AN ORDINANCE OF THE CITY OF ANAHEIM ADDING
SECTIONS 1.14.010, 1.14.020 and 1.14.030
TO CHAPTER 1.14 OF TITLE 1 OF THE ANAHEIM
MUNICIPAL CODE ACCEPTING THE PENAL CODE
REQUIREMENTS RELATING TO THE SELECTION AND
TRAINING STANDARDS OF PUBLIC SAFETY
DISPATCHERS.
THE CITY COUNCIL OF THE CITY OF ANAHEIM HEREBY ORDAINS
AS FOLLOWS:
SECTION 1. LEGISLATIVE FINDINGS
The City Council of the City of Anaheim hereby finds
and declares as follows:
1. In accordance with Penal Code Section 13510 the
Commission on Peace Officer Standards and Training (POST) has
adopted minimum selection and training standards for local public
safety dispatchers.
2. All local agencies currently in the POST peace
officer program are eligible to participate in the Public Safety
Dispatcher Program.
3. The City of Anaheim's participation in the POST
Public Safety Dispatcher Program will make Anaheim eligible for
reimbursement by POST for certain dispatcher training costs.
4. Dispatchers in the City of Anaheim spend at least
fifty percent (50°1) of their time in law enforcement dispatching
duties.
SECTION 2.
That new Section 1.14.010 be, and the same is hereby,
added to Chapter 1.14 of Title 1 of the Anaheim Municipal Code to
read as follows:
1.14.010. FINANCIAL AID FROM STATE FOR TRAINING OF
POLICE DISPATCHERS
The City of Anaheim declares its desire to qualify to
receive aid from the State of California under the
provisions of Section 13522, Chapter 1, of Title 4, of
the California Penal Code.
SECTION 3.
That new Section 1.14.020 be, and the same is hereby,
added to Chapter 1.14 of Title 1 of the Anaheim Municipal Code to
read as follows:
1.14.020 ADHERENCE TO POST STANDARDS FOR DISPATCHERS
Pursuant to Section 13510(c), Chapter 1, of the
California Penal Code, the City of Anaheim will adhere
to standards for recruitment and training established
by the California Commission on Peace Officer Standards
and Training (POST).
SECTION 4.
That new Section 1.14.030 be, and the same is hereby,
added to Chapter 1.14 of Title 1 of the Anaheim Municipal Code to
read as follows:
1.14.030 REPORTING ADHERENCE TO STANDARDS TO POST
COMMISSION
Pursuant to Section 13512, Chapter 1, of the California
Penal Code, the Commission and its representatives may
make such inquiries as deemed appropriate by the
Commission to ascertain that the City of Anaheim's
public safety dispatcher personnel adhere to standards
for selection and training established by the
Commission on Peace Officer Standards and Training.
SECTION 5. NON APPLICABILITY OF SECTION 1.01.370
It is expressly provided herein by the City Council
that Section 1.01.370, of Chapter 1.01 of Title 1, of the Anaheim
Municipal Code does not apply to this Ordinance.
SECTION 6. SEVERABILITY
The City Council of the City of Anaheim hereby declares
that should any section, paragraph, sentence or word of this
ordinance of the Code, hereby adopted, be declared for any reason
to be invalid, it is the intent of the Council that it would have
passed all other portions of this ordinance independent of the
elimination herefrom of any such portion as may be declared
invalid.

THE FOREGOING ORDINANCE is approved and adopted by the
City Council of the City of Anaheim this 18th day of November,
1997.
