PLEDGE OF ALLEGIANCE: 2.Board Member Trifaled the Board in reciting the Pledge of Allegiance. INTRODUCTION OF VISITORS & PUBLIC COMMUNICATION 3. A.Scheduled Public Communication:The Board listened to mid-year presentations and asked questions regardingthe FY 2011-2012 CDBGfunding cycle fromthe following individuals/agencies: Diane Masseth-Jones, YWCA-Youth Employment Services Dustin Manhart, Janeth Velasquez, and Anna Kouttjie, Community SeniorServ B.Unscheduled Public Communication:None. CORRESPONDENCE 4. A.Incoming:None. B.Outgoing:Vice-Chair Henningernoted that letters tonon-profit agencies notifying them of the City Council rd meeting were mailed and a copy was included in the meeting packet. Joe Perez added that at the April 3 City Council meeting, funding recommendations made by the Board were approvedand a communication was mailedout to each agency notifying them of thisapprovaland of the upcoming FY2013/14 funding cycle process. Vice-Chair Henninger noted that staff provided a copy of that letter to the BoardMembers at the beginning of the meeting. APPROVAL OF THEMINUTES: 5.Board MemberKelsomade a motion to approve the minutesfor the March 8, 2012,meeting; Board Member Santoianniseconded the motionand it passedwith sixayesand two abstentions. NEW BUSINESS: 6. A.February-March Activity Report:Joe noted that February was Kindness Month in the City of Anaheim and highlightedsome of the activities and programs implemented bycity staff.Joe also reportedthat Oak Canyon Nature Center hadover 2,000 visitors in February and close to 4,000visitorsin March and invited Board Members to visit theOak CanyonNature Center and enjoy the trails. A.FY 2011/12 Public Service Funding Process–LiaisonReports:Vice-Chair Henninger reported on his visit to the Boys & Girls Clubs of Anaheim; Board Member Kelso reported on his visit to AIDS ServicesFoundation; and Board Member Santoianni reported on his visit to the YMCA’s Children’s Station. Board Member Santoianni stated he will be reporting on the YMCA’s Youth Sports and Camping programs at a future meeting. B.FY 2012/13 Public Service Funding Process:Joe re-stated that the City Council approved thefunding recommendations that theCommunity ServicesBoard providedand that Chair Aitken did an excellent job representingand defendingthe Board’s submission. He congratulated the Board for their hard workand commitment to this process. Board Member Cudd asked about questions Council Members had about the guidelines, and Vice-Chair Henninger said some Council Members didn’t recall seeing the funding guidelines that were drafted by the Boardback in July of 2011. He stated that he and Chair Aitken have talked about meeting with the Mayor and City Council Members nextyear before the meeting to explain the recommendations and answer any questions they may have.Board Member Cudd asked if the City Council had communicated acceptance of the guidelines recommended by the Board. Vice-Chair Henninger stated City Councilnever repliedor commented on the funding guidelines.Joe Perez added that having received no response from City Council, the Board moved forward with tacit approval of thefunding guidelines. C.FY 2013-2014 Public Service Funding Process –Application& Instructions:Vice-Chair Henninger asked if Board Members had a chance to review the application and instructions that were sent via email to themand there were no questions or comments. Joe stated that he expects to placethe public notice of the availability thst ; a pre-application conference would then be held on May 21and the of CDBG fundingout on May 15 th completed applications would then be due back on June 25.Joe asked once again if any Board Members desire to make changes to the funding application, recommendations should be sent to Chair Aitken and Vice Chair Henninger and these could be reviewed at the nextBoardmeeting. Vice-Chair Henninger asked to th so they couldcompile them on one document. have changes sent to himself and Chair Aitken by April 30 Joe noted that at last year’s pre-application conference, he received positivefeedback from non-profit agency staffon the changes made to the application for FY2012/13. Board Member Santoianni asked if the document could be made into aneditable PDF file; Joe stated that he would research to see if that could bean option. D.2012Meeting & Presentation Schedule:Vice-Chair Henninger noted thatthe Board has no business currently scheduled for the June or August meetingsand suggested that the Board “go dark”on these meeting dates.He reminded Board Members who have scheduled reports for their liaison visits for next month to be prepared because the Julyscheduleis already full. INFORMATIONALITEMS 8.:Joe Perez noted that the Anaheim Meals on Wheelsprogramshut down their operations permanently on March 30. The City received very little lead time; however, multiple attempts to help avoid thisclosurewere unsuccessful. Joe noted that after discussing the issue with Meals on Wheels leadership, the main issue was thelack of volunteersable to commit the daily hoursnecessary toadminister the program.Joe noted he is helping coordinate communication between Meals on Wheels and Community SeniorServto ensure continued service toas many Meals on Wheels clients,as possible. Joe announced the annual Cinco de Mayo Fiestawill be taking place at La Palma Park May3through May 6 with family-friendly activities and more vendors and mariachi bandsthis year. In addition, Joe noted Youth in Government Day will take place next Wednesday, April 18; 150 of Anaheim’s brightest students from 11 schools will learn about city government and the Mayor’s Hi Neighbor program.Joe invited Board Members to stop by and watch the proceedings.
