AHA-2014/01/07ANAHEIM HOUSING AUTHORITY REGULAR MEETING OF JANUARY 7, 2014 The Anaheim Housing Authority regular meeting was called to order at 5:52 P.M. for a joint public comment session with the Anaheim City Council. The meeting notice, agenda and related materials were duly posted on January 3, 2014. Present: Chairman Tom Tait and Authority Members: Jordan Brandman, Gail Eastman, Lucille Kring and Kris Murray. Staff Present: City Manager Marcie Edwards, City Attorney Michael Houston and Secretary Linda Andal ADDITIONS /DELETIONS TO THE AGENDA: None PUBLIC COMMENTS: No public comments made during the joint City Council /Housing Authority meeting related to the Housing Authority agenda. CONSENT CALENDAR: At 6:26 P.M., Authority Member Eastman moved to approve the consent calendar as presented, seconded by Authority Member Murray. Roll Call Vote: Ayes — 5: (Chairman Tait and Authority Members: Brandman, Eastman, Kring and Murray). Noes — 0. Motion Carried. AHA177 1. Approve minutes of Housing Authority meeting of November 5, 2013. AHA177 END OF CONSENT: B130 2. RESOLUTION NO. AHA 2014 -001 RESOLUTION OF THE ANAHEIM HOUSING AUTHORITY regarding its intention to issue tax - exempt obligations for Village Center Apartments. John Woodhead, Community Development Director, reported the Housing Authority had received a request by Preservation Partners Development, acting as Village Center Preservation LP, to issue tax exempt housing bonds on behalf of the developer to finance the acquisition and rehabilitation of a 100 -unit senior apartment community at 200 East Lincoln Avenue. He noted those apartments were also known as Village Center Apartments and the developer had been able to acquire Section 8 project -based housing vouchers from the Department of Housing and Urban Development that would extend the project's affordability covenants for an additional 20 year period. In addition, the proposed bond issuance could not exceed $15 million and would be repaid from project revenues which meant there would be possibility of risk of default to the City or to the Housing authority. Lastly, he stated, subject to the Authority's approvals, staff would work with the developer to issue bonds within the next 18 months and the final bond documents would be brought before the Authority for consideration prior to issuance of those bonds. Housing Authority Member Kring moved to approve RESOLUTION NO. AHA 2014 -001 OF THE ANAHEIM HOUSING AUTHORITY regarding its intention to issue tax - exempt obligations for Village Center apartments, seconded by Authority Member Eastman.
