AN ORDINANCE OF THE CITY OF ANAHEIM ADDING NEW
SECTION 11.04.005 TO, AND AMENDING SECTIONS
11.04.070, 11.04.080, 11.04.090 AND 11.04.095 OF
CHAPTER 11.04 OF TITLE 11 OF THE ANAHEIM
MUNICIPAL CODE RELATING TO TRESPASS TO CITY
PROPERTY
THE CITY COUNCIL OF THE CITY OF ANAHEIM HEREBY ORDAINS
AS FOLLOWS:
SECTION 1.
That new Section 11.04.005 be, and the same is hereby,
added to Chapter 11.04 of Title 11 of the Anaheim Municipal Code to
read as follows:
"11.04.005 GENERAL DEFINITIONS.
As used in this Chapter, the following words and terms
shall have the meanings hereinafter respectively set forth:
.010 The term `Anaheim Arena' means the arena generally
located at 2695 East Katella Avenue, Anaheim, California, currently
known and referred to as the Arrowhead Pond of Anaheim, regardless of
whether such arena continues to be known by such commercial name or
by any other commercial or non-commercial name.
.020 The term `Anaheim Convention Center' means the
facility generally located at 800 West Katella Avenue, Anaheim,
California, regardless of whether such facility continues to be known
by such name or by any other commercial or non-commercial name.
.030 The term `Anaheim Stadium' means the stadium generally
located at 2000 Gene Autry Way, Anaheim, California, currently known
and referred to as Edison International Field of Anaheim, regardless
of whether such stadium continues to be known by such commercial name
or by any other commercial or non-commercial name.
.040 The term `Anaheim Stadium property' means the Anaheim
Stadium structure itself along with all ramps, buildings and walkways
appurtenant thereto and the Anaheim Stadium parking lots and any
permanent or temporary structures located thereon as well as all
roadways located within the parking lots.
.050 The term `Anaheim Arena property' means the Anaheim
Arena structure itself along with all ramps, buildings and walkways
appurtenant thereto and the Anaheim Arena parking lot and any

.030 Definitions.
In addition to the definitions sat forth in Section 11.04.005, for purposes of this section, the following wads and terms

(1) 'Playing field' means that area within the confines of Anaheim Stadium normally used as the field of ptoy hn stilet
ic events and encompasses the bottom or lowest level of the interior of the Anaheim Stadium which is surrounded by the
Lowest level of spectator seats and is sectioned of from the spectator areas by a fence or railing.

That Section 11.04.070 of Chapter 11.04 of Title 11 of the
Anaheim Municipal Code be, and the same is hereby, amended to read as
follows:
'111.04.070 TRESPASSING TO ANAHEIM STADIUM, ANAHEIM
CONVENTION CENTER, ANAHEIM ARENA.
It is unlawful for any person to enter into or climb on or
upon any area of the Anaheim Stadium or Anaheim Stadium property,
Anaheim Arena or Anaheim Arena property, Anaheim Convention Center or
Anaheim Convention Center property, which is not open to the general
public. Violation of this section is a misdemeanor.
.010 The areas not open to the general public shall
include, but shall not be limited to, the playing field or playing
surface during any event or activity to which such area is not
specifically made open to the general public, baseball dugouts, bull
pen areas, bench areas, judge areas, team locker rooms, roofs, signs,
architectural supports and superstructure, fencing, walls, lighting
supports and standards, ladders, stages, back stage areas, and any
elevators, stairways, tunnels or other areas which are either plainly
marked as not being open to the general public or posted with police,
security or stadium, arena or convention center personnel, or
representatives thereof, who state that these areas are closed to the
general public when such police, security or stadium, arena, or
convention center personnel, or representatives thereof, are either
in uniform or identify themselves as acting in such capacity.
.020 This section shall not apply to any duly authorized
employee, agent, officer, lessee, tenant, facility manager or
contractor of the City of Anaheim, or any person duly authorized to
be in areas covered by subsection 11.04.070.010 of this section by
any such employee, agent, officer, lessee, tenant, facility manager
or contractor. This section shall also not apply to any participant,
member or employee of any regularly scheduled team, group,
organization or performer which is participating in any event,
activity or performance then scheduled to take place at the Anaheim
Stadium, Anaheim Arena or Anaheim Convention Center when such person

is authorized by such team, group, organization or performer to be in
the areas specified in subsection 11.04.070.010 of this section, nor
shall it apply to any employee of an emergency service who is in the
course of duty.
.030 Definitions.

team. As used in this section the term "baseball dugouts" includes
the exterior of the roof of both structures.
(3) `Stage' is any raised area constructed or erected for the
use of performers, entertainers or speakers or their members and crew
at any concert or other event held at the Anaheim Stadium, Anaheim
Arena or Anaheim Convention Center.
(4) `Back stage area' is any area behind or beside the `stage'
as defined in subsection 11.04.070.030(3) which is physically
separated from the area open to spectators by a fence, wall, rope,
barricades or is otherwise plainly designated as an area off limits
to spectators.
(5) `Event or activity' as used in subsection 11.04.070.010
includes the entire time the Anaheim Stadium property, Anaheim Arena
property or Anaheim Convention Center property is open to the general
public for an event or activity including the time the parking lot is
open before the event or activity begins until it has been closed
after that event or activity has ended.
(6) `Playing Surface' means that area within the confines of
Anaheim Arena normally used as the playing surface in athletic events
and encompasses the bottom or lowest level of the interior of the
Anaheim Arena which is surrounded by the lowest of spectator seats
and is sectioned off from the spectator areas by walls, boards,
fences, railings or various types of see-through panels.

(7) `Bench areas' are the two enclosed structures adjacent to
the playing surface which are on the lateral sides of the surface and
are intended to provide seating for each team.
(8) `Judge areas' are the enclosed structures adjacent to the
playing surface, which serve to house the officials, goal judges,
penalty officials, and other authorized personnel."
SECTION 3.
That Section 11.04.080 of Chapter 11.04 of Title 11 of the
Anaheim Municipal Code be, and the same is hereby, amended to read as
follows:
"11.04.080 BLOCKING ENTRANCE OR EXIT TO ANAHEIM CONVENTION
CENTER, ANAHEIM STADIUM, AND ANAHEIM ARENA.
It is unlawful for any person to block or attempt to block
any entrance or exit to the Anaheim Convention Center, Anaheim
Stadium, or Anaheim Arena or block or attempt to block vehicular
traffic into or out of the parking lots of the Anaheim Convention
Center, Anaheim Stadium or Anaheim Arena or to block or attempt to
block any entrance or exit to any parking facility or structure at
the Anaheim Convention Center, Anaheim Stadium or Anaheim Arena.
Violation of this section is a misdemeanor.
.010 This section shall not apply to any duly authorized
employee, agent, officer, lessee, tenant or contractor of the City of
Anaheim acting in the course of duty, nor shall it apply to anyone
who has been granted permission to block any entrance or exit on the
Anaheim Convention Center, Anaheim Stadium or Anaheim Arena property
by an employee or agent of the City of Anaheim, or any lessee, tenant
or manager of such facility duly authorized to grant such permission.
.020 "Block" as used in this section means to obstruct or
impede the passage of pedestrians and/or vehicles."
SECTION 4.
That Section 11.04.090 of Chapter 11.04 of Title 11 of the
Anaheim Municipal Code be, and the same is hereby, amended to read as
follows:
"11.04.090 THROWING, DISCHARGING OR LAUNCHING SUBSTANCES AT
ANAHEIM STADIUM, ANAHEIM CONVENTION CENTER AND ANAHEIM ARENA.
It is unlawful for any person while on Anaheim Stadium
property, Anaheim Convention Center property or Anaheim Arena
property to intentionally throw, discharge, launch or spill any solid
or liquid substance or otherwise cause such a substance to be thrown,
discharged, launched, spilled or to become airborne. It is also

unlawful for any person while on Anaheim Stadium, Anaheim Convention
Center or Anaheim Arena property to explode, set off, discharge or
otherwise release or cause to be released any smoke bomb, fireworks,
stink bomb, or any gaseous substance which is physically harmful,
physically irritating or debilitating, or which is offensive,
repugnant or disgusting to the senses.
This section shall not apply to any duly authorized
employee, agent, officer, lessee, tenant or contractor of the City of
Anaheim, or any lessee, tenant or manager of such facility, while
acting in the course and scope of duty, nor does it apply to anyone
who has been granted permission to perform any act prohibited by this
section by an employee or agent of the City of Anaheim, or any
lessee, tenant or manager of such facility, duly authorized to grant
such permission. Further, this section shall not apply to any
participant, member or employee of any regularly scheduled team,
group, organization or performer who is participating within the
normal course and scope of any event, activity or performance on the
property of Anaheim Stadium, Anaheim Convention Center or Anaheim
Arena.
Violation of this section is a misdemeanor."
SECTION S.
That Section 11.04.095 of Chapter 11.04 of Title 11 of the
Anaheim Municipal Code be, and the same is hereby, amended to read as
follows:
"11.04.095 FIRES ON ANAHEIM STADIUM, ANAHEIM CONVENTION
CENTER, ANAHEIM ARENA AND GOLF COURSE PROPERTIES.
.010 It is unlawful for any person to start, maintain, add
fuel to, or fail or refuse to immediately extinguish on demand of any
city employee, any fire on Anaheim Stadium property, Anaheim
Convention Center property, Anaheim Arena property, Anaheim Municipal
Golf Course property or Anaheim Hills Golf Course property.
This section shall not apply to any fire in a portable gas
stove or gas barbecue when the flame can be immediately extinguished
by closing the valve to the fuel supply.
.020 Section 11.04.095.010 shall not apply to any person
granted a permit for a fire by the City of Anaheim. The City Manager
or his designee is hereby authorized to issue permits for such fires
and to impose such conditions as may be necessary to protect health
and safety. Any permittee shall comply with all applicable laws in
the starting and maintenance of such fires.
Each permit is subject to the condition that the permittee
shall fully indemnify the City of Anaheim, its lessee, tenants and

facility managers, and their respective officers, agents and
employees from all liability arising from said fire."
SECTION 6. SEVERABILITY
The City Council of the City of Anaheim hereby declares
that should any section, paragraph, sentence or word of this
ordinance of the Code, hereby adopted, be declared for any reason to
be invalid, it is the intent of the Council that it would have passed
all other portions of this ordinance independent of the elimination
herefrom of any such portion as may be declared invalid.
SECTION 7. SAVINGS CLAUSE
Neither the adoption of this ordinance nor the repeal of
any other ordinance of this City shall in any manner affect the
prosecution for violations of ordinances, which violations were
committed prior to the effective date hereof, nor be construed as a
waiver of any license or penalty or the penal provisions applicable
to any violation thereof. The provisions of this ordinance, insofar
as they are substantially the same as ordinance provisions previously
adopted by the City relating to the same subject matter, shall be
construed as restatements and continuations, and not as new
enactments.
SECTION 8. PENALTY
It shall be unlawful for any person, firm or corporation to
violate any provision or to fail to comply with any of the
requirements of this ordinance. Any person, firm or corporation
violating any provision of this ordinance or failing to comply with
any of its requirements shall be deemed guilty of a misdemeanor and
upon conviction thereof shall be punished by a fine not exceeding One
Thousand Dollars ($1,000.00) or by imprisonment not exceeding six (6)
months, or by both such fine and imprisonment. Each such person,
firm or corporation shall be deemed guilty of a separate offense for
each day during any portion of which any violation of any of the
provisions of this ordinance is committed, continued or permitted by
such person, firm or corporation, and shall be punishable therefor as
provided for in this ordinance.
