Resolution-PC 2012-011WHEREAS, the City of Anaheim Planning Director on behalf of the Executive
Director of City of Anaheim Department of Sports, Entertainment, and Convention, has initiated
a request per Anaheim Municipal Code Section 18.76.030 to reclassify approximately 22.5 acres
utilized as the Honda Center's eastern parking lots from the Transition (T) Zone /Platinum
Triangle Mixed Use (PTMU) Overlay Zone to the Public Recreational (PR) Zone/PTMU
Overlay Zone, as shown in Exhibit A, as part of the Honda Center Enhancement Project; and
WHEREAS, the Honda Center Enhancement Project also includes an increase in
the number of events held at Honda Center to up to 222 events per year and minor interior and
exterior improvements; and
WHEREAS, the Honda Center and its surrounding parking lots are located within
the Platinum Triangle on approximately 42.5 acres located within the Transition (T) Zone/
Platinum Triangle Mixed Use (PTMU) Overlay Zone (22.5 acres) and the Public Recreational
(PR) Zone /PTMU Overlay Zone (20 acres); and

A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
APPROVING RECLASSIFICATION NO. 2011-00247, UNCONDITIONALLY
(DEV 2011- 00099)
(HONDA CENTER ENHANCEMENT PROJECT)
WHEREAS, the Anaheim General PIan designates said properties for Mixed Use
WHEREAS, the Planning Commission did hold a public hearing at the Civic
Center in the City of Anaheim on February 13, 2012 at 5:00 p.m., notice of said public hearing
having been duly given as required by law and in accordance with the provisions of the Anaheim
Municipal Code, Chapter 18.60 "Procedures ", to hear and consider evidence for and against said
proposed reclassification and to investigate and make findings and recommendations in
connection therewith; and
WHEREAS, the Planning Commission, after due inspection, investigation and
study made by itself and in its behalf, and after due consideration of all evidence and reports
offered at said hearing, does find and determine the following facts:
1. That this City - initiated proposal will establish a resolution of intent to reclassify
certain properties within the Platinum Triangle associated with Honda Center as described
above.
2. That Reclassification No. 2011-00247 is being considered in conjunction with
Draft Environmental Impact Report No. 2011 -00344 prepared for the Honda Center
Enhancement Project.

3. That Reclassification No. 2011 -00247 is consistent with the goals and policies
established for the development of the Platinum Triangle as set forth in the City of Anaheim
General Plan.
4. That Reclassification of the subject properties from the Transition (T)
Zone /Platinum Triangle Mixed Use (PTMU) Overlay Zone to the Public Recreational (PR)
Zone /PTMU Overlay Zone is consistent with the property's existing Mixed Use General Plan
land use designation.
5. That the proposed Reclassification No. 2011 -00247 is consistent with the goals
and policies established for the Platinum Triangle Master Land Use Plan.
6. The proposed reclassification of subject property is necessary and /or desirable for
the orderly and proper development of the community and is compatible with the properties to
the north, south, west, and east. Moreover, the proposed reclassification is consistent with the
current zoning for Honda Center and its central and western parking lots.
7. That the proposed reclassification does properly relate to the zones and their
permitted uses locally established within and immediately surrounding the Platinum Triangle
and to the zones and their permitted uses generally established throughout the community.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: The Planning
Commission has reviewed the proposed Reclassification, designated as Reclassification No.
2011 - 00247, and does hereby find and determine, based upon its independent review and
analyses of Draft Environmental Impact Report No. 2011 -00344 ( "EIR No. 2011 - 00344 ")
prepared in connection with the Honda Center Enhancement Project, and the requirements of
California Environmental Quality Act ( "CEQA "), that EIR No. 2011 -00344 is adequate to serve
as the required environmental documentation for said Reclassification and satisfies all the
requirements of CEQA, and the State CEQA Guidelines, and that no further environmental
documentation need be prepared for the proposed Reclassification.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does
hereby approve Reclassification No. 2011 -00247 to authorize an amendment to the Zoning Map
of the Anaheim Municipal Code to reclassify those certain properties within the Platinum
Triangle, associated with the Honda Center, as described above, unconditionally.
BE IT FURTHER RESOLVED, that this resolution shall not constitute a rezoning
of, or a commitment by the City to rezone, the subject property; any such rezoning shall require
an ordinance of the City Council, which shall be a legislative act, which may be approved or
denied by the City Council at its sole discretion.
