A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AUTHORIZING THE PUBLIC UTILITIES GENERAL
MANAGER OR DESIGNEE TO ACCEPT, ON BEHALF OF THE CITY
OF ANAHEIM AS A SUB - RECIPIENT, A SUNSHOT ROOFTOP
SOLAR CHALLENGE GRANT FROM THE DEPARTMENT OF
ENERGY FOR STREAMLINING AND STANDARDIZING
PERMITTING REQUIREMENTS FOR ROOFTOP PHOTOVOLTAIC
PROJECTS, TO TAKE SUCH ACTIONS IN FURTHERANCE OF THE
GRANT, AND AMENDING THE BUDGET FOR FISCAL YEAR
2011/2012.
WHEREAS, the City of Anaheim ( "Anaheim ") maintains an electric generation
and distribution system for the furnishing of electricity to residents and businesses of the City of
Anaheim; and
WHEREAS, the Public Utilities and Planning Departments engage in permitting
and inspection efforts for residents and property owners who wish to install rooftop photovoltaic
(solar) systems throughout Anaheim; and
WHEREAS, the California Center for Sustainable Energy ( "CCSE ") and the
County of Orange in partnership with Clean Tech OC (collectively "the County ") are seeking
Anaheim's support of their separate Department of Energy ( "DOE ") SunShot Initiative: Rooftop
Solar Challenge to Induce Market Transformation, DE- F0A00000549 grant ( "SunShot Rooftop
Challenge Grant ") application efforts and to serve as a sub - recipient in their separate SunShot
Rooftop Challenge Grant applications to DOE; and
WHEREAS, participating in a regional team of local governments evaluating the
a methodology to reduce costs achieved in cross - jurisdictional streamlining and standardization
requirements associated with Permitting and Interconnection Processes; Net Metering and
Interconnection Standards; Financing Options; and Planning and Zoning will benefit Anaheim
residents and property owners who wish to install rooftop solar systems as well as solar related
businesses; and
WHEREAS, Anaheim, through its participation as a sub - recipient of the SunShot
Rooftop Challenge Grant, is to receive: custom assessments of its current solar permitting and
inspection processes; solar implementation best practices; technical and logistical support;
financial support for staff working on these activities; and recognition from DOE for its
achievements in permit streamlining (collectively "Project efforts "); and
WHEREAS, Anaheim is being asked to commit to: work with CCSE and County
staff to describe and benchmark its current processes; engage with the regional team to identify
success examples and opportunities for process improvements; work with CCSE and the County
to assess its interconnection and net metering; support the implementation of improvements
within Anaheim; and track the impact of operational changes resulting from Project efforts; and
WHEREAS, the City of Anaheim, a municipal corporation and charter city, is
familiar with the sub - recipient terms, conditions, and limitations of the SunShot Rooftop
Challenge Grant; and
WHEREAS, Anaheim, as a sub - recipient, is willing and able to accept and
conform to each of the SunShot Rooftop Challenge Grant terms, conditions, and limitations.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
1. The City Council of the City of Anaheim hereby agrees to, and by this
Resolution, does hereby accept, as a sub - recipient, the SunShot Rooftop Challenge Grant award,
if awarded to either CCSE or the County.
2. The City of Anaheim hereby agrees to comply with each and all of the
sub - recipient terms, conditions, and limitations imposed by the DOE upon the SunShot Rooftop
Challenge Grant.
3. The Public Utilities General Manager, or designee, is hereby authorized to
accept, as sub - recipient, the SunShot Rooftop Challenge Grant on behalf of the City of Anaheim
and use such sub - recipient funds to streamline and standardize the Anaheim rooftop photovoltaic
permitting and inspection processes.
4. The Public Utilities General Manager, or designee, is hereby authorized
and directed to implement, administer, and carry out any other actions in furtherance of the
SunShot Rooftop Challenge Grant, including, but not limited to, executing and delivering Letters
of Commitment without further action of the City Council being required.
5. The annual budget of the City of Anaheim for Fiscal Year 2011 -12 is
hereby amended by increasing the appropriations and authorized expenditures in such amount
equal to the amount of the SunShot Rooftop Challenge Grant in the event it is received by
Anaheim.
6. The City Council hereby determines and finds that, in accordance with the
California Environmental Quality Act (CEQA) and the State CEQA Guidelines, the adoption of
this Resolution by the City Council is exempt from CEQA pursuant to State CEQA Guidelines
sections 15060(c)(2), 15061(b)(3) and 150301 because (i) the activity approved by this
resolution will not result in a direct or reasonably foreseeable indirect physical change in the
environment; (ii) it can be seen with certainty that there is no possibility that the activity may
have a significant effect on the environment; and (iii) the activity approved by this Resolution
involves the minor alteration of existing facilities and does not expand existing uses. Anaheim
staff is hereby directed to file with the County Clerk a Notice of Exemption within three (3)
business days of the adoption of this Resolution.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 11th day of October , 2011, by the following roll
call vote:
