1990/09/14185 City Hall, Anaheim, California - COUNCIL MINUTES - September 14, 1990, 9:00 A.M. The City Council of the City of Anaheim met in special session. PRESENT: ABSENT: PRESENT: COUNCIL MEMBERS: Daly, Kaywood, Pickler and Hunter COUNCIL MEMBERS: Ehrle CITY MANAGER: James Ruth CITY ATTORNEY: Jack White CITY CLERK: Leonora N. Sohl PLANNING DIRECTOR: Joel Fick PLANNING DIVISION MANAGER: Mary McCloskey In accordance with Section 507 of the Charter, a special meeting was called by the Mayor and required notice given at 9:00 a.m. Thursday, September 13, 1990. The Mayor called the meeting to order at 9:05 a.m., four Council Members being present who had received or waived the requirement to receive written notice 24-hours in advance of the meeting. A complete copy of the agenda for the special meeting of the Anaheim City Council was posted at 9:45 a.m. on September 13, 1990 at the Civic Center kiosk, containing all items as shown herein. City Attorney, Jack White, announced that this Special Meeting of the City Counci2 was called for the pur'~se of reconsidering action taken at the regular meeting held September 11, 19~ That act,zn approved Urgency Ordinance No. 5172, granting a 90-day ex=ension to Ordinance No. 5141 which temporarily prohibited certain uses of land within the Commerical Recreation Area of the City of A~ ~m. Mr. White called attention to a proposed ordinance (copies furnishec ~ch Council Member) which would rescind and repeal Ordinance No. 5172. Councilman Hunter offered Urgency Ordinance No. 5174, rescinding Ordinance No. 5172 and extending une provisions of Interim Ordinance No. 5141 for a period of one year, subject to reviews every 90 days. Said Ordinance was read in full by the City Attorney. Refer to Ordinance Book. ORDINANCE NO. 5174: AN ORDINANCE OF THE CITY OF ANAHEIM EXTENDING AND AMENDING INTERIM ORDINANCE NO. 5141 PROHIBITING CERTAIN USES OF PROPERTY WHICH MAY BE IN CONFLICT WITH A SPECIFIC PLAN THE CITY COUNCIL IS CONSIDERING OR STUDYING AND DELCARING THAT THIS ORDINANCE IS AN URGENCY MEASURE WHICH SHALL TAKE IMMEDIATE EFFECT, AND RESCINDING ORDINANCE NO. 5172. Councilman Hunter stated that since September 11, 1990 he had an additional opportunity to review with staff the status of the Commercial-Recreation Specific Plan Study and its goals of upgrading the area for the benefit of area property owners as well as all citizens. As a result, he had determined to vote for the longer extension to the moratorium, subject to periodic reviews of the status of that study, with fiscal impact reports to be provided to Council Members. Councilman Daly expressed appreciation to Councilman Hunter for the time he had spent gathering further detailed information about the magnitude and special nature of the study, and he thanked staff members for their assistance. ADJOURNMENT: There being no further business before the City Council, Councilman Pickler moved to adjourn. Councilwoman Kaywood seconded the motion. MOTION CARRIED. (9:25 a.m.) LEONORA N.
