A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM ESTABLISHING PERMIT - ELIGIBLE
!-AARKING DISTRICT NO. 26 (VINTAGE VINE ROSE)
AND DETERMINE THE ACTION IS EXEMPT FROM
1 HE CALIFORNIA ENVIRONMENTAL, QUALITY ACT
,EQA) PURSUANT TO REGULATION NO 15061(B)(3).
WHEREAS, Section 14.32.450 of Chapter 1.4.32 of Title 14 of the Anaheim
Municipal Code Authorizes the City Council to, by resolution, designate any streets, or portions
thereof, as " PermV. Parking Only" streets; and
WIIEREAS, on August 7, 2007 the City Council approved a Council Policy relating
to Permit Parking recommending that neighborhood residents work with Neighborhood Service:
District Teams in identifying solutions and that Permit parking be considered a solution of last resor
to be will be considered only after other options have been evaluated and determined to be infeasible
(the "Council Poli...y "); and
WHEREAS, the Council Policy sets forth a process to create a Permit - Eligible
Parking District, a -.d, following approval of the District, establishing a process enabling individuai
streets within the i1entified District boundary to request implementation of permit parking; and
WHEREAS, the steps recommended in the Council Policy have been duly followed to
establish a propose +d Permit- Eligible Parking District depicted in attached Exhibit "A;" and
WHEREAS, representatives of the community have met with the Neighborhood
Services District ", -1 earn and the Traffic and Transportation Manager, and efforts to identify and
implement solutions to the parking other than permit parking have been determined to be
insufficiently effective to resolve or significantly improve parking problems, so that no solution other
than permit parkir;g appears to be feasible; and
WHEREAS, the Police Department has performed field evaluation and determined
that the criteria for proceeding with consideration of a district exist; and
WHEREAS, a survey was sent to determine if residents are in favor of formation of ca
Permit - Eligible Parking District, and a minimum 30 response rate among single family homes was
achieved with a simple majority of returned surveys in favor of establishing the District in.
conformance with the Council Policy; and
WHEREAS, the City Council finds that the approval of the subject Permit - Eligible:
Parking District is exempt from the California Environmental quality Act (CEQA) pursuant to
Regulation No. 1 +)61(b)(3), incorporated herein by this reference, which provides that CEQA
applies only to protects which have the potential for causing a significant effect on the environment;
and
WHEREAS, the City Council wishes to establish a Permit- Eligible Parking District.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim, that Permit- Eligible Parking District No. 26 (Vintage Vine Rose) be, and the same is
hereby, established in the area depicted in attached Exhibit "A."
THE FOREGOING RESOLUTION is approved and adopted by the City Council of
the City of Anaheim this 4th of February , 2014, by the following roll call vote:

Dear Resident and /or Property Owner:
As requested by a petition submitted by the neighborhood residents, a meeting was
held on September 26, 2013 to discuss the parking issues in your neighborhood.
Residents at the meeting voiced concerns that residents from the nearby apartments
were parking on their streets; leaving them without street parking space. As a result,
the majority of the meeting attendees agreed to pursue Permit Parking. All residents
and owners in the neighborhood (highlighted in the attached map) will have the
opportunity to consider and vote for both the Permit - Eligible Parking District
establishment and implementation of Permit Parking on their street segment.
The Permit Parking program has two steps:
Step one includes the establishment of a Permit - Eligible Parking District. Once
established, step two includes a request by neighborhood residents for a second and
final vote to make their specific street segment a Permit Parking Street. The
following is a list of potential Permit Parking street segments:
• Vintage Lane (Cypress Street to south end of Vintage Lane)
• Vine Street (Cypress Street to south end of Vine Street)
• Rose Street (Cypress Street to Lincoln Avenue)
The enclosed survey is the first step of the process which provides you the
opportunity to establish your neighborhood as a "Permit- Eligible Parking District."
Please answer the questions and return your completed survey in the prepaid
postage envelope provided, by the date specified in the survey.

Here are some basic questions and answers that may assist you in completing the survey.
How do streets become a Permit Parking Street?
If the results of this survey meet the minimum 30% response rate of total surveys sent out and more than
50% favor Permit Parking, a Permit - Eligible Parking District will be recommended to the City Council.
Upon City Council approval, residents from the individual street segments can request implementation of
permit parking. A second survey is then mailed to the residents of the requesting street segment. A 75%
support in favor of Permit Parking is required.
Example
Using Vintage Lane between Cypress Street and the south end of Vintage Lane as an example, if the results
of this survey meet the Permit - Eligible Parking District requirements (greater than 50% in favor), and the
City Council approves it, the 5 homes on Vintage Lane will be mailed a second survey upon request. Four of
the 5 homes (75 %) on Vintage Lane would need to vote in favor of Permit Parking on their street segment
for it to be implemented.
Other streets in the Permit - Eligible Parking District may also request a second vote to implement permit
parking or they may choose to wait until the parking problem spreads to their street.
How many permits can I purchase and how much are they?
Each home can purchase three permits at the cost of $30 each. Each permit is good for two . L . In
addition, one -day guest permits are available for $1 each. Guest permits are sold in packs of 25 for $25 to
control costs.
Where do I purchase the permits?
In order to purchase a permit, residents must provide proof of residency and have current vehicle registration.
The vehicle registration card must show the permit parking address. Permits can be purchased online, by
mail and over the counter at City Hall.
After Permit Parking gets implemented, what if vehicles park on the street without a permit?
Permit parking streets will be actively enforced in the beginning. After some time, violations will be less
common and will need to be reported for enforcement. Vehicles without permits will be ticketed for a $72
violation.
Do I or my guests need a permit if we park in the garage or driveway?
No, you only need a permit if you park on the street.
