The City Council of the City of Anaheim met in adjourned regular session.

A complete copy of the agenda for the meeting of the Anaheim City Council was
posted at 11:45 a.m. on October 23, 1990 at the Civic Center kiosk, containing
all items as shown herein.
Mayor Hunter called the meeting to order at 12:16 p.m.
106: SUPPLEMENTAL REVENUE AND EXPENDITURE APPROPRIATIONS - FISCAL YEAR 1989/90
RESOURCE ALLOCATION PLAN (RAP): Increasing revenues totaling $25,210,000 and
expenditures totaling $12,505,000 for various City departments FY 1989/90.
Submitted was joint report dated October 22, 1990 from the Program Development
and Audit and Finance Department, recommending approval of the revenue and
expenditure appropriations.
MOTION: Councilman Hunter moved to increase revenues totaling $25,210,000 and
expenditures totaling $12,505,000 for various City departments FY 1989/90, as
recommended in joint staff report dated October 22, 1990.
Before further action was taken, Councilman Pickler asked for clarification
relative to the proposed action and if it had anything to do with the arena
project.
City Manager, James Ruth. A good portaon of the money has come in as a result
of selling the Certificates of Participation. That must be approved by the
Council and put in the budget so that funds can be expended out of that money.
There are also various other accounts such as in the Stadium where the City
received additional revenue over and above what was anticipated which was in
the budget. It is coming back to Council to make sure that money is included
in the budget allocation for this fiscal year. Relative to the arena, one
issue has to do with the selling of Certificates of Participation. Those have
already been sold and it is putting that money into the budget so that funds
can be expended. These are deviations from the Resource Allocation Plan that
the Council has approved.
George Ferrone, Finance Director. This is the last adjusting entry to close
the books as of June 30, 1990 and it picks up all of the Council's previous
actions and makes sure that all of the departments are within their budget
guidelines which they are legally required to do. It is a typical action and
it is only being brought to the Council today because of the two cancelled
Council meetings. A portion does pertain to the Arena. The $18 million is all
of the revenue from the bond sale for all the parcels that the City will be
acquiring. The $5.5 million is the piece that was acquired by the City as of
June 30, 1990.
