A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM PROVIDING MEDICAL INSURANCE
BENEFITS TO UNREPRESENTED PART-TIME JOB
CLASSIFICATIONS AND SUPERSEDING RESOLUTION
NO. 2008-152 AND AMENDMENTS THERETO
WHEREAS, the Human Resources Director has recommended in a staff
report dated October 7, 2014, that medical insurance benefits to classifications designated
as unrepresented part-time be provided; and
WHEREAS, as a result thereof, the need exists to supersede Resolution No.
2008-152 and amendments thereto pertaining to rates of compensation and pay poficies for
Unrepresented part-time classifications; and
WHEREAS, the City Council of the City of Anaheim does find that providing
medical insurance benefits to unrepresented part-time classifications is in the best interest
of the City of Anaheim.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
Section 1
1. Regular, part-time unrepresented employees who remain employed and are eligible
for work, shall be eligible for health insurance pursuant to the federal Affordable
Care Act (ACA). In order to be eligible for health insurance, a part-time employee
must average thirty (30) hours within a specified "look-back" period (as defined by
the employer). The City has adopted a"look-back" period of twelve (12) months, in
alignment with our open enrollment period.
1(a). Regular, part-Time unrepresented employees in job classifications
listed below who are hired to work up to thirty (30) hours per week on an
ongoing basis (maximum 1,560 hours in any fiscal year) or who are eligible
pursuant to the Affordable Care Act (ACA} shall be provided health and
welfare benefits as long as they remain employed and available to work up to
1,560 hours per year. Job classifications eligible under the provisions of this
Section are as follows:
Crowd Control Supervisor
Head Parking Lot Attendant
Head Parking Lot Cashier
Head Usher
2. The City will provide eligible part-time employees two (2) health insurance plans
consisting of the Kaiser HMO Plan offered to full-time employees (Plan 2) and a
lower-tier Kaiser HMO plan (Plan 1). Employees eligible for health insurance shall be
eligible for Plan 2 after two (2) years of employment. The City's maximum
contribution towards an employee's purchase of the Kaiser HMO Plans (employee
only} is as follows:
• Kaiser HMO Plan 1 The flat-dollar amount
equivalent to 75% of the HMO
Plan 2 premium
• Kaiser HMO Plan 2(full-time equivalent) 75%
Section 2
The provisions of the Resolution shall supersede Resolution No. 2008-152
and amendments thereto. The provisions of this Resolution shall supersede and take
precedence over any inconsistent provisions in Rules 23.13, 23.13.1, and 23.13.2 of the
Personnel Rules covering Management, Confidential, and Non-Represented Part-Time
Employees, for officers and employees of the City of Anaheim who are now employed or
will in the future be employed in any unrepresented part-time classifications.
