Agenda Posting: A complete copy of the Anaheim Sister City Commission Agenda was posted
at 9:30 a.m. on Thursday, July 18, 2013 at Anaheim City Hall.
Public Input: Chairman Nguyen explained that members of the public are invited to address the
Anaheim Sister City Commission and will be called upon under Agenda Item No. VIII Public
Comment.
I. CALL TO ORDER
The meeting of the Anaheim Sister City Commission (ASCC) was called to order
at 4:15 p.m. on Monday, July 22, 2013 at the Anaheim City Manager's Office,
City Hall, 200 S. Anaheim Blvd., 7 Floor, Anaheim, California.
II. OATH OF OFFICE
Greg Garcia administered the Oath of Office on reappointed Commissioners
James Dinwiddie, Ann Gallaugher, Laurie Leonard, John Nguyen and on newly
appointed Commissioner Jackie Filbeck.
III. APPROVAL OF MINUTES
MOTION Commissioner Leonard offered a Motion, seconded by Commissioner
Newby AND MOTION CARRIED (Vote: 11 -0; Absent: Debbie Julian,

Brian O'Neal, Anna Piercy and Jennifer Vaughn) that the Anaheim Sister City
Commission does hereby approve the minutes from the ASCC Commission
meeting held on June 24, 2013 as submitted.
IV. TREASURER'S REPORT
Commissioner Leonard reported that there are no changes to the Treasurer's
Report since last month therefore the balance remains at $18,630.33.
V. AD HOC SUBCOMMITTEE REPORTS
In reviewing costs of flights for the outbound student exchange, Commissioner
Dinwiddie advised that the cost is going to be approximately $6,500.00. That
amount is not taking into consideration any money that students may be asked to
contribute towards the trip.
Commissioner LaHodny reported the Economic Development Ad Hoc
Subcommittee met to discuss the marketing materials for the visit to Pudong.
This material will be reusable. The outline was put together and the presentation
would be completed in the next couple of days. The next ad hoc subcommittee
meeting is scheduled for September 18 at 4:00 pm at the Chamber of Commerce.
VI. MITO STUDENT EXCHANGE UPDATE
The Mito Students are scheduled to arrive on Friday, July 26 between 5:00 and
6:00 p.m. at the Downtown Community Center.
Commissioner Dinwiddie passed around a sign -up sheet and a cost estimate
document. He asked that Commissioners sign up for any event they would like to
attend. The tour of the elementary school will be Horace Mann Elementary
because Sunkist Elementary has been converted to a traditional 9 -month school.
He'd like to get Commissioners at all the events. The Sayonara Dinner will be on
Friday, August 9 at the Clarion Hotel at 6:00 p.m. He hopes that everyone will
attend the dinner.
Commissioner Leonard went over the estimated expenditure outline and the
vendors that would be catering the Welcome BBQ at the Lieberman's residence
on Saturday, July 27. Commissioner Dinwiddie will donate the water and sodas.
It was also agreed that each Commissioner would bring a bottle of wine.
Commissioner Pina gave a report on the Sayonara Dinner. The Clarion Hotel
gave the Commission a good deal. The menu includes top sirloin and shrimp and
choice of sides and dessert for $36.00 a person. Clarion asked for a down

payment of $1,000.00. This price is better than last year's. They are expecting
approximately 70 people.
Erin Wahlen stated careful planning went into putting the schedule together. She
went over the 2 -week schedule as follows:

Greg Garcia added that staff is working internally with transportation.
MOTION Commissioner Dinwiddie offered a Motion, seconded by
Commissioner Pina AND MOTION CARRIED (Vote: 11 -0; Absent: Debbie
Julian, Brian O'Neal, Anna Piercy and Jennifer Vaughn) that the Anaheim Sister
City Commission will hereby use the Kaiser Grant to help fund the 2013 student
exchange visit, not to exceed $10,000.00.
VII. PUDONG TRIP UPDATE
Commissioners Nguyen, Paine and Lopez will be traveling to Pudong, China on
August 21, 2013. In addition to representing the City of Anaheim, Commissioner
Lopez will be representing the County of Orange. He will be presenting a letter
of support from the Board of Supervisors.

Commissioner Paine indicated she is going to ship Disney gift items in advance of
their trip to Pudong and asked if they wanted to include County of Orange and
City of Anaheim gift items, she would be happy to include them and send them in
one package so that it's all together. There was discussion on the number of gifts
that should be taken and it was decided on a dozen uniform gifts and three more
substantial gifts.
Commissioner Newby will work with Erin Wahlen to order 50 Sister City
Commission business cards for the commissioners that are traveling to Pudong
with Chinese translation on the back.
VIII. PUBLIC COMMENT
Yuko Saito - Rodriguez gave a quick update on the special recognition for
Dr. Hataya. She indicated the Mito Sister City Association is sending Mito
Council Member Murata and a designer /engineer in early August to Anaheim.
Chairman Nguyen asked that they coordinate with the Anaheim Planning
Department.
Yuko indicated they would be looking at the City Terrace and the Friendship
Plaza. Commissioner Nguyen clarified they could consider something in the
Friendship Plaza, but not the City Terrace. Erin Wahlen explained staff looked
into the history and an artist owns the rights to the City Terrace.
Yuko further stated that their wish is to have a dedication ceremony in the
beginning of November.
With respect to Dr. Hataya's bio, Yuko explained they sent it to her and she is in
the process of translating it. It starts from 1936. She added that for the record, he
was not involved in World War II.
It was also noted that something Dr. Hataya did for Anaheim and is not noted on
his bio is that in 1988, while he served as president of the Mito Sister City
Association, a donation in the amount of $100,000.00 was made to the Anaheim
Museum. This was published in an L.A Times article on January 18, 1989.
Chairman Nguyen summarized that the goal is for the Mito Sister City
Association to give the Anaheim Sister City Commission a proposal for review
and then in turn be forwarded to the Anaheim City Council for approval. He
suggested that the earlier the better.

Chairman Nguyen introduced Angie Gomez who is on the Board for Sister Cities
International.
Angie explained she has been involved as a volunteer for seventeen years with the
Pasadena Sister City Program. She retired from the city of Pasadena and this is
her first term as a board member which is a 3 -year commitment. There are 25
board members throughout the United States. Every year they are looking for
new board members. On April 6 this year, the Southern California Sister City
Association was delighted to hold their conference at the Anaheim Hilton. Next
year, the one -day conference is slated for April 5 at Los Angeles City Hall.
IX. COMMISSIONER COMMENTS
Commissioner Pina indicated that Don Yvaska, President of Anaheim Shores
Owners Association notified her that his staff painted, planted and fixed up
Anaheim Shores. He would like to have everyone from the Commission visit
Anaheim Shores to see the great work that they have done to restore the area.
Discussion took place and it was decided that a thank you letter will be prepared
on behalf of the Commission and that a snap shot would also be taken and put on
the Sister City web site.
Commissioner Newby noted that at the June 24 Sister City Commission meeting,
Connor Traut brought up that the Commission has a lot of attention on Mito and
Pudong and she wanted to assure him that the Commission still has Vitoria -
Gasteiz in their view. She contacted their contact in Vitoria - Gasteiz, Eduardo and
asked him when would be the next time he would be coming to Anaheim and he
said in November or December. She also contacted Ted White in the Planning
Department that will be going to Vitoria - Gasteiz for an exchange as a shadow
experience, and Ted will attend the October 28 Commission meeting to tell
everyone what that experience was like.
X. ADJOURNMENT
There being no further business, the meeting was adjourned at 5:35 p.m. to
Monday, August 26, 2013 at 4:00 p.m. at the Anaheim City Hall, Conference
Room No. 2.
