CALL TO ORDER - The agenda having been posted at 11:00 a.m. on October 8, 2013, the regular meeting of the
Anaheim Public Library Board of Trustees was called to order by Chair Crawford at 6:33 p.m.

I.INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS:
FRIENDS OF THE ANAHEIM PUBLIC LIBRARY REPORT: No report. Audrey shared a flyer that
Laurie created for her work place to advertise the need for magazines, books, CDs, and DVDs donations.
A.FRIENDS OF THE CANYON HILLS LIBRARY REPORT: Betsy Kasten, new President of the Friends

of the Canyon Hills Library announced the new slate of officers from their September 19 meeting. The

Holiday Book Sale will be November 12-16 at Canyon Hills Library. The FOCAL Christmas Volunteer

recognition will be December 8.
B.ANAHEIM PUBLIC LIBRARY FOUNDATION REPORT: Audrey reminded the Board that the next
Mystery Author’s Luncheon will be on April 6, 2014. The theme is “A Time to Thrill.” The Foundation
will offer 25 tickets to APL teen volunteers to attend the Chance Theater. The regular ticket price is $20.

II.APPROVAL OF MINUTES OF THE SPETEMBER 9, 2013 MEETING:
Board approve the minutes of the September 9, 2013 meeting as presented. M/S: SO/DR 5 Ayes

IV.NEW BUSINESS:
A.STATISTICS/MISSION STATEMENT METRICS: The Board reviewed the draft copy of the FY
2008/2009 through 2012/2013 service comparison spreadsheet presented by Joe Purtell. The Board asked
for quarterly data for Fiscal Year 2013/14 to be added to the chart.
B.CALIFORNIA LIBRARY ASSOCIATION CONFERENCE, NOVEMBER 3-5, 2013: Audrey asked if
any of the Board Members were interested in attending the conference.
C. REVIEW, DISCUSS, AND DIRECT STAFF TO COMMUNICATE THE LIBRARY BOARD’S
RECOMMENDATIONS OF PROPOSED CHANGES TO THE ANAHEIM CITY CHARTER,
ARTICLE IX. APPOINTIVE BOARDS AND COMMISSIONS, SECTION 908, LIBRARY BOARD.
POWERS AND DUTIES: Audrey presented a draft of the revised Library Board of Trustees Powers and
Duties. The Board discussed a variety of options and revisions. The Board directed the City Librarian to
combine the current Charter wording with minor revisions with the proposed draft per the motion taken by
the Library Board. The City Librarian will communicate the Library Board’s recommendations to the

City Clerk prior to the Charter Review Committee Meeting on Thursday, October 17.
the Board direct the City Librarian to communicate to the City Clerk that the Board would like to
remain in the City Charter and that the Board approve the draft changes to the City Charter as

V.INFORMATION
A.CITY LIBRARIAN’S REPORT:
The Friends of the Anaheim Public Library and the Friends of the Canyon Hills Library will be

recognized by the Anaheim City Council on October 22.
The Anaheim Public Library Foundation’s Mystery Authors Luncheon will be on April 6, 2014. The
theme is “A Time to Thrill.”
Audrey reminded the Board to let Keely Hall know if they were interested in a Bookmobile ride-
along.

C.LEGISLATIVE UPDATE: None.
VI.ACTIVITY REPORTS
A.CENTRAL ADULT & YOUTH SERVICES ACTIVITIES & STATISTICS: An error noted in the
amount of registered card holders for Fiscal Year 2012/2013 was corrected and copies of revised statistics
were provided.
B.OPERATIONS ACTIVITIES: Included in packet.
C.BRANCH SERVICES: Included in packet.
VII.MONTHLY RECOGNITION OF SUPPORT/CERTIFICATE BY BOARD MEMBERS: The Board
recognized Valencia High School Interns for their work on various APL projects.
VIII.BOARD ITEMS
DAVID ROBERT “D.R.” HEYWOOD – Congratulated Audrey for being recognized by the City Council for

her 25 Anniversary with the City. He shared that he is working with a group who is planning the Anaheim
Fall Festival.

LINELL MATHISEN – Attended the October 6 Children’s Art Gala at Central and it was wonderful. She
also shared that she was asked by some of the members of her book club why Anaheim does not offer an adult
program like the “Fullerton Reads Program” that the Fullerton Public Library offers.
STAN OFTELIE – None.
CAROLYN BRYANT, VICE CHAIR –None.
LAURIE CRAWFORD, CHAIR – Attended the Friends of Canyon Hills Library Meeting to wish Bruce
Brown farewell and to welcome Betsy. She shared that it was a lovely celebration. She also attended the
Citrus Festival on September 14at the Woelke-Stoffel House at Founders’ Park and the Opposing Views
Shared Vision exhibit by Alone Larsen and Chris Maya at the Downtown Anaheim Community Center.
