A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM APPROVING AN
APPLICATION TO THE CALIFORNIA BUSINESS,
TRANSPORTATION AND HOUSING AGENCY
FOR DESIGNATION OF THE ANAHEIM
ENTERPRISE ZONE.
WHEREAS, the State of California Legislature created the Enterprise Zone
Program to stimulate economic growth in distressed areas; and
WHEREAS, the Enterprise Zone Program offers businesses located in distressed
areas special tax credits and incentives in order to stimulate local investment and employment;
and
WHEREAS. the California Department of Housing and Community Development
has announced the opportunity for local communities to apply for one of four (4) enterprise zone
designations that will become available in 2009; and
WHEREAS, the City finds residential neighborhoods suffering from high
unemployment and low income are adjacent to industrial and commercial areas where
employment opportunities may be encouraged by incentives and other measures; and
WHEREAS, business operations in manufacturing, construction, and financial
services are endangered, thereby eroding the ability of Anaheim residents to enjoy financial
stability.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
ANAHEIM HEREBY RESOLVES AS FOLLOWS:
Section 1. The application area contains several census tracts that are
experiencing low income growth, high unemployment and other distress factors and designation
of the area as an enterprise zone is necessary in order to attract private sector investment to the
application area: and
Section 2. The City of Anaheim authorizes application to the California
Department of Housing and Community Development for the Anaheim Enterprise Zone; and
Section 3. The City of Anaheim supports job development, job creation and
economic development: and
Section 4. The City of Anaheim will provide staff to operate and promote the
Enterprise Zone. including record keeping. monthly updates on zone activities, and availability
to discuss these activities with program auditors; and
Section 5. The City of Anaheim shall develop a self evaluation process to
measure its progress in meeting its goals and objectives. This process shall be submitted to the
Department for review, approval and inclusion in the Memorandum of Understanding (MOU)
prior to Final Designation; and
Section 6. The City of Anaheim agrees to complete all actions stated within
the application should the proposed enterprise zone be awarded designation; and
Section 7. The Planning Director or her designee shall be authorized to sign
the application, the MOU and other documents necessary for the implementation of the
enterprise zone.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 27 day of January, 2009, by the following roll call vote:
