A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM ADOPTING THE
"ANAHEIM GO LOCAL TRANSIT MASTER
PLAN DECEMBER 2007"
WHEREAS, the Orange County Transportation Authority (OCTA) created a four
step process, called the "Go Local Program to enable cities that wish to develop a local transit
vision to plan and implement city- initiated transit extensions to OCTA's Metrolink commuter
line;
WHEREAS, Step 1 of the "Go Local Program" allocated up to a total of $3.4
million for cities to develop a local transit vision and conduct initial planning. Step 2 makes
available to cities up to $26.6 million on a competitive basis to further develop the most
promising concepts emerging from Step 1. Step 3 moves some projects into development and
implementation, to coincide with the availability of Renewed Measure M funds. And, Step 4
transforms existing Metrolink stations into major multi -modal transportation centers; and
WHEREAS, on September 12, 2006, the City Council authorized the execution of
a Cooperative Agreement between the City and OCTA to commence Step 1 of the four step
process under the "Go Local Program" and therefore authorized the following: receipt of a
$100,000 Go Local Step 1 grant from the OCTA; a partnership with the cities of Villa Park and
Orange and to receive their $125,000 partnership contribution; and match of the Go Local grants
with $100,000 in Redevelopment funds and $200,000 in Gas Tax reserves to conduct a transit
needs assessment, conceptual planning, route planning, and station assessment and master site
plan; and
WHEREAS, in furtherance of commencing Step 1 of the "Go Local Program the
City Council, on September 28, 2006, authorized the execution of a professional services
agreement with IBI Group for Metrolink Extensions Transit Studies in an amount not -to- exceed
$525,000. The IBI Group has performed technical analysis and public outreach in accordance
with the approved Scope of Work set forth in the professional services agreement; and
WHEREAS, after public outreach and input and direction received at City
Council workshop sessions, the City of Anaheim has completed the "Anaheim Go Local Transit
Master Plan December 2007 which recommends six major transit concepts to pursue funding
under Step 2 of the Go Local Program; and
WHEREAS, the City of Anaheim's adopted 2004 General Plan Circulation
Element includes Goal 5.1 of promoting bus service and paratransit improvements in the City,
and Goal 6.1 of supporting the development of mass transit to enhance modal choice; and
WHEREAS, it is necessary and desirable to adopt the "Anaheim Go Local Transit
Master Plan December 2007" on file in the Office of the City Clerk and approve submittal of an
application to receive transit funding under the "Go Local Program
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
1. The City Council does hereby adopt the AAnaheim Go Local Transit Master Plan,
December 2007" and approve the submittal of the final report to OCTA.
2. Authorize the Director of Public Works to submit an application(s), consistent
with the Plan's findings and recommendations, to the OCTA for transit funding
under the OCTA Go Local Program and/or other transit funding programs.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 18th Day of December 2007, by the following
roll call vote:

The Anaheim Chamber of Commerce is charged with helping to build a strong local
economy within our city. According to the Anaheim Chamber Policy Statements, The
Anaheim Chamber of Commerce is dedicated to the building and improvement of local
and regional roads for the movement residents, workers and visitors.
To this end, the Chamber strongly supports the City of Anaheim's development of a
Transit Master Plan and the proposed Anaheim Connections in affiliation with the
Orange County Transportation Authority's Go Local program.
The City of Anaheim is a world -class city, with world -class attractions that include the
largest convention center on the West Coast, renowned Disneyland Resort, two world
champion sport teams, and much more. It is time for Anaheim to be able to offer our
guests, residents and workers a world -class transportation system.
The Chamber supports all of the proposed Anaheim Connections, and specifically
believes in the vision to link ARTIC to the Resort via an elevated transit system. It
appears that this Connection would have the potential to serve the greatest number of
passengers in a manner that complements our City's growth and current transportation
needs. Additionally the Chamber is particularly supportive of the increased access for
employees to the Anaheim Canyon Business park, as this will serve another critical
economic engine for the City and region.
The Chamber looks forward to being involved with the City's Transit Master Plan as it
moves forward into the next stage of development and analysis so that we may better
understand the opportunities and challenges associated with all of the transit concept
alternatives.
We strongly encourage the OCTA to make the City of Anaheim's Go Local application

The CIM Group is proud to be part of the Anaheim community, and believes that the issue of
mobility is key to the high quality of life we seek to create with our development in Downtown
Anaheim. As such, we support the Anaheim Connections developed as a result of the City's
Transit Master Plan and Go Local Study.
We believe that creating transportation choices that really connect people to where they want to
go is fundamental to creating a system that people will use. To this extent, the CIM Group is
supportive of all the Connections, but is particularly interested in Connection B, which links
ARTIC to Downtown Anaheim and opens the possibility of a connection further north to the
Fullerton Station.
As the City continues to grow it will be important to provide our residents with the choice to
leave their cars at home and enjoy the benefits of a safe and efficient transportation system. By

The Disneyland Resort is honored to be a part of the Anaheim community and is pleased
to submit this letter in support of the City of Anaheim's efforts in developing a Transit
Master Plan to address the City of Anaheim's current and future mobility needs.
The Disneyland Resort serves the City of Anaheim and the County of Orange as a major
tourist and visitor destination, as well as being one of the largest employers in the region.
As such, improving the City of Anaheim's transportation infrastructure is of critical
importance to Southern California
The Transit Master Plan, in combination with the City of Anaheim's partnership with the
Orange County Transportation Authority's Go Local program, is an important first step
in identifying potential transit corridors and connections to move people both efficiently
and safely. Specifically, the Disneyland Resort supports the Anaheim Connection which

The Southern California Regional Rail Authority (SCRRA) is pleased to submit this letter
of support for the City of Anaheim's Transit Master Plan and strengthened transit
connections to Metrolink at the Anaheim Stadium/ARTIC and the Anaheim Canyon
stations as part of the first phase of planning under the OCTA- sponsored Go Local
Program.
The City should be commended for the project's collaborated planning process. In
particular, involving SCRRA in the initial planning has provided a critical link in
improving the coordination of Metrolink and connecting transit. The efforts of the
Metrolink Extension Transit Studies have yielded a blueprint for the future growth of
transportation within the City. This integrated planning will encourage the use of bus and
rail transit; allow residents to make seamless transfers between services, and improve
travel not only within the city, but regionally as well. In addition, the corresponding
development visions for both the ARTIC and Anaheim Canyon stations reinforce this
integrated planning effort and best leverage the vast transportation network.

Re: The City of Anaheim's Transit Master Plan and Go Local Study
Dear Mayor Pringle and City Council:
New Urban West is pleased to submit this letter in support of the City of Anaheim's
efforts in developing a transit master plan that will serve the long -term transportation
needs of the City. Additionally, we are extremely supportive of the City's application to
participate in the next step of the Orange County Transportation Authority's Go Local
study to improve local connections to ARTIC.
Being at the corner of Gene Autry Way and State College, our project, The Gene Autry
Experience, is at the heart of The Platinum Triangle. The future residents of our
development will be within close proximity to the numerous amenities the City of
Anaheim has to offer Angel Stadium, Honda Center, the Resort area, The Grove of
Anaheim, and ARTIC. We believe ARTIC will serve as a key attraction as it provides
convenient access to transportation choices to link residents to different activity centers
in the City, as well as to regional transit modes such as high -speed trains, bus rapid
transit and more.
We believe the development of an elevated transit system that connects ARTIC, The
Platinum Triangle and the Resort to be of particular importance, and it compliments the
City's progressive approach for the area.
As the City continues to grow it will be important to provide our residents with the
choice to leave their cars at home and enjoy the benefits of a safe and efficient
transportation system. By working to develop these opportunities, we will see future
benefits to traffic, the environment and overall quality of life.
We strongly encourage the City of Anaheim to aggressively pursue partnerships with
the OCTA to make the City's Go Local application a top priority.

Dear Mayor Pringle and City Council Members:
On behalf of the Orange County Business Council, representing 300 member companies who
employ more than 200,000 people in Orange County and two million worldwide, we strongly
support the City of Anaheim's development of a Transit Master Plan and the proposed Anaheim
Connections in affiliation with the Orange County Transportation Authority's Go Local program.
The Business Council is particularly supportive of the Anaheim Connection that links the future
Anaheim Regional Transportation Intermodal Center (ARTIC) station with world -class
attractions that include the largest convention center on the West Coast, the world renowned
Disneyland Resort, two world champion sport teams, and much more.
ARTIC will serve as the premier regional, multimodal transportation hub in Orange County
serving international tourist destinations that are major contributors to the state and national
economies. ARTIC is an integral component of the City of Anaheim's Platinum Triangle Master
Plan, which promotes mixed -use and transit- oriented developments and encourages public
private partnership opportunities.
In addition, ARTIC provides critical connectivity to the Southern California region by providing
seamless access between multiple transit modes. The ARTIC will strategically facilitate the
Orange County Bus Rapid Transit (BRT) service, proposed California High Speed Rail
alignment, as well as the Anaheim to Ontario International Airport segment of the California
Nevada Interstate Maglev project. The ARTIC will also expand existing transportation
infrastructure for Amtrak intercity rail, Metrolink commuter rail, fixed -route and express bus
services, taxi and Anaheim Resort shuttles, as well as private transportation providers.
In closing, the Business Council highly commends the city's leadership in the development of
this vital multimodal transportation center as a component of the city's Transit Master Plan and
we urge the OCTA to approve the City of Anaheim's Go Local application.
