A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM IN SUPPORT OF THE PARTNERSHIP FOR 21 ST
CENTURY LEARNING (P21) AND OFFICIALLY
DECLARING ANAHEIM TO BE A P21 CITY
WHEREAS, the City of Anaheim values our youth as one of our greatest resources
and is committed to seeing that all youth receive quality education that will prepare them for
success in the 21 Century; and
WHEREAS, the next generation of Anaheim youth will become the citizens and
leaders of tomorrow and must be well prepared to confront and overcome challenges in order to
succeed in work and life; and
WHEREAS, America's students are falling behind our global competitors in
international assessments such as the PISA (Program for International Student Assessment)
which measure higher order thinking, problem solving, and communication; and
WHEREAS, the knowledge and skills gap that has been created between American
and foreign students will continue to grow and will present a threat to the United States ability to
be seen as one of the leading economic powers unless the current academic coursework and
guidelines are altered; and
WHEREAS, a number of Fortune 500 Corporations, organizations, and associations
such as the Walt Disney Corporation, the California PTA, the Anaheim Union High School
District, and the National Educators Association are supporting the Partnership for 21 Century
Education as a leading framework for the United States; and
WHEREAS, in order for students to acquire the knowledge in global awareness,
finance, economic, business, civic and entrepreneurial literacy that are necessary in the 21
Century, students must obtain written and oral communication, collaboration, critical thinking,
problem solving, creativity, and innovative skills; these have colloquially been called the "4 C's
of P21 "- communication, creativity, collaboration and critical thinking; and
WHEREAS, the City of Anaheim believes that character - specifically and the core
principles of honor, kindness and integrity also play a critical role in preparing our youth to
become successful leaders of tomorrow; and
WHEREAS, the California Coalition for the 21 Century supports teaching a well
rounded curriculum including core subjects, life and career skills, learning and innovation skills,
and information, media, and technology skills that will prepare students for higher education,
careers, and civic engagement in the 21" century.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Council formally
supports the Partnership for 21 Century Learning and declares the City of Anaheim to become
the first "P21 City" by partnering with local schools and students to advance the goals of the P21
initiative;
BE IT FURTHER RESOLVED, that the City of Anaheim will form an official
partnership with Anaheim schools to encourage and facilitate internships, mentoring and job
shadowing opportunities for students within Anaheim's public and private sectors; a new
Mayor's Task Force will bring city leadership together with local school and business leaders to
discuss the opportunities for collaboration in these aforementioned areas.
BE IT ADDITIONALLY RESOLVED, that the City of Anaheim will also work
collaboratively with Anaheim schools in order to weave character and the principles of honor,
kindness and integrity into the fabric of the P21 initiative.
THE FOREGOING RESOLUTION, is approved and adopted by the City Council
of the City of Anaheim on this 22nd_ day of October , 2013
