The City Council of the City of Anaheim met in special session.

Under Authority of Charter Section 507, a special meeting was called and
notice given 24 hours in advance for 8:00 a.m. on November 13, 1993 in the VIP
Room, Anaheim Convention Center, 800 W. Katella Avenue, Anaheim. The stated
purpose of meeting was to discuss the status of the City's Budget, the School
Crossing Guard program; and to Recess to Closed Session to discuss personnel
issues pursuant to Government Code Section 54957.6.
Mayor Daly called the meeting to order at 8:10 a.m., in the VIP Room, Anaheim
Convention Center.
163: CROSSING GUARDS:
Mayor Daly requested that City Manager Jim Ruth give some background
information to the City Council on the City's crossing guard program.
Mr. Ruth gave an overview of the program, indicating the City currently
expends $448,500 annually, serving 6 school districts, 31 schools and
47 locations. The program is currently funded in the Police Department's
budget. The City will continue to dialogue with impacted school districts
regarding City concerns as to how to continue funding this program.
106: BUDGET REVIEW:
The City Manager presented an overview of the state of the City, identifying
significant accomplishments as well as major issues facing the City in the
short and long term. Bill Sweeney then presented a detailed overview of the
General Fund, covering 1993-94 and 1994-95 revenue and expenditure estimates,
including all fund transfers. Mr..Sweeney also reviewed the general capital
outlay fund reserves and discussed potential liabilities against those funds.
The City Manager then reviewed possible budget strategies for 1994-95 and
1995-96, identifying potential additional programs and costs as well as
potential resources. Three alternative budget strategies were reviewed with
City Council, those being (1) further downsizing, (2) status quo with
additional police, and (3) a pro-active program involving program expansion
and additional revenue sources.
RECESS: The City Council recessed into Closed Session to discuss personnel
matters. (11:00 a.m.)
