REGULAR MEETING OF AUGUST 28, 2012
The Anaheim Public Financing Authority regular meeting was called to order at 5:12 P.M.
for a joint public comment session with the Anaheim City Council.
Present: Chairman Tom Tait and Authority Members: Gail Eastman, Lorri Galloway, Kris
Murray and Harry Sidhu.
Staff Present: City Manager Tom Wood, City Attorney Cristina Talley, and Secretary
Linda Andal
A copy of the agenda for the meeting of the Anaheim Public Financing Authority was
posted on August 24, 2012 on the kiosk outside City Hall.
ADDITIONS /DELETIONS TO THE AGENDA: None
PUBLIC COMMENTS: No public comments made related to the Public Financing agenda.
CONSENT CALENDAR: At 6:18 P.M., Authority Member Sidhu moved to approve the
Public Financing Authority consent calendar as presented, seconded by Authority Member
Eastman. Roll Call Vote: Ayes — 5: (Chairman Tait and Authority Members: Eastman,
Galloway, Murray and Sidhu). Noes — 0. Motion Carried.
Approve minutes of Public Financing Authority meeting of October 25, 2011.
END OF CONSENT CALENDAR:
2. RESOLUTION NO. APFA 2012 -001 A RESOLUTION OF THE BOARD
OF DIRECTORS OF THE ANAHEIM PUBLIC FINANCING AUTHORITY, (1)
authorizing the issuance of not to exceed $105,000,000 aggregate principal
R100 amount of revenue refunding bonds of said authority; (11) approving the forms and
authorizing the execution of an indenture of trust, an installment purchase
agreement, an escrow agreement, a purchase contract and other related
documents; (111) approving the execution and delivery of an official statement; and
(IV) approving certain actions in connection therewith (related to Council Item No.
14).
Authority Member Sidhu moved to approve RESOLUTION NO. APFA 2012 -001 A
RESOLUTION OF THE BOARD OF DIRECTORS OF THE ANAHEIM PUBLIC
FINANCING AUTHORITY, (1) authorizing the issuance of not to exceed $105,000,000
aggregate principal amount of revenue refunding bonds of said authority; (II) approving
the forms and authorizing the execution of an indenture of trust, an installment purchase
agreement, an escrow agreement, a purchase contract and other related documents; (III)
approving the execution and delivery of an official statement; and (IV) approving certain
actions in connection therewith, seconded by Authority Member Eastman.

Mayor Tait confirmed with staff that this bond refinancing did not extend the terms of the
debut and it only reflected a savings to Anaheim with no greater risk. Roll Call Vote: Ayes
— 5: (Chairman Tait and Authority Members: Eastman, Galloway, Murray and Sidhu.)
Noes — 0. Motion Carried.
ADJOURNMENT:
There being no further business, Chairman Tait adjourned the meeting of the Anaheim
Public Financing Authority at 6:19 P.M.
