A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROViNG THE SUBMITTAL OF THE
EAST STREET CORRIDOR TRAFFIC SIGNAL
SYNCHRONIZATION PROJECT TO THE ORANGE
COUNTY TRANSPORTATION AUTHORITY FOR
FUNDING UNDER THE M2 REGIONAL TRAFFIC SIGNAL
SYNCHRONIZATION PROGRAM, AND IF AWARDED,
AUTHORIZING THE ACCEPTANCE OF SUCH
GRANT ON BEHALF OF THE CITY AND AMENDING
THE BUDGET FOR THE FISCAL YEAR IN WHICH
THE GRANT IS AWARDED.
WHEREAS, the City of Anaheim, as the lead local agency, requesting funding for the
East Street Corridor Traffic Signal Synchronization Project under the Measure M2 Regional
Traffic Signal Synchronization Program (the "Grant") administered by the Orange County
Transportation Authority ("OCTA"); and
WHEREAS, the City of Anaheim desires to participate in the East Street Corridor Traffic
Signal Synchronization Project (the "Project"); and
WHEREAS, the Project will fund the upgrade of signal systems and synchronize twelve
(12) signals on East Street from Orangethorpe in the city of Fullerton to Ba11 Road in the city of
Anaheim; and
WHEREAS, the City of Anaheim has been declared by the Orange County
Transportation Authority to meet the eligibility requirements to receive revenues as part of
Measure M2; and
WHEREAS, the City of Anaheim has a currently adopted Local Signal Synchronization
Plan consistent with the Regional Traffic Signal Synchronization Master Plan as a key
component of local agencies' efforts to synchronize traffic signals across local agencies'
boundaries; and
WHEREAS, the City of Anaheim will not use Measure M2 funds to supplant Developer
Fees or other commitments;
WHEREAS, Measure M2 Regional Traffic Synchronization Program targets over 2,000
signalized intersections across Orange County to maintain traffic signal synchronization,
improve traffic flow and reduce congestion across jurisdictions; and
WHEREAS, the City of Anaheim will provide matching funds for the Project as required
by the Comprehensive Transportation Funding Program Procedures Manual; and
WHEREAS, the City of Anaheim desires to implement the East Street Corridor Traffic
Signal Synchronization Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as
follows:
1. The City Council of the City of Anaheim, in support of the Grant application by the Orange
County Transportation Agency, hereby requests OCTA allocate funds in the amounts
specified in the Grant application for the Measure M2 Regional Traffic Signal
Synchronization Program. Said funds shall be matched by funds from City as required and
shall be used as supplemental funding to aid the City in the improvement of the East Street
Corridor Signal Synchronization Project.
2. The Anaheim Public Works Director, or her designee, is hereby authorized to co-sign
the East Street Corridor Project funding application including the commitment of
matching funds or in-kind services and is authorized and directed to execute any
agreements, assurances, or other documents as may be necessary in connection with
the acceptance of said Grant as may be required by the OCTA.
3. Contingent upon the award of said Grant, the annual budget of the City of Anaheim is
hereby amended, in the year in which the Grant is awaxded, by increasing revenue
and expenditures in an amount equal to the amount of the Grant Funds awarded.

City of Anaheim this 18th day of November , 2014, by the following roll call vote:
