SPECIAL MEETING
SEPTEMBER 18, 2001
The Anaheim Housing Authority met in special session.
Present: Chairman Tom Daly and Authority Members Frank Feldhaus, Lucille Kring, Tom Tait
and Shirley McCracken.
Staff Present: City Manager Jim Ruth, City Attorney Jack White, Secretary Sheryll Schroeder,
Executive Director of Community Development, Elisa Stipkovich.
A copy of the agenda for the meeting of the Anaheim Housing Authority was posted on
September 14, 2001, at the City Hall inside and outside bulletin boards.
Chairman Daly called the special meeting of the Anaheim Housing Authority to order at
6:03 P.M. in the Council Chambers of the Anaheim City Hall, 200 South Anaheim Boulevard.
ADDITIONS/DELETIONS TO THE AGENDA: None.
PUBLIC COMMENTS: None.
CONSENT CALENDAR ITEMS I - 2: Chairman Daly moved approval of Housing Consent
Calendar Items 1 and 2, seconded by Housing Authority Member McCracken. Motion carried
unanimously.

Approve and authorize the Chairman of the Housing Authority to transmit the responses
to the Orange County Grand Jury Report, "Affordable Housing, Light One Candle," to
the Grand Jury and the Presiding Judge of the Superior Court.
Council Member Kring asked that the Authority go after developers more aggressively. She
said that there were many senior housing projects coming forward, but there was nothing being
done in low and very low-income housing.
Executive Director of Community Development, Elisa Stipkovich, responded that a request for
qualifications meeting was held last Friday for residential developers. There were at least 40
developers interested in being placed on the list of qualifications, she said. Housing
Department had informed the developers of the 33 acres that was Agency owned, she said, and
they would be moving forward to qualify various developers for affordable housing projects.
,.She added Item 1 was something that the Grand Jury had given to the Housing Authority and
asked for responding comments, with the Authority's approval, to be returned.
Mayor Daly commented that the City had been more active in this area and had produced more
results than any other City in Orange County. He asked that the Grand Jury be provided with
more information.
Housing Manager, Bertha Chavoya, had provided the Grand Jury with a lot of information and
had spent time testifying at the Grand Jury, said Director Stipkovich. The Housing Authority
would submit this report back to the Grand Jury and Director Stipkovich offered to submit
updates on the programs in the City and the number of units available.

There being no further business, Chairman Daly moved to adjourn the Anaheim Housing
Authority, seconded by Authority Member McCracken. Motion carried unanimously.
