1. CALL TO ORDER: The meeting of the Cultural and Heritage Commission was called to order by Chair
Larsen at 6:35 p.m.
2. SCHEDULED COMMUNICATION: None.
3. UNSCHEDULED PUBLIC COMMUNICATION: Dorothy Rose from the OC Symphony announced that their
next concert will be held on April 14, 2013 at the Servite Auditorium; she distributed a press release to the
Commissioners present. She noted that the Orchestra is inviting approximately 185 under-served people from
different organizations to each concert and they have been having more and more people attending.
4. CORRESPONDENCE: Chair Larsen received correspondence regarding the GOALS program in Tustin,
Orange and Huntington Beach.
5. APPROVAL OF MINUTES: Commissioner Deneau made a motion to approve the minutes for the January 17,
2013 meeting; Commissioner Benedict made a second and the motion passed.
6. GALLERIES SUBCOMMITTEE: Janis reported that the Downtown Anaheim Community Center will be closed
for annual maintenance in April which will delay the installation in the Center Gallery for at
least two weeks. Janis noted further that since her opening will be within two weeks of ACE, she would like to
do her opening at the same time as ACE. Chair Larsen noted that she feels it is not to the advantage of the
Center Gallery to have their openings with ACE and would like to return to holding the openings on weekday
evenings. Janis will have staff look into dates and coordinate the opening on a week night.
7. ART FACILITIES SUBCOMMITTEE: Commissioner Deneau reported that he and Chair Larsen met with
Council Member Kring and had a productive discussion with her. He and Vice-Chair Maya also met with
Council Member Brandman and had a lengthy discussion with him.
8. MUZEO EXHIBITION SPACE: Chair Larsen reported that John Scola, the Director of the Muzeo, invited the
Commission to a strategic conversation about dedicating gallery space in the Carnegie to local artists, on a
schedule yet to be determined, and allowing the artists to sell their work with a portion of the sales going to the
Muzeo. John asked if the Commission would be willing to provide the vetting role for the artists, since the
have staff to do exhibitions, security, staff to be on-site to sell the art work, or someone who knows how to put
together
that is something they should do. Janis noted that this requ

office to see if one Commissioner could serve on a panel to help vet artists for the Muzeo.
Commissioner Castillo asked about the possibility of using the space as a collective space; Jane Newell said
that would need to be approved by Community Services Director Terry Lowe as the Muzeo currently has an
agreement with the City to use that space. Chair Larsen indicated that the Muzeo will be putting this together

themselves, and Joyce Franklin has provided them with the procedures they need to put in place.
Commissioner Deneau suggested that the Commission could provide a list of steps to take as their
contribution in lieu of providing the vetting assistance. Chair Larsen will put together that information and send
it to Janis for review before sending it to John Scola.
9. INFORMATION ITEMS:
A. Commissioner Benedict: Commissioner Benedict reported that the last ACE event turned out very nice,
and she will be attending the acknowledgement event next week.
B. Commissioner Castillo: Commissioner Castillo reported that t be able to attend the ACE
acknowledgement event, but she has been working on a GRRL Fair in conjunction with the next ACE. It
is a way to empower and drive young women with a voice of music, art and all art mediums. They will
have a mini-GRRL Fair during ACE and hopefully have a full GRRL Fair next year. Her gallery will host
the female artist collective called Splendor Device. She noted that they are also working to get space in
a gallery on the promenade again, possibly the old SCIT space that used to be the Sara Bain gallery.
C. Commissioner Deneau: Commissioner Deneau suggested setting up tours of performing arts facilities in
Southern California, such as Cerritos, Cal State Fullerton, Carpenter Center, and perhaps California
Center for the Arts in Escondido. Chair Larsen asked what the Commissioners felt about the idea; Vice-
Chair Maya stated that he feels that since this is what the Commission is asking the city for, they should
be familiar with what they are asking for and determine if practical. Commissioner Deneau would like
to invite City Council Members to show them examples of what the Commission is requesting to have in
Anaheim. Janis will discuss this with other City staff to see if it would be appropriate to schedule an
official visit or if it would need to be something done by the Commissioners on their own. Janis
suggested that it might be good for the Commission to do some research and select the one facility that
is doing the best financially, would be the most beneficial to their efforts, and invite the City Council
Members to see that facility.
D. Chair Larsen: Chair Larsen reported that she is involved with a group of residents who oppose the
project at Lincoln and Anaheim Boulevard named Uptown Village and has been attending meetings and
keeping abreast of the project.
E. Vice-Chair Maya: Vice-Chair Maya commented on the Rich Governali show at the Center Gallery; this is
his first big show, the attendance was good with people coming from quite a distance to see it, and he
also sold several pieces.
Vice-Chair Maya also reported that he attended a meeting that Jordan Brandman held, attended by Bill
Taormina and his daughter, John Woodhead, Michelle Lieberman, Bob Wingenroth and a few others,
regarding the properties on the 900 Block of Lincoln Avenue that are owned by Bill Taormina. His
original intent was to sell the buildings/properties to the School District at the price he paid years ago so
they could use it for whatever purpose they would like. The issue right now is that the insurance
company will not insure one of the houses because it is vacant, and his daughter is pushing to have the
building demolished. In lieu of demolition, Bill suggested having the buildings moved to a
Redevelopment property near the 5 freeway or donating them to the Historical Society. Bob Wingenroth
Jane noted
that Michelle reported on this topic at the Historical Preservation meeting on Wednesday evening, and
they were told that they could advertise the houses for $1 each but the buyer must move them. Also,
Megan Shigo has agreed to lease the house in question for $1 per month so the insurance company will
any demolition happening
before then. Commissioner Deneau stated that he would like to make a recommendation to the School
Board to include the existing buildings in their plans for the property; Vice-Chair Maya said that there are
strict codes for school buildings and they would not qualify.
F. Commissioner Roditis: Commissioner Roditis was absent.

G. Staff: Janis reported that Orange County Board of Education has deemed March as Arts Education
Month. She also stated that the appointment for the vacancy in the Cultural & Heritage Commission is
scheduled to be made at the March 26 City Council meeting.
Jane reported that the reported that the Historical Society will have their program at the Muzeo on March

28 and they are encouraging people to bring their own items to share. She also noted that Trash Art
projects from local kids have been coming in. Chair Larsen asked if they have any professional artists
tact person. Their
program will be held on April 20. Jane also reported that the Mills Act Program has met with 13
homeowners thus far with 6 more scheduled to see if they have met the requirements for the Mills Act.
Janis distributed pins to the members of the Commission who were unable to attend the Volunteer
Recognition luncheon yesterday and thanked them for their service in 2012. She noted that the slide
show included a picture of some of the commissioners with Rich Governali, and stated that she will be
sure that more pictures are taken during the year from now on.

11. ADJOURNMENT: Chair Larsen adjourned the meeting at 7:32 p.m.
