CALL TO ORDER: The agenda having been posted at 11:00 a.m. on February 23, 1996,
the meeting was called to order at 6:43 p.m. by Chairman Glenda Flora.
PUBLIC FORUM: No members of the public were present to address the Board under
this item.
ACTION ON THE MINUTES OF THE MEETING OF JANUARY 24. 1996: Mary Lou
Pekar moved that the minutes be approved as submitted. Motion was seconded and
carried.
CORRESPONDENCE: Memorandum dated January 30, 1996 from Audrey A. Lujan,
Library Administrative Services Manager, regarding the receipt of a donation to the
Michael L. Roston Creative Writing Contest Endowment Fund from Dr. Jack E. Sinder.
LIBRARY REPORT: Dave Morgan announced that the City Council had approved the
elimination of the Library Director classification and the establishment of a Community
Services Director classification at their meeting the previous evening. He noted that the
Library will become a division of the newly created Community Services Department
which will be headed by Christopher Jarvi. Audrey Lujan reported that Library staff met
with Budget and Audit personnel today for a budget review and will meet with the City
Manager and Budget staff on March 6 for the formal budget hearing. Next year's budget
reflects part-time staffing for opening on Mondays, the absorption of the Museum, and a
book budget as good or better than last year. Pat Earnest gave the Board a brief overview
of the Library's five -year technology plan. She reviewed each of the items recommended
for purchase in the first year, noting that these items are geared to assisting patrons.
Purchases designated for the second through fifth years of the plan focus on the replace-

ment of basic equipment. Kevin Moore provided an update on donations and fundraising.
She reported that general donations, together with those received for the Buy -A -Book and
Add -A- Magazine campaigns, total $13,671.69 thus far for the 1995/96 FY. A thank you
letter has been drafted and will be mailed within the next few weeks to all those who
made donations to the Library during the 1995 calendar year. The Library Foundation
has sold 84 tickets to their April 14, "Crime A La Carte" luncheon and have commit-
ments for another 61 tickets. Emma Harris said the Park Rangers have been coming out
to the Canyon Hills Branch and the Police Department has been responding very quickly
when called about security problems. Facility Maintenance is arranging for a vendor to
come out about the etched windows. The pay telephone has been moved inside the
building and an adjustment has been made so that it no longer rings for incoming calls.
The relocation of the telephone has had a positive effect in discouraging students from
congregating at the library entrance. The Police Department has recommended additional
and brighter lighting at the branch and Audrey Lujan noted that she is working with
Facility Maintenance about the matter. She said she has also spoken with Jerry Crum,
Park Services Manager, about planting shrubbery near the east windows to deter graffiti
and was given a $3,000 cost estimate. The City Attorney's Office advised Mrs. Lujan
that an ordinance is required in order to declare an area smoke and/or drug free. The
Library Board discussed whether Anaheim library facilities should be designated as being
entirely or only partially smoke free. Cris Miller moved that staff conduct an investiga-
tion of each library facility to determine if there is a need to designate all areas on the
library grounds as non - smoking and report back to the Library Board on the matter at
their March 27, 1996 meeting. The motion was seconded and carried. Christopher Jarvi
introduced himself and briefed the Board on his background with the City of Anaheim.
He stated that the new Community Services Department will be divided into four
divisions: Parks and Golf; Recreation and Human Services; Neighborhood Services; and
Library Services. Mr. Jarvi said he is a strong advocate of libraries and wants to maintain
the integrity of Anaheim's library system while working to build and strengthen it. He
noted there are many similarities between the Library, Parks, and Recreation and feels
there is much that can be done in the way of joint marketing and promotional program-
ming. The goal of the Community Services Department is to make Anaheim a better
place to live, work, and play.
ROSTON CONTEST UPDATE: Tasneem Ghazali introduced herself and gave a brief
explanation on how the Michael L. Roston Creative Writing Contest was started. She
noted that the contest is in its 18th year and is open to all 4th -12th grade students who
live or attend school in the city of Anaheim. The awards ceremony will take place at the
Brookhurst Community Center on May 8, 1996. Neil Shusterman, award - winning author
and guest speaker for the event, will be available to autograph his books at 6:30 p.m. The
program will begin at 7:30 p.m. Mrs. Ghazali noted that the Friends of the Canyon Hills
Library have donated a set of World Book Encyclopedias to be given as one of the con-
test prizes.

REPORT FROM THE FRIENDS OF THE CANYON HILLS LIBRARY: Colleen Del
Mazzio said the Canyon Friends are focusing on community awareness. Their aim is to
make the community aware of the library. They are sponsoring the Fifth Annual Canyon
High School Art Show on March 9; an InfoTrac demonstration on March 27; and are
compiling a community cookbook. They are contacting schools, scouts, and Little
League teams to raise funds to purchase the Kid's Catalog for the branch. The Friends
had a new shelf installed in the entryway of the library to replace the table on which the
books they sell are displayed.
FUNDRAISING: Bob Decker said everything is going very well with the Library
Foundation's first major project, the Crime A La Carte luncheon. The high schools are
promoting the event. The Foundation hopes to have 400 guests in attendance. Mr.
Decker noted that Foundation memberships will run through June 1997. Chris Jarvi said
arrangements will be made to add Library Services to the Anaheim Community Foun-
dation donation list which will enable donations to be made via payroll deductions.
BOARD COMMENTS:
(A) Cris Miller requested that the Library Board go into Executive Session
immediately following the close of the Library Board Meeting.
(B) Marjorie Rothrock announced that the South Anaheim Neighborhood
Council has arranged for the bookmobile to visit during their "Back To
School Night" meeting which will enable parents to meet with principals
and teachers.
(C) Patsy Tafolla noted that the Citron Neighborhood Council has changed
their meeting date to the same day as the Library Board Meeting so she
and Cris Miller will no longer be able to attend the Citron meetings.
(D) Glenda Flora thanked the Friends of the Canyon Hills Library for their
hospitality and the delicious dinners they provided. She reminded the
Board Members of the CALTAC Workshop scheduled on March 16, 1996
at the Corona Public Library.
ADJOURNMENT: There being no further business, the meeting was adjourned at 8:20
p.m. and the Board Members went into Executive Session.
