A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM IN SUPPORT OF THE ANAHEIM - ONTARIO
INTERNATIONAL AIRPORT MAGLEV TRAIN PROJECT.
WHEREAS, the City of Anaheim ( "Anaheim "), in cooperation with the
California - Nevada Super Speed Train Commission ( "Commission ") wishes to support the near-
term development of the 32 -mile Anaheim - Ontario International Airport Maglev train project
( "Project "); and
WHEREAS, Anaheim further wishes to support Congressional action to direct
and obligate existing federal funding of $45 million to complete an Environmental Impact
Statement ( "EIS "), under the National Environmental Policy Act ( "NEPA "), for the Project, in
parallel with the preliminary design and engineering and other actions necessary to make this
important Project "shovel- ready;" and
WHEREAS, the $45 million is currently set aside as guaranteed "Contract
Authority" funding in SAFETEA -LU Section 1307(d)(1) ( "Section 1307(d)(1) ") designated for
the benefit of the Anaheim to Las Vegas maglev corridor ( "Maglev Corridor "); and
WHEREAS, the Project is the westernmost initial operating segment located
within the Maglev Corridor; and
WHEREAS, the Commission is designated in Section 1307(d)(1) as a cooperating
agency for the receipt of this federal funding; and
WHEREAS, consistent with the eligibility requirements of SAFETEA -LU, a
public - private partnership is in place to design, finance, build, operate and maintain the system;
and
WHEREAS, the private partner, upon completion of the EIS, is prepared to move
forward immediately with construction using local contractors and labor force; and
WHEREAS, the development of the Project is supported by cities, counties and
transportation agencies within the Southern California region, as exemplified by the Project's
inclusion in the new Regional Transportation Plan ( "RTP ") approved by the Southern California
Association of Governments ( "SCAG ") in April 2012; and
WHEREAS, the Project will enable an approximate 15 minute trip between the
Anaheim Regional Transportation Intermodal Center ( "ARTIC ") and Ontario International
Airport, thereby relieving congestion and avoiding a 1 -2 hour vehicle ride now needed to make
the same trip on the I -15, SR -91 and SR -67 highways; and
WHEREAS, providing fast, convenient access to Ontario International Airport
from Anaheim and Orange County will assure the survival and future growth of an important
regional airport whose continued growth is critical to the future transportation needs of the
Southern California region due to overcrowding and capacity limitations of Los Angeles
International Airport and Orange County's John Wayne Airport; and
WHEREAS, the Transrapid® maglev train system to be used for the Project has
been proven over the past eight years in daily revenue service as an airport connector in
Shanghai, China at speeds of up to 270 miles per hour, carrying over 30 million passengers with
an on -time to schedule efficiency of 99.8 %; and
WHEREAS, previous studies completed under the auspices of Federal Railroad
Administration reflect that construction of the Anaheim - Ontario maglev project will create
18,300 new jobs, $2.2 billion in economic output and $618 million in household income, while
generating $86.6 million in on -going annual net operating profits over and above operation and
maintenance costs, at modest fares; and
WHEREAS, the Anaheim- Ontario International Airport Maglev train project is a
project of regional and national significance and it a fast, energy efficient high -speed train
project that will serve as a model for the future movement of people and good directly into and
out of regional transportation centers (e.g. ARTIC), regional airports (e.g. Ontario International
Airport) and population and tourist centers (e.g. Anaheim/Orange County and Ontario /Inland
Empire) and it will provide the livability and other public benefits that come from a fast, safe,
convenient, emissions -free transportation system that goes where people want and need to go.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim does hereby support the Anaheim - Ontario International Airport Maglev train project,
which the City anticipates would provide tremendous economic, environmental, and
transportation - efficiency benefits for Anaheim and the entire Southern California region.
BE IT FURTHER RESOLVED by the City Council of the City of Anaheim that
the City Council hereby directs the City Manager to send letters in support of the Project to U.S.
Senators and Congressmen on behalf of the City of Anaheim and to promote for the Project and
its completion.
