An agenda for the meeting of October 7, 1987 was posted at the Council
Chambers on October 2, 1987.
The meeting was called to order by Chairman Doty at 10:00 a.m.
MINUTES
Commissioner Anthony made a motion to approve the minutes of September 9,
1987, seconded by Commissioner Lirette. Commissioner Renner was not present
for voting. Commissioner Rhoads abstained. MOTION PASSED (4 -0 -1).

DISCUSSION
A. Conditional Use Permit No. 2948
Mr. Faulkner introduced Conditional Use Permit No. 2948, indicating it is a
request to permit an automotive repair facility in an existing industrial
building with a waiver of minimum number of parking spaces at 4730 East Wesley
Drive. He discussed the required number of parking spaces versus the proposed
number of spaces, adding that a parking demand study to substantiate the
requested waiver was submitted to, and approved by, the Traffic Engineer.
Commissioner Lirette made a motion to recommend approval of Conditional Use
Permit No. 2948 by the Planning Commission, with waiver of the minimum number
of parking spaces. The motion was seconded by Commissioner Berry.
Commissioner Renner abstained. MOTION PASSED (5 -0 -1).

B. Developer Selection (P arcel 5) - Downtown Project Alpha
Mr. Priest reviewed the four proposals submitted in regard to development of
Parcel 5 in ranking order. He indicated William Taormina had withdrawn his
proposal and had endorsed the proposal submitted by Raymond A. Masciel. Mr.
Priest added that the proposals submitted by William Monroe and URO
Investments were not responsive to the terms and conditions of the Request for
Proposal.
Mr. Priest offered staff's recommendation to enter into an exclusive
negotiation period with Raymond A. Masciel for development of Parcel 5, with
the stipulation that the proponent remain flexible on design issues such as
building elevations and selection of exterior materials.
Gary Masciel presented the proposal submitted by Raymond A. Masciel for
development of Parcel 5. He noted the proposal will encompass a two - story,
25,162 square foot office building to be located at the southwest corner of
the parcel, and will consist of office and professional uses. Mr. Masciel
discussed proposed parking for the development, location and number of
entrances to the building, landscaped areas, as well as proposed construction
materials.
Commissioner Berry suggested the utilization of the trees located on -site in
the parcel development and also the inclusion of less stucco in the exterior
design of the building. Commissioner Lirette suggested a different stucco
color than what is proposed.
In order to discourage pedestrian traffic on Claudina Street, it was noted
that Mr. Masciel proposed to eliminate the sidewalk on the west side of the
street and add deeper landscaping in the form of a hedge or brick fence. The
Commission analyzed the advantages and disadvantages of including this
sidewalk in the development plans.
Sally Horton, 226 No. Claudina, added her concurrence with diminishing
pedestrian traffic through the neighborhood. She offered positive comments
regarding the proposed development, encouraging the use of the on -site trees
in development as well as the use of more brick and less stucco in the
exterior design of the office building.
Commissioner Berry made a motion to recommend that the Redevelopment Agency
enter into an exclusive negotiation period with Raymond A. Masciel for
development of Parcel 5. The motion was seconded by Commissioner Rhoads.
MOTION PASSED (6 -0 -0).

COMMISSIONERS' COMMENTS:
Commissioner Anthony mentioned an upcoming absence and requested that the next
scheduled workshop on the Guide for Development Update be postponed until
October 28. Mr. Priest indicated his concurrence with the request.
ADJOURNMENT
There being no further business, Commissioner Anthony moved to adjourn the
meeting, seconded by Commissioner Rhoads. The meeting was adjourned at
10:35 a.m.
