A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM ESTABLISHING RATES OF
COMPENSATION AND PAY POLICIES FOR
CLASSIFICATIONS DESIGNATED AS EXECUTIVE
MANAGEMENT AND SUPERSEDING RESOLUTION
NO. 2000 -122 AND AMENDMENTS THERETO
WHEREAS, the Human Resources Director has recommended in a staff
report dated June 17, 2014, that the rates of compensation for classifications designated as
Executive Management be established; and
WHEREAS, as a result thereof, the need exists to supersede Resolution No.
2000 -122 and amendments thereto pertaining to rates of compensation and pay policies for
Executive Management classifications; and
WHEREAS, the City Council of the City of Anaheim does find that
establishing new rates of compensation and pay policies for Executive Management
classifications is in the best interest of the City of Anaheim.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
Section 1
That, the basic compensation plan for all officers and employees of the City of
Anaheim who are now employed or will in the future be employed in any of the job
classifications listed below, shall be allocated to the following salary ranges:

That, effective the pay period beginning on June 20, 2014, the basic
compensation plan for all officers and employees of the City of Anaheim who are now
employed or will in the future be employed in any of the classifications listed above shall be
allocated to the salary ranges according to the structure listed below:

That, effective the pay period beginning on July 3, 2015, the basic
compensation plan for all officers and employees of the City of Anaheim who are now
employed or will in the future be employed in any of the classifications listed above shall be

Section 3
Effective the pay period beginning on July 4, 2014, for officers and employees
of the City of Anaheim who are now employed or will in the future be employed in any of
the classifications listed in Section 1 of this Resolution, with the exception of Chief of Police
and Fire Chief, the City shall not report the seven (7 %) percent PERS employee
contribution paid by ANAHEIM to CaIPERS as compensation earned in accordance with
Government Code Section 20636(c)(4).
Effective the pay period beginning on July 4, 2014, for officers and employees
of the City of Anaheim who are now employed or will in the future be employed in any of
the classifications listed in Section 1 of this Resolution, the employee contribution to the
employer contribution rate shall be capped at four percent (4 %).
Effective the pay period beginning on July 3, 2015, officers and employees of
the City of Anaheim who are now employed or will in the future be employed in any of the
classifications listed in Section 1 of this Resolution shall contribute eight percent (8 %) of the
employee contribution rate for retirement benefits.
Officers and employees of the City of Anaheim who are employed in any of
the classifications listed in Section 1 of this Resolution, contributing one percent (1 %) of the
eight percent (8 %) statutorily required PERS employee contribution rate on July 2, 2015,
shall receive a seven percent (7 %) salary adjustment effective the pay period beginning
July 3, 2015.
Officers and employees of the City of Anaheim who are employed in any of
the classifications listed in Section 1 of this Resolution, contributing eight percent (8 %) of
the eight percent (8 %) statutorily required PERS employee contribution rate on July 2,
2015, shall receive a four percent (4 %) salary adjustment effective the pay period
beginning July 3, 2015.
Section 4
Pursuant to the California Public Employees' Pension Reform Act of 2013,
new employees, working in the classifications set forth in this Resolution, hired on or after
January 1, 2013, shall be enrolled in the Public Employee's Retirement defined benefit plan
of two percent at 62 (2% @ 62) with a final compensation measurement period of the
average of three (3) consecutive years and the employee paying at least fifty percent (50 %)
of normal costs, rounded to the nearest of one percent (1%).
Section 5
Employees hired to work on a part time basis in any of classifications listed in
Section 1 of this Resolution shall be compensated at the rate of pay established for the full
time classification and shall make the same pension contributions as established for the
full -time classifications.
Section 6
The letter "X" preceding a salary range number indicates that employees
working in that job classification are exempt from overtime provisions as provided in
Personnel Rule 6, Premium Pay.
Section 7
The regular hourly rate of pay for employees working in job classifications
listed in this Resolution shall be computed as provided in Personnel Rule 5, Hours of Work
and Pay Day.
Section 8
All classifications listed under Section 1 of this Resolution, as well as the
Mayor and City Council Members, are eligible to receive either a City -owned vehicle or an
automobile allowance of $300 per biweekly pay period.
Section 9
The provisions of the Resolution shall supersede Resolution No. 2000 -122
and amendments thereto. The provisions of this Resolution shall supersede and take
precedence over any inconsistent provisions in Rules 23.61, 23.61.1, and
23.61.2(i)(ii)(iii)(iv)(v) of the Personnel Rules covering Management, Confidential, and Non -
Represented Part -Time Employees, for officers and employees of the City of Anaheim who
are now employed or will in the future be employed in any of the classifications listed in
Section 1 of this Resolution.
BE IT FURTHER RESOLVED that the effective date of this Resolution is
June 17, 2014.
THE FOREGOING RESOLUTION is approved and adopted by the City
Council of the City of Anaheim this 17th day of June , 2014, by the following
