Crescent Avenue, Anaheim, California March 26, 2014 MINUTES COMMISSIONERS PRESENT: Chairman Manes, Vice Chairman Brennan, and Commissioners Lappin, and Navarro COMMISSIONERS ABSENT: Commissioners Huitt, Anderson, and Levy STAFF PRESENT: Lynn Smith – Community Services Manager, Larry Pasco – Parks Manager, Wendy Solorio – Community Services Supervisor, Eleanor Granflor – Sr. Secretary CALL TO ORDER – Chairman Manes called the meeting to order at 5:44 p.m. PLEDGE OF ALLEGIANCE – Chairman Manes led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS A.Written Communication – None. B.Unscheduled Oral Communication from the Public – None. APPROVAL OF THE MINUTES – Chairman Manes presented the February 26, 2014 Minutes to the Commissioners for changes or corrections. Commissioner Lappin made a motion to accept the minutes, seconded by Vice Chairman Brennan. There being no further additions or corrections, Chairman Manes accepted the Minutes. REPORTS A.Parks Activity Report – January/February – Larry Pasco presented the report and stated that City parks are being watered more than budgeted for due to the lack of rain. Larry also highlighted on the baseball field preparation at La Palma, Brookhurst, and Boysen Parks in preparationfor the upcoming high school baseball tournament. Vice Chairman Brennan questioned the memorial tree program. Larry Pasco stated Anaheim Beautiful is responsible for the administrationof the memorial tree program in which families can have a tree planted in memory of a family member. B.Recreation and Human Services Park Ranger Report – February – Lynn Smith presented the report. Vice Chairman Brennan requested a status on the Homeless Property Storage check-in center across the street from La Palma Park. Lynn Smith stated there are approximately 200 active clients who are registered with the check-in center and 10 clients have transitioned out to a treatment facility or have moved back home with relatives or have started new jobs. Vice Chairman Brennan requested a status on the Armory Emergency Shelter. Lynn Smith stated the Armory will be closing in mid-April. City staff is working in partnership with the County of Orange and the City of Fullerton to open a year- round shelter facility in the future. C.Parks Capital Project Progress Report – Larry Pasco presented the report and answered questions, provided updates, and answered questions regarding the park naming policy and questions of the following projects: John Marshall Park KaBOOM! Playground building event – Build Day was on March 22 and the play equipment was nd replaced by staff and volunteers. La Palma Park Dog Use Area and Olive Hills Park Dog Use Area – La Palma Park Dog Use Area is scheduled to be completed by summer 2014. Olive Hills Park Dog Use Area construction will begin fall 2014. Woelke-Stoffel Hose Roof Replacement – The roof replacement is complete. /dDEK͘Ϭϯ ϭ Parks and Recreation Commission Minutes March 26, 2014 – Page 2 D.Senior Citizen Sub-Committee Report – None. NEW BUSINESS A.Coral Tree Park Master Plan and Park Naming – Larry Pasco introduced Mark Schattinger with MJS Landscape Architects. Mark Schattinger presented the Master Plan and answered questions regarding the scheduled date of the opening of the park. Larry Pasco requested the Commissioners to approve the naming of Coral Tree Park and approve the park’s Master Plan as submitted. Chairman Lappin made a motion and all Commissioners concurred. Motion passed. INFORMATIONAL ITEMS – Vice Chairman Brennan thanked the City for a fast response to the stage situation at Servite High School. Chairman Manes reported the following: District Neighborhood Council meetings will resume in April. Good Friday Breakfast will be hosted on April 18. th - May 4 at La Palma Park. Cinco de Mayo Festival will be held May 1 stth WAND BBQ is on May 10 at Twila Reid Park. th Children’s Festival is scheduled on May 17 at the Center Street Promenade. th Packing House Grand Opening will be on May 31. st Anaheim Beautiful will be awarding Chairman Manes with the Sally White Award. Angels Opening Day is scheduled for March 31. st ADJOURNMENT – Chairman Manes adjourned the meeting at 6:32 p.m. Ϯ
