The Redevelopment Agency of the City of Anaheim, CA met in regular session.
Present:
Chairman Tom Daly, Agency Members: Frank Feldhaus, Lucille
Kring, Tom Tait and Shirley McCracken.
Staff Present: City Manager Jim Ruth, City Attorney Jack White, Secretary Sheryll
Schroeder, Executive Deputy Director of Community Development, Elisa Stipkovich
A copy of the agenda for the meeting of the Anaheim Redevelopment Agency was
posted on August 11, 2000 at the City Hall inside and outside bulletin boards.
Chairman Daly called the regular meeting to order at 5:53 P.M. in the Council Chambers
of the Anaheim City Hall, 200 S. Anaheim Blvd.
ADDITIONS/DELETIONS TO THE AGENDA: There were no additions or deletions to
the agenda.
PUBLIC COMMENTS:
Linda Lee Grau said she believed that the City did not belong in the development
business and should be concerned with basic government functions. She expressed her
opinion that the Redevelopment Agency was receiving funds without accounting. She
added that the Freedman Forum sign was in need of repair.
CONSENT CALENDAR ITEMS I - 3: Chairman Daly moved approval of Consent
Calendar, Items I through 3, seconded by Agency Member McCracken. Motion carried
unanimously. Agency Member Feldhaus voted no on Item 2, Affordable Housing
Agreement.
Approve and authorize the Executive Director of Community Development
Department to execute Amendment No. I to Professional Service Agreement
between the City of Anaheim and Anaheim Redevelopment Agency and Willdan
Associates in an amount not to exceed $250,000 for consultation services.
Approve and authorize the Executive Director to execute Affordable Housing
Loan Agreement for a senior project in connection with a project to be located at
2240 W. Lincoln Avenue in the West Anaheim Redevelopment Project Area and
an Affordable Housing Agreement for a Multi-Family Project with Mercy Housing
on a site to be identified.
3. Approve the regular meeting minutes dated August 8, 2000.
Following a number of questions raised by Agency Member Feldhaus, Executive Deputy
Director of Community Development, Elisa Stipkovich, responded that funding for the
Mercy Charities project would be coming from Redevelopment set aside funds and that
there was no guarantee that they would receive County and State funds. She explained

the items were on the agenda for the purpose of submitting an application to the County
prior to the RFP closing date of August 21, 2000 and the agreement was contingent
upon their receiving other funding. She added that if they were not successful in getting
other funding, the City would have expended $50,000 to $60,000 of pre-development
funds, and the Redevelopment Agency would be able to exercise the option for the
acquisition of the site and the funds would go towards the purchase pdce.
Regarding the question from Agency Member Feldhaus, Ms. Stipkovich responded that
the zoning was commercial and it would have to be rezoned to residential to be in
conformance with the Redevelopment Plan. When asked why the project wasn't being
proposed in an area other than west Anaheim, she answered that the two acre site was
not the typical type of housing Mercy Charities would be involved with and they have
asked the City to work with them on a senior housing site to be in compliance with the
overlay zone the Agency put into place for the area. She said it was adjacent to two
apartment projects and the most likely use for the land would be an apartment project
and the senior project would be more compatible with the desires of west Anaheim.
Referring to the proposed project's 44 units to the acre, Ms. Stipkovich informed that
was just a rough concept plan and since the project was 100% affordable senior
housing, they would be entitled to a 25% density bonus, which they could go up to 45
units to the acre. She said the Agency would be able to look at a site plan, elevations
and design at a later date, this action was to get them into the funding cycle for the
County.
Agency Member Feldhaus stated he felt uncomfortable with the project because of the
history of the area and that he would not vote affirmatively for the proposal.
Mayor Daly expressed his support of the project, adding that he felt the City had an
obligation in the area of encouraging affordable housing and that Mercy Housing had a
proven track record.
Agency Member McCracken said she had received calls from seniors who have
requested assistance with affordable housing and Ms. Stipkovich responded that there
was a very long waiting list for both family and senior Section 8 housing. She noted that
Anaheim residents who were on the waiting list would be considered first.
Agency Member Feldhaus asked if the one bedroom, 550 square feet, met the code
requirements and Ms. Stipkovich responded yes. He expressed his desire to see the
site plans and she responded that it would be about six to eight weeks, depending on
the County funding.
Agency Member Tait expressed his pleasure at having Mercy Housing assist with the
City's affordable housing situation.

There being no further business to come before the Anaheim Redevelopment Agency,
Chairman Daly moved to adjourn, seconded by Agency Member McCracken. Motion
carried unanimously.
The regular meeting of the Anaheim Redevelopment Agency adjourned at 6:16 P.M.
