the loaning of money on personal
property or personal security by any bank authorized to do so
under the laws of the State of California.
Section 50. For every person who carries on. nra.ctice
or professes to practice the business or art of astrology, palm-
istry, phrenology, life -reading, fortune-telling, cartomancy,
olairovamce, Clair -audience, crystal -gazing, hypnotism, medium -
ship, prophecy, augury, devination, magic of necromancy, and
demands or receives a fee for the exercise or exhibition of his
are therein, directly or indirectly, either as a ti.ft, donation,
or otherwise, or who gives an exhibition thereof at any place
where an admission fee is charged, Ninety Dollars ($90.00) per
quarter.

23 of land, who sells or offers for sale, any goods, wares or mer -
24 chandise in his possession, Five Dollars ($5.00) per day.
25 Section 54. For every person engaged in or carrying
26� on the business of a peddler of medicines who calls attention to
27 his wares or advertises the same by the use of musical enter -

No additional license shall be required to be paid by �
the holders of a physical culture institution license for the
giving of baths or massages to bona fide subscribers of such
physical culture institution.
That nothing in this section contained shall be deemed
or construed to apply to any gymnasium conducted in connection
with any private club, or any public or private school where
other courses of instruction are given.
Sedtion 57. For every person, firm or corporation con-
ducting, managing or carrying on the business of grinding or
sharpening scissors, knives, cutlery or mechanical tools, when
the person conducting such business travels from place to place
or from house to house, and operates bymeans of any wagon or
other vehicle, One Dollar ($1.00) per vehicle per month.
Section 58. For every person, firm or corporation con-
ducting, managing or carrying on a shooting gallery or range

Section 59. For every person, firm or corporation con
ducting, managing or carrying on the business of an ice or rolle
skating rink, enclosure or park, Twelve Dollars ($12.00) per

Section 60. For every person, firm or corporation con-
ducting, managing or carrying on the business of shoe shining or
shoe polishing stand, Six Dollars ($6.00) per half year.
Section 61. For every person engaged in the business
of soliciting custom or patronage upon any public street, alley
or other public place, for any hotel, inn, rooming house, lodg-
ing Uouse, apartment house, restaurant, dining room, or house or
place where meals or board or lodging are furnished for oompensa-
tion, Twelve and 50/100 Dollars ($12.50) per half year.
Section 62. For every person engaged in the business
or occupation of canvassing or soliciting or taking orders for
any goods, wares, or merchandise, sold to consumers by or through
canvassers, directly to consumers, whether the canvassing be done
for immediate or future deliver, Ten Dollars ($18,00) per day.
This section shall not apply to any employee, agent or
representative of any person, firm or corporation that is paying
a vocational tax to the City of Anaheim, as specified in this
ordinance.
Section 63. For every person, firm or corporation con-
ducting or carrying on any stockyard, sales stable or corral
where horses or cattle or other livestock are bought, sold, or
exchanged at public auction or otherwise, Twenty Dollars (#20.00)
per half year.
Section 64. For every person, firm or corporation con-
ducting., managing or carrying on the business of freight forward-
ing or of a storehouse or warehouse for the storage of goods,
wares, or merchandise, baggage, household furniture, goods or

28 ducting, managing or carrying on any theatrical or vaudeville

theatrical or vaudeville performance, when such performance is
conducted at any such theater so licensed.
Section 70. For every person, firm or corporation con-
ducting, managing or carrying on a theater containing a permanent
stage upon which movable scenery and theatrical applieances are
used, where regular theatrical or vaudeville performance are
given, and to which an admission fee is charged, collected or
received, or conducting, managing orcarrying on a moving picture
theater where moving or motion pictures are exhibited and an
admission fee is charged, collected or received, Sixty Dollars
($60.00) per half year.
Section 71. For every person, firm or corporation con-
ducting, managing or carrying on any trade school, trade coalege,
business school or business college where instruction is given in
any trade or occupation and a fee is charged for such instruction,
Nine Dollars ($9.00) per half year.
Section 72. For every person, firm or corporation con-
ducting, managing or carrying on the business of redeeming any
(stamps, coupons, tickets, cards or other devices issued for or
(with the sale of goods, wares or merchandise, which said stamps,
coupons, tickets, cards or other devices so issued shall entitle
the purchaser receiving the same to procure from said person,
firm or corporation, any goods, wares or merchandise free of
charge upon the production of one or any number of such stamps,
,coupons, tickets, cards or other devices, Nine Dollars ($9.00)
per half year.
Section 73. For evety person, firm or corporation en-
gaged in the business or occupation of an itinerant vendor, One
Hundred Dollars ($100.00) per month.
The words "itinerant vendor" shall be construed to mean
and include all persons, both principal and agent, who engages in

a temporary and transient business in the City of Anaheim, sell-
ing goods, wares or merchanidise, with the intention of continu-
ing said business in said City for a period of not more than
ninety (90) days and who for the purpose of carrying on such
business, hires, leases or occupies any room, building or
structure for the exhibition or sale of such goods, wares or
merchandise, and the person, firm or corporation so engaged shal
not be relieved from the provisions of this section by reason
of associatiAg temporarily with any local dealer, trader, mer-
chant or auctioneer, or by conducting such temporary or trans-
ient business in connection with or as a part of or in the name
of any local dealer, trader, merchant or auctioneer.
The provisions of this section shall not apply to
commercial travelers or selling agents selling goods to dealers,
whether selling for present or future deliveries, by sample or
otherwise, nor to persons selling fruit, vegetables, butter,
eggs or other farm or ranch products.
Section 74. For every person, firm or corporation con-
ducting, managing or carrying on the business of an undertaker,
embalmer, or funeral director, Nine Dollars ($9.00) per half year
Section 75. For every person, firm or corporation.con-
ducting, managing or carrying on the business of running, driv-
ing or operating any automobile or motor propelled vehicle for
the transportation of passengers for hire, when driven by the
owner or a representative of the owner, or by the person or per-
sons hiring or renting the same, at rates per mile, per trip,
per hour, per day, per week, or per month, and such vehible is
routed under the direction of such passenger or passengers, or
of,in or upon any public street, alley or other public place,
while awaiting employment, for each such vehicle, Nine Dollars
($9.00) per half year.
Section 76. For every person, firm or corppration con-
ducting, managing or carrying on the business of running, driv-

ing or operating any automobile or motor propelled vehicle for
the transportation of passengers for hire over a defined route,
between any points, one terminus of which is within the City of
Anaheim, and the other terminus is one or more points within or
without the City of Anaheim, when the route followed takes the
said vehicle outside the limits of said City at any place, and
which vehicle does not receive or discharge passengers along
said route, except at definite points and which vehicle does not
do a local business as a jitney bus, or sightseeing bus, for each
such vehicle, Four and 50/100 Dollars ($4.50) per half year.
Section 77. For every person, firm or corporation con-
ducting, managing or carrying on the business of running, driv-
ing or operating any automobile or motor poopilled vehicle in,
over or upon the public streets of the City of Anaheim for the
purpose of carrying passengers for hire, and which vehicle re-
ceives and discharges passengers along the route traversed, for
each such vehicle, bine Dollars ($9.00) per half year.
Section 78. For every person, firm or corporation con-
ducting, managing or carrying on the business of running, driv-
ing or operating any vehicle over the public streets of the City
of Anaheim for transportation of passengers for hire between
railway stations and hotels for each vehicle, Five Dollars 05.00
per half year.
Section 79. The rate of license for every person,
firm or corporation engaged in the business of hauling or trans-
porting goods, wares and merchandise, freight or baggage, within,
to, from said City is hereby fixed and established as follows;
For every vehicle used in said business, drawn or operated
by other than mechanical power, Three Dollars ($3.00) per half
year.
For every automobile truck used in said business, having a
manufacturer's rating of not to exceed one ton, Six Dollars

($3.00) per month.
Section 81. For every person, firm or corporation con
ducting, managing or carrying on the business of constructing
houses, buildings or structures as a general contractor, except

as provided in the next two sections, Nine Dollars ($9.00) per
half year.
Section 82. For every person, firm or corporation con-
ducting, managing or carrying on the business of an electric
wiring contractor engaged in the business of installing electric
wires, and alectric lighting or heating fixtures in houses of
buildings, bine Dollars ($9.00) per half year.
Section 83. For every person, firm or corporation con-�
ducting, managing or carrying on the business of a painter,
plasterer, brick mason, floor polisher, interior decorator or
wall paper contractor and all other such building contractors
engaged in contract work on buildings or houses, either as in-
dependent or sub -contractors, the sum of Nine Dollars ($9.00)
per half year.
Section 84. For every person, firm or corporation con-
ducting, managing or carrying on the business consisting mainly
of selling at retail food for human or animal consumption, not
otherwise specifically licensed by other section of this ordinanoe
the sum of Nine Dollars ($9.00) per half year.
Section 85. For every person, firm or corporation con-
ducting, managing or carrying on the business of selling at
retail any goods, wares or merchandise, or conducting, maintain-
ing or carrying on any business not otherwise specifically
licensed by some other section of this ordinance, the sum of
Nine Dollars ($9;00) per half year.
Section 86. For every person, firm or corporation con-
ducting, managing or carrying on a business consisting mainly of
manufacturing or selling at wholesale any goods, wares or mer-
chandise, together with every other association of persons main-
taining a place of business wherein the products of its members
are received and prepared for shipment or sale, got otherwise
specifically licensed by any other section of this ordinance, the
Isum of Nine Dollars ($9.00) per half year.

Section 87. In the event that any person, firm or
corporation is conducting, managing or carrying on two or more
businesses licensed by this ordinance, at the same location and
under the same management, the license tax to be paid by such
person, firm or corporation shall be the highest license tax
herein provided for, for only one of such businesses.
In any event, any person, firm or corporation con-
ducting any business licensed under the terms of this ordinance
providing for the payment of a license tax based upon the number
of persons employed, number of vehicles used, or other basis,
shall make and file the verified statements herein provided for,
except as otherwise provided for herein.
Section 88. Every person, firm or corporation con-
ducting, managing or carrying on any business, of any kind, in
said City, and employing vehicles, automobiles, or motor vehicles
in the oonduct of such business, shall pay a license of Nine
Dollars ($9.00) per half year for each such vehicle, automobile
or motor vehicle used in such business within the corporate
limits of said City; provided, however_, this section shall not
apply to any person, firm or corporation holding a license for
any such business under any other provision of this ordinance.
Section 89. Nothing in this ordinance contained shall
be deemed or construed as applying to any person, firm or corpora-
tion conducting, managing or carrying on, or engaged in any
business or occupation exempt from taxation by municipal corpora-
tions by virtue of the Constttution and Laws of this State or
of the United States, nor to any person selling fruits or vege-
tables grown by himself.
Section 90. That the provisions of this ordinance
not be deemed or construed to require the payment of a license
to conduct, manage, or carry on any business, occupation or
activity, or require the payment of any license from any institu-

tion, or organization which is conducted, managed or carried on
wholly for the benefit of charitable purposes and from which pro-
fit is not derived, either directly or indirectly, by any in-
dividual,.firm or corporation; nor shall any license be required
for the conducting of any entertainment, concert, exhibition or
lecture on scientifio,historical, literary, religious, or moral
subjects, whenever the receipts of any such entertainment, con-
cert, exhibition or lecture are to be appropriated to any church
or school or to any religious or benevolent purpose within the
City of Anaheim.
Section 91. That any person, firm or corporation
violating any of the provisions of this ordinance shall be deemed
guilty of a misdemeanor, and upon conviction thereof shall be
punishable by a fine of not more than Three Hundred Dollars
($300.00), or by imprisonment for a period of not more than three
(3) months, or by both such fine and imprdsonment.
Section 92. The granting of a license for carrying on
profession
any business/ show, exhibition or game, as provided for in this
ordinance, shall not be deemed a permit to conduct the same in
an unlawful manner or at a place prohibited by law, or by any
ordinance of the City of Anaheim.
Section 93. If any section, sub -section, sentence,
clause, or phrase of this ordinance is for any reason held to be
invalid or unconstitutional, such decision. shall not affect the
validity of the remaining portions of the ordinance. The Board
of Trustees of the City of Anahei$ hereby declares that it would
have passed this ordinance, and each section, sub -section, sen-
tence, clause and phrase thereof, irrespective of the fact that
any one or more other sections, sub -sections, sentences, clauses
or phrases be declared invalid or unconstitutional.
This Ordinance shall take effect and be in force from
and after January 1, 1924. All ordinances in conflict therewith

are hereby repealed.
The City Clerk shall certify to the passage of this
ordinance and cause the same to be published in three consecu-
tive issues of the Anaheim Daily Herald, a daily newspaper
printed, published and circulated in the City of Anaheim, and
hereby designated for that purpose.
The foregoing ordinance is hereby approved, this
