A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM APPROVING THE GRANT FUND TRANSFER
AGREEMENT BETWEEN THE CITY OF ANAHEIM AND
COMMUNITY SERVICES PROGRAMS, INC. RELATED TO
THE 2014-15 CALIFORNIA EMERGENCY MANAGEMENT
AGENCY HUMAN TRAFFICKING OF MINORS: �AW
ENFORCEMENT AND FIRST RESPONDER TRAINING
PROGRAM GRANT, AND AUTHORIZING THE
ACCEPTANCE OF SUCH GRANT FUNDS ON BEHALF OF
THE CITY AND AMENDING THE BUDGET FOR FISCAL
YEAR 2014-15 ACCORDINGLY
WHEREAS, Community Services Programs, Inc. ("CSP") has applied for and
received the Human Trafficking of Minors: Law Enforcement and First Responder
Training Program Grant (the Grant ) from the California Emergency Management
Agency (the "Grantor") to train law enforcement, first responders, and victim advocates
to identify and investigate cases of human trafficking of minors;
WHEREAS, the terms of the Grant require that CSP transfer funds to one local
agency subgrantee to reimburse that agency for expenditures allowable and necessary
to achieve the purposes of the Grant;
WHEREAS, the City of Anaheim and CSP desire to enter into an agreement for
CSP to transfer Grant funds to the City as a sub grantee of the Grant (the "Agreement");
WHEREAS, the City is familiar with the terms, conditions and limitations of the
Grant and the Agreement and is willing to conform to those terms, conditions, and
limitations; and
WHEREAS, the City Council desires to amend the annual budget of the City to
reflect and incorporate Twenty Nine Thousand Seven Hundred and Seventy Five
Dollars ($29,775) received by the City as a subgrantee of the Grant, and to increase the
annual appropriations and expenditures in the appropriate City program to reflect such
award.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
1. The Anaheim Chief of Police or his designee is hereby authorized to execute
any documents and take any actions necessary for the purpose of receiving
funds from the Grant, including executing the Agreement and any extensions
and amendments thereto.
2. The City Council of the City of Anaheim hereby agrees to, and by this
resolution does, accept any such Grant funds received by the City of Anaheim
as a sub grantee of the Grant without further action of the City Council being
required therefore.
3. The City of Anaheim hereby agrees to comply with each and all of the terms,
conditions and limitations imposed by the Grantor and CSP upon
subrecipients of the Grant funds, and the Anaheim Chief of Police is hereby
authorized and directed to execute any agreements, assurances, or other
documents as may be necessary in connection with the acceptance of said
Grant funds.
4. The annual budget of the City of Anaheim for Fiscal Year 2014-2015 shall be
amended by increasing the appropriations and authorized expenditures and
revenues in the appropriate Police Department program account in such
amounts as are equal to the amount of Grant funds to be received by the City.
THE FOREGOING RESOLUTION is approved and adopted by the City
Council of the City of Anaheim this 9th day of SeptembPx , 2014, by the
