A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM DESIGNATING THE NORTH SIDE OF BROADWAY
FROM TROJAN STREET TO 500 FEET EAST OF TROJAN
STREET AS "PERMIT PARKING ONLY" STREET WITHIN
PERMIT ELIGIBLE PARKING DISTRICT NO. 2
(PERMIT PARKING AREA NO. 1)
WHEREAS, Section 14.32.450 of Chapter 14.32 of Title 14 of the Anaheim
Municipal Code authorizes the City Council to, by resolution, designate any streets, or portions
thereof. as "Permit Parking Only" streets; and
WHEREAS, City Council Policy Number 5.7 (the "Council Policy sets forth a
process to create a Permit Eligible Parking District, and, following approval of the District,
establishing a process enabling individual streets within the identified District boundary' to request
implementation of permit parking; and
WHEREAS. the City Council has previously established by Resolution No. 2007 -157,
a Permit Eligible Parking District "Kenmore Skywood Area and
WHEREAS. the steps recommended in the Council Policy have been duly followed
to designate a portion of Trojan Street as "Permit Parking Only" in the area described and depicted
in attached Exhibit ''A which is incorporated herein by this reference; and
WHEREAS. a survey was sent to determine if residents are in favor of designating
that portion of Trojan Street as "Permit Parking Only and a minimum 30% response rate among
single family homes was achieved with a super majority of returned surveys in favor of establishing
the Permit Parking Only' street in conformance with the Council Policy; and
WHEREAS, the Police Department has determined that it is feasible to enforce a
"'Permit Parking Only" restriction in the area hereinafter described; and
WHEREAS. a shortage of reasonably available and convenient residentially related
parking spaces exists in the area: and
WHEREAS, no unreasonable displacement of commuter vehicles into surrounding
residential areas will result if this restriction is imposed; and
WHEREAS, representatives of the community have met with the Neighborhood
Services District Team and the Traffic and Transportation Manager, and efforts to identify and
implement solutions to the parking other than permit parking have been determined to be
Insufficiently effective to resolve or significantly improve parking problems, so that no solution other
than permit parking appears to be feasible: and
WHEREAS, due to parking congestion on those streets hereinafter set forth, the City
Council hereby finds and determines that parking on that portion of Trojan Street, as described
below, should be limited to persons possessing permits; and
WHEREAS, the establishment of a "Permit Parking Only" area on that portion of
Trojan Street, as described below and as hereinafter set forth, is necessary to enhance the public
health. safety and welfare of the residents of the area, the users of the public streets and the public
at large.
NOW. THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim, that parking on the following City street segment, which is hereby designated as Permit
Parking Area No.1 shall be limited to those persons possessing a properly displayed valid parking
permit
1 Kenmore Street between Broadway and Rowland Avenue;
2 Skywood Place between Kenmore Street to east end of Skywood Place;
3 Rowland Avenue between 200 feet west of Magnolia Avenue to west end of
Rowland Avenue: and
4 South side of Broadway between 200 feet west of Magnolia Avenue to 125 feet west
of Kenmore Street:
5 North side of Broadway between Trojan Street and 500 feet east of Trojan Street.
Nothing contained in this resolution shall be construed to authorize parking or
stopping where such parking or stopping is otherwise prohibited or to prohibit parking as it may
otherwise he permitted by the California Vehicle Code or the Anaheim Municipal Code.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of

Dear Resident /Property Owner:
Your neighborhood previously voted to become designated for Permit Parking
Eligibility. Residents on your street are now requesting consideration of the
final action to designate Permit Parking on the north side of Broadway from
2645 \Vest Broadway to Trojan Street. The street and homes proposed for
Permit Parking are shown on the attached map. To actually have permit
parking on your street. two- thirds of residences on your street segment need to
vote in favor of permit parking.
Please complete the attached ballot and return it by the date specified on
the ballot. If a minimum of 30% response rate is achieved and a
supermajority (two- thirds or greater) of returned ballots desire Permit
Parking on their street segment, a permit will be required to park on their
street segment.
1 -lere are some basic questions and answers that may assist you in completing
the ballot.
How are streets chosen for Parking Permits?
From previous ballot. more than 50% of your neighbors favored creating a
Permit Eligible Parking District in the area shown in the enclosed map. City
Council approved the Permit Eligible Parking District and now residents from
the individual street segments can request implementation of permit parking on
their street. A second ballot (the enclosed ballot) is mailed to the residents of
the requesting street segment. A minimum of 30% response rate and a
supermajority (two- thirds) in favor of Permit Parking is required.
Example
Using the north side of Broadway as an example to show how the Residential
Permit Parking Program would work. the 7 homes on Broadway will be mailed
surveys. Of the 7 homes on Broadway. 5 homes would need to vote in favor of
Residential Permit Parking on their street segment for it to be implemented, if
all residences returned ballots. A minimum 30% of the homes must respond.

How many permits can 1 purchase and how much are they?
Each home can purchase up to two biennial permits at the cost of $60 each. Each permit
is good for two rears. In addition, or separately. thirty (30) one -day guest permits can be
purchased each year for $30 per pack. Guest permits are only sold in packs of 30 to

Do I have to purchase a permit? Where do I purchase the permits?
You do not need to purchase a permit if you do not intend to park your vehicle on the
street
In order to purchase a permit. residents are required to take their vehicle(s) to the
\nahcim Police Department with their driver's license and current vehicle registration.
1he vehicle registration card must show the permit parking address.
What if vehiclespark on- street without a permit?
Permit parking streets will he actively enforced. Vehicles without permits will be
ticketed for a $60 violation.
