A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
AMENDING RATES, RULES AND REGULATIONS FOR THE SALE AND
DISTRIBUTION OF ELECTRICITY AS ADOPTED BY RESOLUTION
NO. 71R-478 AND MOST RECENTLY AMENDED BY RESOLUTION NO.
2001R-61.
WHEREAS, the City of Anaheim (Anaheim) maintains an electric
generation and distribution system for the distribution of
electricity to residents and inhabitants of Anaheim and has
adopted Rates, Rules and Regulations for the sale and
distribution of electricity; and
WHEREAS, the Anaheim Municipal Code authorizes the City
Council to approve reasonable Rates, Rules and Regulations
governing electric service and fees for providing electric
service; and
WHEREAS, Section 385 of the California Public Utilities Code
requires that each local publicly owned electric utility
establish a nonbypassable usage based charge to fund investments
by the utility and others for certain enumerated public benefit
purposes, which charge shall be collected from all electric
service customers of Anaheim's electric utility, regardless of
the customer's energy supplier; and
WHEREAS, those statutorily-enumerated purposes are 1) cost
effective demand-side management services, 2) new investment in
renewable energy resources and technologies consistent with
existing statutes and regulations which promote those resources
and technologies, 3) research, development and demonstration
programs for the public interest to advance science or technology
which is not adequately provided by competitive and regulated
markets, and 4) services provided for iow-income electricity
customers, including but not limited to, targeted energy
efficiency service and rate discounts; and
WHEREAS, by Resolution 98R-257, the City Council approved
Rule 26 of the Electric Rates, Rules and Regulations establishing
a ten percent (10%) discount to income-qualified seniors; and
WHEREAS, at its meeting on April 5, 2001, the Public
Utilities Board recommended approval of a revision to Rule 26
establishing a ten percent (10%) discount for long-term disabled,
income-qualified customers to be effective June 1, 2001; and
WHEREAS, the City Council finds and determines that adoption
of revisions to the Electric Rates, Rules and Regulations is
exempt from the California Environmental Quality Act pursuant to
Section 21080(b) (8) of the California Public Resources Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim as follows:
1. The revisions to Rule 26 of the Electric Rates, Rules
and Regulations as set forth in Appendix A establishing a
discount for long-term disabled, income-qualified customers shall
be and is hereby adopted and shall be effective June 1, 2001.
2. That the Senior Low-Income Energy Assistance Program
shall be and is hereby renamed the Energy Discount for Income-
Qualified Senior or Long-term Disabled Customers.
3. That the Public Utilities General Manager is authorized
and directed to prepare, promulgate, publish and take any and all
actions necessary to implement the revisions to Rule 26 of the
Electric Rates, Rules and Regulations as set forth herein.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 17thday of

ENERGY DISCOUNT FOR INCOME-QUALIFIED SENIOR OR LONG-TERM DISABLED
CUSTOMERS
GENERAL
The City Council, by Resolution, suspended the Public Benefit Fee, effective January 1, 2001 and
approved the funding of the Public Benefit Programs from 2.85% of electric revenues.approved Rule
pragra-~ Programs are established in the areas of: demand-side management; low-income se~ices and
rate disco~ts; research, development and demonstration program; and renewable resources. The Senior
Low-Income Energy Assistance Program is one of the programs adopted by the City Council in the area of
low-income rate discounts.
On September 30, 2000, the Governor signed into law ~995 (Wright), which extended the collection

TE~S OF THE AGREEMENT - QUALIFICATIONS
Applicants shall be pre-qualified by the Co~uni~ Development Housing Authori~. To receive the
o,-~.~;~-, ~,~,, ~-~-,~; ..... assistance as an income-qualified senior, the customer shall meet the following
~idelines:
1. Have an a~ual household income level of 80% or less ~an the Orange Coun~ median, according
to the a~ual Housing and Urban Development (HUD) Section 8 income guidelines.
2. Be at least 62 years of age.
3. Submt Social SecuriW and hll income documentation such as W2's, 1099 fo~, prior year tax
re~m, or gocial gecuri~ Admnis~ation income verification.

To receive the assistance as an income-qualified long-term disabled customer the following guidelines
must be met:
1. Have an annual household income level of 80% or less than the Orange County median,
according to the annual Housing and Urban Development (HUD) Section 8 income
guidelines.
2. Submit Social Security Supplement to Income (SSI) or a letter from a physician.
3. Submit Social Security and full income documentation such as W2's, 1099 forms, prior year
tax return, or Social Security Administration income verification.
4. Anaheim residential electric customer of record.
ADJUSTMENT OF ELECTRiC BILLS
Income-qualified.~,_.j~;r-';--...~, Iow income, senior and disabled residential electric customers will receive an
electric discount of 10% on their residential electric charge. For the purpose of this Rule, the electric
charge includes the customer charge and the energy charges. The discount shall appear as a line item on the
customers' bills. The discount shall be calculated separately for each customer individually metered by the
Department, based upon the electric charge.
Master-metered Anaheim electric customers that provide electric sub-metering to qualified tenants are also
eligible for the electric discount. The master-metered customer shall be issued a flat discount amount equal
to 10% of the average low-income, senior electric charge. This will be multiplied by the number of
income-qualified !ow income, senior tenants who qualify.
TERMINATION OF BILLING DISCOUNT
Once instituted, the discount shall remain in effect until January 1, 2012 f.~r fm:r years or until one of the
following occurs:
1. The annual household income of the income-qualifying ..... ~ .... :.~ ..... ..... ~, senior or disabled person
exceeds 80% of the Orange County median.
2. For individually metered accounts, the qualifying senior or disabled person is no longer named on
the account.
3. For master-metered accounts, the qualifying senior or disabled person is no longer named as the
tenant.
4. The Public Benefit Funds are exhausted.
5. The Sen/er Lv, w !nccme Energy Discount for Income-Qualified Senior or Long-term Disabled
Customers Program Energy Assistance Program is terminated for any reason by
recommendation of the Public Utilities Board and approval of the City Council.

BILLING DISCOUNT

the Department will receive a 10% discount applied to the total electric charge on their bill,
including the customer charge and total kWh charges, as shown in the following formula:

2. Master-metered Anaheim electric customers that provide electric sub-metering and issue electric
bills to their tenants shall be issued a flat monthly discount for their qualifying low-~mcome senior
and disabled tenants using the following formula:

previous year's average electric charges for a random sample of 500 income-qualified senior and disabled
!ow income customers identified in E1 above. The master-metered Anaheim electric customer shall pass
this savings directly to the qualified, Iow income senior and disabled tenants.
