A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM ADOPTING THE NATIONAL INCIDENT
MANAGEMENT SYSTEM AND NATIONAL RESPONSE
FRAMEWORK.
WHEREAS, the President of the United States in Homeland Security Directive
(HSPD) -5, directed the Secretary of the Department of Homeland Security to establish and
administer a National Incident Management System (NIMS) and a National Response
Framework (NRF) which would provide the consistent nationwide approach for Federal, State,
local, and tribal governments to work together more effectively and efficiently to prevent,
prepare for, respond to and recover from domestic incidents, regardless of cause, size or
complexity; and
WHEREAS, the collective input and guidance from all Federal, State, local, and
tribal homeland security partners has been, and will continue to be, vital to the development,
effective implementation and utilization of a comprehensive National Incident Management
System (NIMS); and
WHEREAS, it is necessary and desirable that all Federal, State, local and tribal
emergency agencies and personnel coordinate their efforts to effectively and efficiently provide
the highest levels of incident management; and
WHEREAS, to facilitate the most efficient and effective incident management it
is critical that Federal, State, local, and tribal organizations utilize standardized terminology,
standardized organizational structures, interoperable communications, consolidated action plans,
unified command structures, uniform personnel qualification standards, uniform standards for
planning, training, and exercising, comprehensive resource management, and designated incident
facilities during emergencies or disasters; and
WHEREAS, the NIMS standardized procedures which for managing personnel,
communications, facilities and resources will improve the State's ability to utilize federal
funding to enhance local and state agency readiness, maintain first responder safety, and
streamline incident management processes; and
WHEREAS, the Incident Command System (ICS) components of NIMS are
already an integral part of various incident management activities in the city of Anaheim,
including current emergency management training and exercise programs; and
WHEREAS, in 1997, the City of Anaheim adopted the Emergency Response
Plan, which met the new Standardized Emergency Management System (SEMS) laws and
regulations; and
WHEREAS, the California Standardized Emergency Management System
substantially meets the objectives of the National Incident Management System; and

WHEREAS, the City of Anaheim Emergency Management Director will ensure
that City personnel who are part of the emergency organization, and who are designated as
California Disaster Service Workers (according to California Government Code 3100 - 3109), are
trained and prepared to respond; and
WHEREAS, the National Commission on Terrorist Attacks (9 -11 Commission)
recommended adoption of a standardized Incident Command System; and
WHEREAS, pursuant to the President's Executive Order, Homeland Security
Directive (HSPD) 5, local governments are required to establish the National Incident
Management System (NIMS) as the standard for incident management.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Anaheim hereby approves and adopts the National Incident Management System and the
National Response Framework for the already- established City of Anaheim emergency
management activities and directs the Fire Chief to implement the NIMS/NRF, including the
preparation and presentation of a City -wide employee training program.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 11 th day of October , 2011, by the following roll call vote:
