Public Input:Commissioner Paineexplained thatmembers of the public are invited to address the Anaheim Sister City Commissionand will be called upon under Agenda Item No.VII.Public Comment. I. CALL TO ORDER The meeting of the Anaheim Sister City Commission (ASCC) was called to order at 4:15p.m.onMonday, April 23,2012at the Anaheim City Manager’s Office, th City Hall, 200 S. Anaheim Blvd., 7Floor, Anaheim, California. II.APPROVAL OF MINUTES ASCC Meeting Minutes -February 27, 2012 MOTION: Commissioner O’Neal offered a Motion, seconded by Commissioner Pina AND MOTION CARRIED (Vote: 10-0; Absent: Dinwiddie, Gallaugher, Leonard, Nguyen, Zlaket; No vacant seats) that the Anaheim Sister City Commission does hereby approve the minutes as presented with the exception of more information being added to the Treasurer’s report of the Vitoria-Gasteiz AirfareDepositdisbursement in the amount of $4000.00, as detailed in page 1 and 2 of the ASCC Special Meeting Minutes held on February 16. The ASCC Special Meeting held on February 16 was specifically called to vote on the allocation of airline travel funds of $4000.00 to be held as a deposit in order to hold the ticket prices at the existing low rate. Anaheim Sister City Commission April 23,2012 Page 2 ASCC Meeting Minutes -March 26, 2012 MOTION: Commissioner Newby offered a Motion, seconded by Commissioner Buhrmaster AND MOTION CARRIED (Vote: 10-0;Absent: Dinwiddie, Gallaugher, Leonard, Nguyen, Zlaket; No vacant seats) that the Anaheim Sister City Commission does hereby approve the minutes as presented. The commission had a quick discussion regarding “going green” and it was decided that the electronic copy ofminutes would be the new procedure and hard copies will be provided only as needed to save paper. III. TREASURER’S REPORT Commissioner Leonard was absent;therefore Commissioner Painepresented the Treasurer’s report.There has been no cash flow activity and the balance remains at $14,226.94. MOTION: Commissioner O’Neal offered a Motion, seconded by Commissioner PiercyAND MOTION CARRIED (Vote: 10-0; Absent: Dinwiddie, Gallaugher, Leonard, Nguyen, Zlaket; No vacant seats) that the Anaheim Sister City Commission does hereby approve theTreasurer’s reportas presented. IV.AD HOC SUBCOMMITTEE REPORTS Commissioner Pina reported that the Marketing/Fundraising Subcommitteehas producedanother brochure and Commissioner Lahodnyis in the process of electronicallycreating the brochure. Commissioner Pina brought the tablecloth from the Anaheim Beautiful organization so that the commission could use it for ideas on creating aSister City tablecloth that willbe usedfor the ASCC display at events. The commission helda discussion regarding the different options of tablecloth vs. banners, etc. The commission will research the options and report back. Commissioner Gin brought up the suggestion of setting a date in July for a fundraiser event at a restaurant and it can alsoserve as a “Welcome Back”event for the individuals who traveled to Vitoria-Gasteiz. Anaheim Sister City Commission April 23,2012 Page 3 Commissioner Newby suggested that the July timeframe can also serve as a goal to set for the completion of the ASCC brochure, and the purchase of an event tablecloth/banner, etc. Commissioner Lahodny reported that the Economic Development Subcommittee met and had a discussion regarding working on the trade mission to Vitoria- Gasteiz. Additionally, thesubcommittee worked on draft letters for last minute promotions to encouragemore people to attend the tripto Vitoria-Gasteiz.As a result, there are now two additional individuals that will beattending the trip; KayCarpenter, former president of the YMCA and Brian Chuchua, Anaheim businessman.In addition, the subcommittee will be focusing on potential sponsorships forthe trip. Commissioner Newby reported that 1/3 of theattendees on the trip are Council Members and 1/3 are Commissioners.Further,1/4 of the attendeescame from efforts made by the Anaheim Chamberof Commerce.The commission continues to gatherideas on how to encourageinterest for future trips. Commissioner Gin’s idea to hold a Welcome Backevent after the trip and for each commissioner to bring three guests, will be an opportunity to gather interest from the guestsfor future trips. V.STAFF REPORT Greg Garcia reported that the ASCC is in negotiations with instructor, Marne Colby to work with the incoming exchange students from Mito, Japanthis year. Marne is the very experienced teacher that has assisted in the past few years and she has spent a lot of time teaching the exchange students about Anaheim, the English language and culture. Commissioner Piercy has suggested that if the negotiations with Marne Colby does not pan out, then she would suggest possibly approaching Scott Pakiser from Loara High School or Joseph Aihara from Western High School, as they have both been involved with the exchange studentprogramin the past. VI.STUDENT EXCHANGE –Host Families Greg Garcia noted that the Anaheim Magazine went out this week with an advertisementfor hosting the Mito exchange students and interested partieshave alreadyresponded.In addition to the magazine advertisement the application for host families is now online. Greg is optimistic that we will get a new core group of host families in Anaheimby advertising in the Anaheim magazine and also by Anaheim Sister City Commission April 23,2012 Page 4 verbally getting the word out. Further, Greg encouraged the commissioners to continue to get the word out about the opportunity to hostthe Mito exchange students. Commissioner O’Neal stated that the Anaheim students that are enrolled in Japanese language classes may possibly have families that would be interested in hosting. Greg encouraged all commissioners tocontinue to work with the Cultural/Government Exchange subcommittee to provide assistance in planning the itinerary for the students. VII.VITORIA-GASTEIZ DELEGATION Commissioner Newby suggested that the easiest way to advertise for next year would be to hold a post event (the Welcome Backevent) fundraiser where all of the attendees can view pictures of this year’s trip and hear about the adventures. Commissioner Newby reported that she has compiledalistof everybody that she has contacted along the wayfor this trip to Vitoria-Gasteiz.This list would be a good place to start for the post trip event, to get more interestfor the next trip, as the current goal is to look towards sponsorship for building funds for next year. Commissioner Newby expressed how very excited the people of Vitoria-Gasteiz are about the ASCC delegation coming to visit. Greg Garcia remarked about howeveryone going on this trip will just beamazed at how progressive the cityof Vitoria-Gasteizis,and that itis avery walkable, green and refreshingcity.In addition, CommissionerNewby noted that forthat anybody interested in history, there is an unbelievable amount of thingsavailable th to see fromthe 12century. Greg Garcia asked Commissioner Newby about the final breakdown regarding the trip plans. Commissioner Newby reportedthatthe contract obtained with Lufthansa, was for 18 people and there are 12 going. Two individuals obtained their tickets through other means, so that leaves 8 unfilled seats in this contract at $200.00 each. As a result $2,400.00 of the $4,000.00 deposit willbe returned to the ASCC. Commissioner Newby is sponsoring a bonvoyage party on May 14, from 6:00 p.m.to 7:00 p.m. at the Anaheim White Housewith wine and tapas to be Anaheim Sister City Commission April 23,2012 Page 5 provided.Mayor Tait is scheduled to be in attendanceand if the commission would like to attend, they are welcome to join at $25.00 per person. VIII.HANGZHOU SISTER CITY –Progress Report Greg Garcia reported that Commissioner Gallaugher has received a list of steps to follow in order to properly explore the potential sister city relationship with Hangzhou, China. She is moving forward and will be able to give an update on her progress at the next meeting. IX.PUBLIC COMMENT Anaheim resident, Janet Lee waspresent at the meeting at the request of Ms. Arti Aggarwal,who is promotingan exciting opportunity to attend the Inaugural Cultural Museum at Horace Mann Elementary School (on La Palma and Harbor Blvd.) onWednesday, May 23 from 4:00p.m.to 6:00 p.m.It is essentially a cultural fair where skits, dancing, and tableswith craftsand foodfrom different countries will be represented. This would be agreat opportunity for the ASCC to have a table with some photos of Mito, Japan and possibly some host families to attend theevent. Everyone is welcome to be involved and join in. The commission discussed what they might do and what they would be able to bring to participate in the event. Janet left the invitation and the application with GregGarcia. X.COMMISSIONER COMMENTS Commissioner Gin brought up the fact that due to the Memorial Day holiday, the next ASCC meeting will be held on Monday, May 21 (one week earlier than normally scheduled). The commission had previously voted to move the meeting to this date. Commissioner Smithremarked that she continues to correspond with a former student exchange young lady and that the student now attends a very prestigious college. Commissioner Smithbelieves that the Anaheim Student Exchange Program is very beneficial and of great value to all of the students. XI.ADJOURNMENT There being no further business, the meeting was adjourned at 5:33 p.m. to May th 21, 2012 at 4:00 p.m. at the AnaheimCity Hall,5Floor, Large Conference Room.
