State of California; that said Anaheim Gazette is and was at all times herein
rientioned, a newspaper of general circulation and is published for the dis-
semination of local and telegraphic news and intelligence of a general char-
acter, having a bona fide subscription list of paying Subscribers; that at all
said times said newspaper had been established, printed and published in the
said City of Anaheim, in said County and State at regular intervals for more
than one year preceding the first publication of the notice herein mention-

'SECTION 1. That Ordinance No..

be and the same is hereby repealed.
SECTION 2. : That the duties of the
Superintendent of Streets of the City
.of Auaheini shall be as follows:
l: He shall have supervision over all
work to be done in and upon all streets
and parkways within the City of Ana-
heim.
2. He shall have the general super-
vision over the several oflcers and de-

as he may deem necessary or expedient
to promote public interests of the City,
and to keep the City Council fully ad-
vised as to the financial condition and
needs of the City.
4. He shall be custodian of all per-
sonal property belonging to said City
when same is not in use or is not need-
ed by any other oflieer, agent or depart-.
ment thereof, and he shall be charged
with the care and safekeeping of all of
such property.
5. He shall have the power ana
authority to perform such other duties
as, may be prescribed from time to
time by ordinance or resolution of the
City Council of said City, and provided
however, that any and all actsof the
said Superintendent of Streets under
this Ordinance shall be subject to ap-
prpval and control of the City Council
of the City of Anaheim.
6. He shall purchase for the said City
and' the several officers and depart-
ments thereof, including the police de-
partment and fire department of paid
city, subject to the approval of the City
Council of said City, whatever mater-
ials, stationery, supplies, appliances,
apparatus and machinery, horses, hay
and grain which may be requisite and
necessary for said City and the several
officers and departments thereof; tile
same to be purchased only upon a
,proper requisition thereof made by the
officer or head of the departments re-
quiring the same, provided that the
provisions of this section shall not all -j
ply to the purchases of any materials,
stationery, supplies, appliances, appara-
tus or machinery, the cost or expense
of which shall exceed the sum of Three
Hundred ($300.00) Dollars, and pro- j
vided furtl.er that the same shall not '.
apply to City printing or advertising,
nor shall the same apply to any sug-
piies or equipment required by the free
public library of said city; p^ovided
however, that all purchaees made by
said Superintendent of Streets shall be
approved by the City Council of the
City of Anaheim, and that no acts of
said Superintendent of Streets in re-
gard to the purchase of supplies shall
be valid unless approved by the City,
Council of the City of Anaheim.
SECTION 3: That the Superintend-
ent of Streets shall for his services
receive as salary such sums per month -
as the City Council shall by resolution
from time to time determine.
SECTION 4. All ordinances and
parts of ordinances in conflict with this
ordinance are hereby repealed.
SECTION 5. The, City Cleric shall
cause this ordinance to be published
once in the Anaheim Gazette, a weekly
newspaper printed, published and cir-
culated in said City of Anaheim, and,
shall take effect immediately upon its
passage; and the City Council does de=
clare that the above ordinance was
passed in an emergency measure upon
the following grounds, which facts con-
stitute the emergency: That the City
Clerk of the City of Anaheim has resign-
ed his office and it is necessary that an
immediate appointment be made to fill
the "vacancy therein created; that the
fiscal; year of said city starts on the
1st day of May and the Council is desir-
ous of preparing budget for the fiscal
year, and in order to make the ap-
pointments, and new arrangements of p
the administrative government of said
pity, it is of great public necessity that Z
immediate action be taken by said
Council and that therefore this Council
declares that an emergency exists and !�
that this ordinance take effect as an
emergency ordinance. .
The foregoing ordinance is signed,
approved and attested by me this 24th, (�

OF THE CITY OF ANAHEIM, ENTITLED "AN ORDINANCE CREATING THE
OFFICE OF CITY MANAGER OF TIS CITY OF ANAHEIM, DEFINING HIS POWERS
PRESCRIBING HIS DUTIES AND FIXING HIS COMPENSATION", AND FIXING
THE DUTIES OF THE SUPERINTENDENT OF STREETS OF THE CITY OF ANAHEIM
THE CITY COUNCIL OF THE CITY OF ANAHEIM DO ORDAIN AS FOLLOWS:
SECTION 1. That Ordinance No. 358 of the City of Anaheim
entitled "An Ordinance Creating the Office of City Manager of the
City of Anaheim, Defining His Powers, Presoriving His Duties and
Fixing His Compensation", be and the same is hereby repealed.
SECTION 2. That the duties of the Superintendent of Streets
of the City of Anaheim shall be as follows:
1. He shall have supervision over all work to be done in and
all streets and parkways within the City of Anaheim.
2. He shall have the general supervision over the several offio
and departments of the City of Anaheim.
3. It shall be his duty to attend all meetings of the City
Council unless excused by the Mayor, and to recommend to said
Council for adoption such measures, ordinances and resolutions
as he may deem necessary or expedient to promote public interests
of the City, and to keep the City Council fully advised as to
the financial condition and needs of the City.
4. He shall be custodian of all personal property belonging to
said City when same is not in use or is not needed by any other
officer, agent or department thereof, and he shall be charged
with the care and safekeeping of all of such property.

JC He shall have the power and authority to perform such other
duties as may be prescribed from time to time by ordinance or
resolution of the City Council of said City, and provided however,i
that any and all acts of the said Superintendent of Streets under
this Ordinance shall be subject to approval and control of the
City Council of the City of Anaheim.
�. He shall purchase for the said City and the several officers
and departments thereof, including the police department and fire
department of said city, subject to the approval of the City
Council of said City, whatever materials, stationery, supplies,
appliances, apparatus and machinery, horses, hay and grain which
may be requisite and necessary for said City and the several
officers and departments thereof; the same to be purchased only
upon a proper requisition thereof made by the officer or head of
the departments requiring the same, provided that the provisions
of this section shall not apply to the purchases of any materials,
stationery, supplies, appliances, apparatus or machinery, the cost
or expense of which shall exceed the sum of Three Hundred 0300.00
Dollars, and provided further that the same shall not apply to Cit
printing or advertising, nor shall the same apply to any supplies
or equipment required by the freSpublic library of said city;
provided however, that all purchases made by said Superintendent
Streets shall be approved by the City Council of the City of
Anaheim, and that no acts of said Superintendent of Streets in
regard to the purchase of supplies shall be valid unless approved
by the City Council of the City of Anaheim.

12 the appointments and new arrangements of the administrative govern
13 ment of said city, it is of great public necessity Haat immediate
