a citizen of the United States, over the age of eighteen years, and a resident
of said county, and was at and during all said times the printer, publisher and
proprietor of the Anaheim Gazette, a newspaper of general circulation, print
ed and published weekly in the City of Anaheim, in said County of Orange,
State of California; that said Anaheim Gazette is and was at all times herein
mentioned, a newspaper of general circulation and' is published for the dis-
semination of local and telegraphic news and intelligence of a general char-
acter, having a bona fide subscription list of paying subscribers; that at all
said times said newspaper had been established, printed and published in the
said City of Anaheim, in said County and State at regular intervals for more
than one year preceding the first publicatioon� of the notice herein mention-

AN OI.DINANCE REGULATING THE
DISTRIBUTION OF HAND BILLS
:1ND OTHER NOTICES OR ADVER-
TISEMENT UPON THE PUBLIC
STREETS OF THE CITY OF ANA-
HEIM.
The Board of Trustees of the City of
Anaheim, do ordain as follows:
SECTION 1. It shall be unlawful for
any person to distribute to or among
1) Aestrians along or upon any public
street, park, or other public place of the
City of Anaheim, or to distribute to
passengers in any street car or other
tiehicle, or to throw into or upon or
attach to any street car, automobile or
other vehicle any hand bill, dodger or
o(h_gr no'ice or advertisement.
SECTION 2. That it shall be unlaw-
ful for any person to paste, fasten, or
in any manner to affix to any curb of'
any public street in the City of Ana-
heim, any poster or other notice or ad-
vortisement.
�;I:CTION 8. Any person who shall
violate any of the provisions of this
ordinance shall be deemed guilty of a
mislemeanor. and upon conviction
thereof shall be punishable by a fine
not exceeding $200.00 or by imprison-
ment in the City Jail for a period not
exceeding 100 days, or by both such
fine a,nd imprisonment.
SH;CTION 4. This ordinance is for
the immediate pre:-ervation of the public
peace, nealth, and safety, and the facts
onstitutmg its urgency are as follows:
Almost daily a great number of hand
bills and printed matter of an anony-
mor,s character are being distributed
along the streets and other public
,,tapes in the City of Anaheim, which
contain alse and misleading charges of
a grave character against city officials
of this city. As A result of this distri-
bution threats of violence are commonly
heard and there is great danger of
serious riotirn g within said city.
SI-xTION' 5. The City Clerk shall
certify to the passage of this ordinance
and cause the same to be published
once in the Anaheim Gazette, a news-
paper of general circulation in said City,
anal said ordinance shall take effect
immediately upon its final passage and
adoption.
The foregoing ordinance is signed,
approved and attested by me, this 28th
day of May, 1925.

ANAHEIM.
The Board of Trustees of the City Of Anahe§T, do ordain
as follows:
