A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM, CALIFORNIA, SETTING PRIORITIES FOR FILING
WRITTEN ARGUMENTS REGARDING AN INITIATIVE
MEASURE TO BE SUBMITTED TO THE QUALIFIED
ELECTORS OF THE CITY OF ANAHEIM AT THE SPECIAL
MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON
TUESDAY, JUNE 3, 2008, AND DIRECTING THE CITY
ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS OF
SUCH INITIATIVE MEASURE
WHEREAS, a special municipal election is to be held in the City of Anaheim,
California, on June 3, 2008, at which election there will be submitted to the electors of the City the
following initiative measure pursuant to the provisions of Section 1303 of the Anaheim City Charter
and Section 9214 of the Elections Code of the State of California:
Shall the initiative ordinance to generally prohibit
residential development within the Anaheim Resort
without environmental and economic analyses, city
council approval, and city voter approval at a city
election, be adopted?

WHEREAS, Section 1302 of the Charter of the City of Anaheim and Section 9282 of
the Elections Code of the State of California authorize the filing of arguments for and against the
adoption of said measures and for the City elections official to enclose a printed copy of such
arguments with the sample ballot provided to the electors of the City; and
WHEREAS, the City Council hereby desires to authorize the filing of written
arguments for and against the adoption of said measures by the Mayor and other members of the City
Council in accordance with Section 9282 of the Elections Code of the State of California.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
Pursuant to Section 9282 of the Elections Code, the persons filing an initiative
petition may file a written argument in favor of the ordinance and the City Council may submit an
argument against the ordinance. In addition, the City Council authorizes the Mayor and any
member(s) of the City Council of the City of Anaheim to prepare and file written arguments either
in favor of or opposed to the initiative measure set forth above. Arguments for or against such
measure maybe withdrawn or changed until 5:00 p.m. on February 19, 2008.

That, in accordance with Section 9283 of the Elections Code of the State of
California, the printed names and signatures of not more than five authors shall appear with any
argument submitted in accordance with this resolution. The authors of any argument submitted for
or against each of said ballot measures may include, but need not be limited to, the Mayor and other
members of the City Council.
That the City Council directs the City Clerk to transmit a copy of said initiative
measure to the City Attorney who shall prepare an impartial analysis of such measure. The impartial
analysis shall be filed with the City Clerk not later than 5:00 p.m., on February 5, 2008.
That the City Clerk shall certify to the passage and adoption of this resolution and
enter it into the book of original resolutions.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of
the City of Anaheim this 23rd day of October, 2007, by the following roll call vote:
