Agenda Posting A complete copy of the Anaheim Sister City Commission. Agenda was posted
at 3:00 p.m. on November 21, 2011 at Anaheim City Hall.
Public Input: Chairman Nguyen explained that members of the public are invited to address the
Anaheim Sister City Commission and will be called upon under Agenda Item No. VII. Public
Comment.
1. CALL TO ORDER
The regular meeting of the Anaheim Sister City Commission was called to order
at 4:11 p.m. on Monday, November 28, 2011 at the Anaheim City Manager's
Office, City Hall, 200 S. Anaheim Blvd., 7 Floor, Anaheim, California.
I1. APPROVAL OF MINUTES — October 24.2011
MOTION Commissioner Pina offered a Motion, seconded by Commissioner
Newby AND MOTION CARRIED (Vote: 10 -0, Absent: Buhrmaster, Gin,
Lahodny; two vacant seats) that the Anaheim Sister City Commission does hereby
approve the minutes as presented.
III. TREASURER'S REPORT
There has been no cash flow activity and the month end balance remains at
56876.94.

IV. AD HOC SUBCOMMITTEE REPORTS
Chairman Nguyen reported that the Executive Subcommittee has nothing to report
at this time.
Commissioner Newby reported that the Economic Development Subcommittee
would meet again on December 5, 2011.
Michael Bruckner stated that he is very pleased that the sub - committees are
meeting on a regular basis, and encourages everyone to continue with the great
progress.
Chairman Nguyen reported that Mr. Wang of Mito, Japan will be sending the
information regarding the student exchange program with the details of when it
will be up and running again.
V. STAFF REPORT
Michael Bruckner let everyone know that the City has been awarded a grant
through the Sister Cities International organization from Kaiser Permanente
specifically for Japan earthquake tsunami relief. Anaheim was one of eight cities
selected for the grant award. Those cities selected were Anaheim, Culver City,
Cupertino, Gardena, Pasadena, Riverside, CA and Boulder and Denver CO.
The Anaheim grant fund of approximately $12,000.00 is to be spent in Mito,
Japan. There are a variety of different ways that the funds can be used in Mito.
Michael will report back with the specific details of the parameters defined when
the official grant documentation arrives. At that time, a correspondence letter will
be written by Mayor Tait to Mayor Takahashi of Mito with the ideas and plans for
the grant funds.
VI. COMMISSION PURCHASING AND REIMBURSEMENT AMENDMENT
Michael Bruckner stated that the suggested addition to the bylaws is a
recommendation to approve the amendment to the bylaws for reimbursement for
attendance of events or functions on behalf of the commission. It will be
incumbent upon each commissioner to be responsible to personally pay in
advance and then obtain reimbursement from the commission.
MOTION Commissioner Newby offered a Motion, seconded by Commissioner
Pina AND MOTION CARRIED (Vote: 11 -0, Absent: Gin, Lahodny, two vacant
seats) that the Anaheim Sister City Commission does hereby approve the bylaws
amendment to Commission Purchasing.

VIZ. PUBLIC COMMENT
None.
VIII. COMMISSIONER COMMENTS
Commissioner Newby reported on her recent trip to Vitoria- Gasteiz, Spain on
behalf of the Anaheim Sister City Commission. She stated that Vitoria - Gasteiz is
a world class destination; they are fantastically prepared for tourism and anxious
to see the Anaheim Sister City Commission come back for a visit soon.
Commissioner Newby presented forinal proclamations to the Chamber of
Commerce president and also to the Mayor and Council of Vitoria - Gasteiz. There
was an article about the presentation in the local Vitoria- Gasteiz newspaper.
It is "I he Year of the Green Awards" in Vitoria - Gasteiz. The visit included site
inspections to the plant facilities of water treatment, energy conservation, public
transportation tram services, electric car facilities, and even a quick trip to the
wine country. They are interested in attending the next Taste of Anaheim event
and even suggested that they would like to have a booth with wine tasting.
Commissioner Newby is currently working with the Anaheim Chamber of
Commerce on this idea.
Additionally Commissioner Newby stated that the largest Mercedes Benz
Manufacturing and Michelin: Tires are both located in Vitoria - Gasteiz.
Commissioner Newby also conducted a radio interview with a translator and she
answered many questions about the Anaheim lifestyle, Disneyland and numerous
items of interest.
Michael Bruckner suggested Commissioner Newby give a presentation at the next
Anaheim City Council meeting about her visit to Vitoria - Gasteiz.
Michael also reported that on Tuesday, December 6, 2011 the City Council would
appoint new commissioners to the fill the two current vacancies in the Anaheim
Sister Cities Commission.
IX. ADJOURNMENT
There being no further business, the meeting was adjourned at 4:50 p.m. to
January 23, 2012 at 4:00 p.m. at the City of Anaheim, City Manager's Office.
