Chairman Roth called the special meeting of the Industrial Development
Authority of Anaheim to order at 4:07 p.m.
MINUTES: Authority Member Bay moved to approve the minutes of the special
meeting held July 20, 1982. Authority Member Kaywood seconded the motion.
MOTION CARRIED.
Executive Director of Community Development Norman Priest briefed the
Authority on his memorandum dated September 16, 1983, recommending that the
Authority accept the Industrial Development Bond Application, the application
fee, and adopt a resolution to make determinations regarding financing for the
purpose of acquiring, constructing and equipping a building housing corporate
headquarters and production facilities for Quality Systems, Incorporated. If
the resolution was approved by the Authority today indicating their intention
but not giving final approval of the bond issue, it would be brought back to
them in November as the City Council, simply to acknowledge the action and to
approve submission of an application. Technically, they were required to
advertise for 30 days after the Authority's action. It would then come back
to them as a Council and then submitted for State approval. In approximately
two weeks, he would be asking them as a Council to waive the 30-day period so
they could move ahead. They felt they had a good applicant, they had
submitted the required fee, and at this point in time they saw them as a real
addition to the job base. The Industrial Development Board did meet with the
applicant, reviewed the application and recommended favorable action.
At the request of the Chairman, Mr. Priest introduced Mr. Gregory Heinrich,
Vice President-Finance of Quality Systems, Inc., and Mr. Philip Lee, Bond
Counsel. He also introduced staff member John Buchanan, DevelopmentServices
Manager, who was also present and the man directly responsible for the
proposed action before the Authority today.
Chairman Roth stated that a business such as Quality Systems, Inc., would be
very welcome to the City in providing jobs to its citizens.
Authority Member Bay offered Resolution No. IDAA83-1 for adoption. Refer to
Resolution Book.
