Agenda Posting: A complete copy of the Anaheim Sister City Commission Agenda was posted
on Friday, September 19, 2014 at 3:30 p.m. at Anaheim City Hall.
Public Input: Chairman John Nguyen explained that members of the public are invited to
address the Anaheim Sister City Commission and will be called upon under Agenda Item
No. VII. Public Comment.
I.CALL TO ORDER
The meeting of the Anaheim Sister City Commission (ASCC) was called to order
at 4:06 p.m. by Chairman Nguyen on Monday, September 22, 2014 at the

Anaheim, California.
II.OATH OF OFFICE
The administration of the Oath of Office for Commissioner Kyndell Paine was
continued to the October 20, 2014 meeting because Commissioner Paine was not
present at the meeting.

III.APPROVAL OF MINUTES
The consideration to approve the August 25, 2014 Sister City Commission
minutes was continued to the October 20, 2014 meeting because there were not
enough commissioners present at the meeting that were in attendance at the
August 25 meeting to represent a quorum.
Noting that Commissioner Ann Gallaugher had been absent for several
consecutive meetings, the question was raised if whether Commissioner
Gallaugher was still on the Commission or if she had resigned. Chairman Nguyen
stated Commissioner Gallaugher recently expressed her interest to the City Clerk
to stay on the Commission. The problem is that Commissioner Gallaugher has
missed a record amount of meetings and events; and, there has been no
communication between her and the Commission. Chairman Nguyen has tried
multiple times to reach her and has left messages and emails and there has been
no response on her behalf.
Erin Wahlen explained there are two methods to remove someone from the
Commission. One is for the Commissioner to submit a letter or resignation and
the other is to take it to Council and have Council remove the Commission
member.
IV.PORT
dated September 19, 2014 was presented
at the meeting. Treasurer Laurie Leonard reported that since the last report, the
only expense the Commission had was the payment of the $200 Mito Students
luncheon at the Packing House. The Mito Inbound Program expenses that are still
pending are $300 for the video and $700 gift for Katie Filbeck. The current
balance is $22,131.22.
MOTION: Commissioner Anna Piercy offered a Motion, seconded by
Commissioner Jackie Filbeck AND MOTION CARRIED (Vote: 9-0; Absent:
Ann Gallaugher, Debbie Juliani, Brian Kyndell Paine, and two vacant
seats) that the Anaheim Sister City Commission does hereby approve the

V.AD HOC SUBCOMMITTEE REPORTS
host families asking when the Mito students are going to be here next year
time.
Erin Wahlen reported that the General Director of Tourism of Vitoria-Gasteiz
Iñigo Bilbao had a full agenda during his visit to Anaheim the week of
September 13. He got to tour the ARTIC site, he met with OCTA, he got an in-
depth tour of the Anaheim Convention Center, he spent a weekend in San Diego
and he also met with representatives from Public Utilities, Public Works and the
Planning Department. He went to Disneyland and attended the American
Planning Association on Sunday, September 13.
Videographer Jeff Trujillo interviewed Ted White and
Iñigo Bilbao while Iñigo was in Anaheim to get a unique story about the Sister
City Commission relationship with Vitoria-Gasteiz and when the Sister City
Commission hosts the Mito delegation in October, staff plans to record an
interview with Mito representatives as well.
Discussion took place about finalizing the plans for the Mito delegation visit on
October 27.
Erin Wahlen reported she met with City staff regarding the installation of the
plaque for Dr. Hataya. The plaque is going to be installed inside the circular area
within the friendship garden and it will be elevated off of the landscaping. It
going to look really nice. The ceremony will take place at 3:30 p.m. In order to
accommodate for the presentation and the reception planned immediately
following the presentation, it was decided that the October 27 meeting should be
moved up a week to October 20.
MOTION: Commissioner Dinwiddie offered a Motion, seconded by
Commissioner Filbeck AND MOTION CARRIED (Vote: 9-0; Absent:
Ann Gallaugher, Debbie Juliani, Brian Kyndell Paine, and two vacant
seats) that the Anaheim Sister City Commission does hereby reschedule the
October 27 Sister City Commission meeting to October 20 at 4:00 p.m. to allow
for Dr. plaque presentation and related events planned for October 27.

The schedule for the Mito delegation visit on October 27 tentatively includes the
following: a tour of Loara High School at 8:30 a.m., followed by a tour of either
the Anaheim Convention Center, the Resort or ARTIC, followed by lunch at the
Anaheim Convention Center, followed by a brief return to their hotel and then
meet at City Hall at 2:30 p.m. for the Plaque Presentation at 3:30 p.m. and
conclude with a reception.
MOTION: Commissioner Leonard offered a Motion, seconded by Commissioner
Dinwiddie AND MOTION CARRIED (Vote: 9-0; Absent: Ann Gallaugher,
Debbie Juliani, Brian Kyndell Paine, and two vacant seats) that the
Anaheim Sister City Commission does hereby allocate $2,000.00 for costs related
to hosting the 30-member Mito delegation on October 27, 2014.
A subcommittee meeting was set for Monday, October 6 at 4:00 p.m. at Anaheim
University's studio located at 741 E. Ball Road, Suite 105 to finalize the details
for the Mito City delegation visit on October 27.
VI.COMMISSION UPDATE STAFF REPORT
Sister City
information and copies of the report were distributed to the Commission. The
staff report will be presented to Council at the September 23 meeting. Chairman
Nguyen stated he would be present at the Council meeting and available for
questions. Greg Garcia will be presenting the staff report and there is also going
to be a PowerPoint presentation at the end of the consent calendar items. The
PowerPoint presentation includes the Commission goals and everything the
Commission has been involved in.

There being no further business, the meeting was adjourned at 5:29 p.m. to
