c. That Section 4 of Ordinance
No. 476 of the City of Anaheim, en-
titled "An Ordinance Creating the
Public Service Department of the City
Of Anaheim, Defining its Powers and
Prescribing its Ditties; Creating the
Office of Comptroller of said Depart-
ment, Defining his Powers, Prescribing
his Duties and Fixing his Compensa-
tion, Establishing Rates and Charges
for Electric and Water Service and
Providing for the Collection Thereof
SECTION 2: It is found by the
City Council of the City of Anaheim
that the public necessity requires in
the interest of good government, cer-
tain adjustments in the salaries and
wages paid to employees and officers
Of the City of Anaheim, and that said
action be taken immediately.
SECTION 3: The foregoing ordin-
ance is therefore declared an emergency
measure, and the same shall take
effect tit twelve o'clock midnight on the
31st day of March, 1933.
SECTION 4: The City Clerk of the
City of *Anaheim shall certify to the
