A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM ESTABLISHING RATES OF COMPENSATION
AND PAY POLICIES FOR UNREPRESENTED EVENT —
RELATED PART TIME JOB CLASSIFICATIONS AND
SUPERSEDING RESOLUTION NO. 2005 -110 AND
AMENDMENTS THERETO
WHEREAS, the Human Resources Director has recommended in a staff report dated April
22, 2014, that the rates of compensation and pay policies for unrepresented event - related part time
job classifications be established; and
WHEREAS, the need exists to supersede Resolution No. 2005 -110 and amendments
thereto pertaining to rates of compensation and pay policies for unrepresented part time job
classifications; and
WHEREAS, the City Council of the City of Anaheim does find that establishing new rates of
compensation and pay policies for unrepresented event - related part time job classifications is in the
best interest of the City of Anaheim.
Section 1.
That, the basic compensation plan for all officers and employees of the City of Anaheim who
are now employed, or will in the future be employed in any of the job classifications listed below,
shall be allocated to salary ranges as shown below.

Section 2.
That, the basic compensation plan for all officers and employees of the City of Anaheim who
are now employed, or will in the future be employed in any of the job classifications listed below,
shall be allocated to salary ranges as shown below.

Section 3.
Part time employees who work in job classifications set forth in this Resolution, who are
required to speak, read, and /or write in Spanish or other languages as well as English as part of the
regular duties of their position will be compensated at the rate of fifty cents ($.50) per hour in
addition to their regular pay. Such compensation shall be effective the first pay period following
competency review.
The appropriate Executive Manager shall designate which employees shall be assigned
bilingual duties and which language(s) shall be eligible for bilingual pay.
The Human Resources Director shall conduct a test for competency for employees who
have been assigned bilingual duties to certify these employees eligible for bilingual pay, except that
operating departments with authorized bilingual certifiers may conduct their own test of bilingual
competency and notify the Human Resources Director of the outcome of the test.
The effective date of bilingual certification shall be the first day of the pay period following
notification to the Human Resources Director of the passing of the bilingual test by the employee as
provided above. Employees may be required to undergo a test for continued competency, upon
request of the operating department.
Section 4.
Effective pay period beginning June 20, 2014, employees hired or assigned to positions
defined in Section 1 of this Resolution shall pay five percent (5.00 %) of the statutorily required eight
percent (8 %) employee contribution to the retirement system. Such contributions shall be
designated as "employer pick up" contributions under the provisions of Section 414(h)(2) of the
Internal Revenue Code.
Effective pay period beginning June 19, 2015, employees hired or assigned to positions
defined in Section 1 of this Resolution shall pay six and one -half percent (6.50 %) of the statutorily
required eight percent (8 %) employee contribution to the retirement system. Such contributions
shall be designated as "employer pick up" contributions under the provisions of Section 414(h)(2) of
the Internal Revenue Code.
Section 5.
Pursuant to the California Public Employees' Pension Reform Act of 2013, new employees
working in job classifications set forth in this Resolution, hired on or after January 1, 2013, shall be
enrolled in the Public Employee's Retirement defined benefit plan of two percent at 62 (2% @ 62)
with a final compensation measurement period of the average of three (3) consecutive years and
the employee paying at least fifty percent (50 %) of normal costs, rounded to the nearest of one
percent (1%).
BE IT FURTHER RESOLVED that the effective date of this Resolution is
April 22, 2014 •

the City of Anaheim this 22nd day of April , 2014, by the following roll call vote:
