Sister City 2014/07/21CITY OF ANAHEIM SISTER CITY COMMISSION MINUTES July 21, 2014 COMMISSIONERS PRESENT: Anthony Al-Jamie, James Dinwiddie, Lori Farrow, Jackie Filbeck, Debbie Juliani, Laurie Leonard, John Nguyen, Brian Kyndell Paine, Anna Piercy, Pat Pina, Jeanne Tran COMMISSIONERS ABSENT: Ann Gallaugher and Mark Lopez One vacant seat STAFF PRESENT: GUESTS PRESENT: David Bracey Agenda Posting: A complete copy of the Anaheim Sister City Commission Agenda was posted at 3:30 p.m. on Friday, July 18, 2014 at Anaheim City Hall. Public Input: Chairman Nguyen explained that members of the public are invited to address the Anaheim Sister City Commission and will be called upon under Agenda Item No. VIII. Public Comment. I.CALL TO ORDER The meeting of the Anaheim Sister City Commission (ASCC) was called to order at 4:06 p.m. by Chairman Nguyen on Monday, July 21, 2014 at the Anaheim City th Floor, Anaheim, California.  II.OATH OF OFFICE Erin Wahlen administered the Oath of Office to the newest member of the Sister City Commission, Jeanne Tran and to Commissioners Debbie Juliani and Pat Pina who were reappointed on June 10, 2014 by the City Council to serve on the Sister City Commission with term ending on June 30, 2017. Jeanne Tran introduced herself. She graduated from Katella High School and degree in Political Science from UC Irvine. Immediately after graduating from UC Irvine, Jeanne became a District Representative for Anaheim Sister City Commission July 21, 2014 Page 2 two years and is now an Associate Director of State and Community Relations at California State University, Fullerton.  III.APPROVAL OF MINUTES MOTION: Commissioner Pat Pina offered a Motion, seconded by Commissioner Laurie Leonard AND MOTION CARRIED (Vote: 12-0; Absent: Ann Gallaugher and Mark Lopez and one vacant seat) that the Anaheim Sister City Commission does hereby approve the minutes from the ASCC meeting held on June 23, 2014 as presented. IV. Commissioner Leonard reported the Commission received a replacement check for $40 for the 2013 ASCC Fall Fundraiser and that brought the current balance to $18,727.26. MOTION: Commissioner Ann Piercy offered a Motion, seconded by Commissioner Jackie Filbeck AND MOTION CARRIED (Vote: 12-0; Absent: Ann Gallaugher and Mark Lopez and one vacant seat) that the Anaheim Sister City July 17, 2014. V.AD HOC SUBCOMMITTEE REPORTS Debbie Juliani reported on behalf of the Marketing/Fundraising Subcommittee that she has appointments with breweries in the upcoming weeks from a logistical standpoint to try and get background on fundraising ideas and how they can move forward with it. After the meetings, she will put a meeting together with the subcommittee to formulate the ideas and make some money on it. Commissioner Juliani envisions having a beer crawl with transportation included. The idea is to meet in one spot and to have a shuttle transport them from one brewery to another and to have an agenda of how long they will be at each place. In other words, everyone starts at a location and they all go together and it would be progressive and it would include lunch. The mission is to tour approximately three or four breweries. On behalf of the Economic Development Committee, Commissioner Kyndell Paine gave a brief update on the Sister City relationship the City of Anaheim is trying to secure with the city of been a lack of communication on behalf of the city of Pudong. The next step is to compile a list of everyone the Commission has had contact with both in writing and in person. Once they have that packet of communications, the next step will Anaheim Sister City Commission July 21, 2014 Page 3 be contacting higher-up government officials in Pudong and in this way, continue build a sister city relationship. VI.MITO STUDENT EXCHANGE UPDATE Commissioner Dinwiddie reported they had a last minute cancellation from a host family and are looking for a home for a male exchange student, so if anyone is interested or knows of a family who would be interested in hosting him to please let him know. Next, Commissioner Dinwiddie gave a rundown of the schedule for the Inbound Student Exchange. The welcome where the students will be provided with a goodie-bag is at 6:00 p.m. on Friday night and everyone is invited. On Saturday, the students and host families will go to the Angels game and have a tailgate at 4 p.m. On Monday, the students will go to Disneyland. On Tuesday, the students will meet at the Downtown Community enter, meet with the Mayor and receive tours of the Fire and Police Departments and have lunch at the Packing House. The students will visit the Mito Bridge at Anaheim Shores on the way to Bolsa Chica Beach on Wednesday. They will go to the c have the Sayonara dinner at 5:00 p.m. on Friday at the Downtown Community Center. Discussions took place in regard to the dinner options for the Sayonara dinner and it was decided that a subcommittee headed by Commissioner Debbie Juliani would meet and decide on the details. Commissioner Jackie Filbeck reported that there had been an arrangement to film portions the events. It may include the beach, but that will be the cutoff and it may just include some stills of the beach because the editing has to be done overnight in order to have it ready for the Sayonara dinner. It will be a short fun movie that will include the welcome, Disneyland and other fun activities the a DVD and to give a copy to each of the students to take back with them. The possibility of filming interviews with host families and students regarding their experience was also discussed and, in this way, the video could be utilized as a marketing strategy to draw interest to host students. Commissioner Filbeck shared the goodie-bag that was stuffed with very impressive items donated by the Angels, by the County, by the Union High School District and Honda Center/Anaheim Ducks. The goodie-bags will be Anaheim Sister City Commission July 21, 2014 Page 4 given to the students when they arrive. Disney is providing lunch bags on the day they visit Disneyland. Commissioner Jackie Filbeck reported on behalf of Katie Filbeck that the curriculum for the students has been completed. Katie prepared both a short and a long curriculum depending on if she has two or three hours to teach the students. Curriculum will include the history of Anaheim, the relationship with Mito, information on the places the students will be visiting, vocabulary, formal and informal greetings. VII.MITO PLAQUE UPDATE Erin Wahlen showed the Commission a rough mock-up of the plaque for Dr. Hataya. Erin explained that it was probably going to be modified a little bit. They are going to add a picture of Dr. Hataya with the Japanese and English text. The mock-up is going to be sent to Mr. Wong for his review. The proposed English translation was read into the record and it reads like this: Mito, Japan: Anaheim's Sister City Since 1976 This plaque is dedicated to Anaheim's first sister city, the city of Mito, Japan, and Dr. Yuichi Hataya for his tireless efforts in bringing the two cities together. In 1975, Yuichi Hataya became the founding chairman of the Ibaraki International Cultural Exchange Association and in 1976 he and a delegation from the city of Mito made the first official visit to Anaheim to commemorate the newly concluded sister city agreement between the two cities. In 1988, Yuichi Hataya was granted the title of Honorary Mayor of Anaheim for his continuous efforts to bridge the two communities. In 1995, Dr. Hataya became President of the Mito City International Association where his work to cultivate youth and inspire cultural and personal exchange between the two cities has made an impact that will last for generations to come. Dedicated to the city of Mito and Dr. Yuichi Hataya on October 27, 2014 Erin added that staff has plans to present a staff report to the City Council on August 12. The staff report will state the purpose of the plaque and inform the Council that the plaque will be installed at the Friendship Plaza located just outside of City Hall. Commissioner Laurie Leonard asked if the plaque, the base and the installation is being paid for by the city of Mito. Commissioner Anthony Al-Jamie confirmed they are and that Mito has set aside $10,000 for this project. Anaheim Sister City Commission July 21, 2014 Page 5 VIII.PUBLIC COMMENT Erin Wahlen announced that the appointment of a commissioner to fill Russell Lahodny Leonard noted that the appointment may be postponed in order to look for a candidate in the business community. IX.COMMISSIONER COMMENTS Chairman Nguyen stated Sister City International is having their annual conference in San Jose and because the Commission is a member of Sister City International, they have the opportunity to vote for board members. The conference is on July 31. MOTION: Commissioner James Dinwiddie offered a Motion, seconded by Commissioner Ana Piercy AND MOTION CARRIED (Vote: 12-0; Absent: Ann Gallaugher and Mark Lopez and one vacant seat) that the Anaheim Sister City Commission does hereby bestow voting rights to Commissioner Anthony Al- Jamie to cast four votes on behalf of the Sister City Commission for the election of Sister City International Board members.
