A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM APPROVING THE CLOSURE OF MARIPOSA
PLACE SOUTH OF WESTMONT DRIVE IN ACCORDANCE
WITH CALIFORNIA VEHICLE CODE SECTION 21101(A)(1)
AND DETERMINE THE ACTION IS EXEMPT FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
PURSUANT TO SECTION 15311 OF TITLE 14 OF THE
CALIFORNIA CODE OF REGULATIONS
WHEREAS, Vehicle Code section 21101(A)(1) authorizes the City Council by resolution
to close any highway that is not needed for vehicular traffic; and
WHEREAS, the proposed street closure will close Mariposa Place south of Westmont
Drive; and
WHEREAS, Mariposa Place south of Westmont Drive is zoned General Commercial and
is designated for Mixed Used Land Use in the General Plan; and
WHEREAS, on April 7, 2014 the Planning Commission approved Resolution No.
PC2014 -030 to allow the development of a parking lot to provide accessory parking spaces for an
existing office building located at 505 N. Euclid Street in the City of Anaheim (southwest corner of
Euclid Street and Westmont Drive) (the "Proposed Project "); and
WHEREAS, the parking lot will provide an additional 106 parking spaces the office
building currently lacks; and
WHEREAS, the Proposed Project has been designed to minimize impacts to the
surrounding neighborhood by way of installation of planters and walls to minimize light glare impacts
to adjacent single family homes and installation of speed cushion and stop sign on Westmont Street so
as to provide safe pedestrian crossing between the proposed parking lot project and office building; and
WHEREAS, Mariposa Place is a cul -de -sac street with an office building to the north,
single family residences to the west (now vacant) and I -5 Freeway to the south; and
WHEREAS, since all surrounding parcels are vacant and it is a cul -de -sac street,
Mariposa Street is not needed for thru or any adjacent vehicular traffic; and
WHEREAS, the Proposed Project is within that class of projects which consist of the
construction or placement of minor structures accessory to existing commercial facilities, including
small parking lots, and that, therefore, pursuant to Section 15311 of Title 14 of the California Code of
Regulations, the Proposed Project will not cause a significant effect on the environment, and is,
therefore, categorically exempt from the provisions of California Environmental Quality Act
( "CEQA ").
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim
that it orders the closure of Mariposa Place lying south of Westmont Drive, pursuant to California
Vehicle Code Section 21101(a)(1) on the basis that it is no longer needed for vehicular traffic, as
further set forth above.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 13th day of May , 2014, by the following roll call
vote:
AYES: Mayor Tait, Council Members Eastman, Murray, Brandman and Kring
