AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AMENDING ORDINANCE NOS. 5377 AND 5378
RELATING TO THE DISNEYLAND RESORT SPECIFIC PLAN
NO. 92-1 (CHAPTER 18.78 OF THE ANAHEIM
MUNICIPAL CODE; AMENDMENT NO. 2).
WHEREAS, pursuant to the procedures set forth in Chapter
18.93 of the Anaheim Municipal Code, the City Council of the City
of Anaheim adopted Ordinance No. 5377 amending the zoning map to
reclassify certain real property described therein into The
Disneyland Resort Specific Plan No. 92-1 Zone subject to certain
conditions as specified therein, and Ordinance No. 5378 relating to
establishment of zoning and development standards for Specific Plan
92-1 by the addition of Chapter 18.78 to said Code; and
WHEREAS, pursuant to Chapter 18.93, the Disney
Development Company submitted a request dated December 27, 1993,
that the Planning Commission initiate Amendment No. 1 to Specific
Plan No. 92-1; and
WHEREAS, on April 12, 1994, the City Council amended
Specific Plan No. 92-1 by approving Resolution No. 94R-41 (amending
Resolution Nos. 93R-146 and Resolution No. 93R-147) and adopting
Ordinance No. 5420 (amending Ordinance Nos 5377 and 5378) to (i)
add a fifth planning district named District A (Development Area 5)
consisting of approximately 9 acres located at the southeast corner
of Freedman Way and Harbor Boulevard; and (ii) add Section
18.78.095 "Land Use and Site Development Standards -District All to
Chapter 18.78 "Specific Plan No. 92-1" of the Anaheim Municipal
Code ("Amendment No. 111).
WHEREAS, pursuant to Chapter 18.93 of the Anaheim
Municipal Code, Melodyland Christian Center, Inc. filed a petition
to amend Specific Plan No. 92-1 to include property located at 400
West Freedman Way (the "Property") in District A of the Disneyland
Resort Specific Plan, thereby eliminating parking and
transportation facilities as primary uses for the subject property;
and
WHEREAS, the Property consists of approximately 9.86
acres with a frontage of approximately 630 feet on the south side
of Freedman Way, a maximum depth of approximately 900 feet, and
located approximately 260 feet west of the centerline of Clementine
street, more particularly described in Attachment A to this
ordinance, which is incorporated herein; and
WHEREAS, Amendment No. 2 to Specific Plan No. 92-1 does
consider the following:

1. Redesignation of the Property from the Parking
District (Development Area 3a) of The Disneyland Resort Specific
Plan to District A (Development Area 5), and removal of District A
acreage from the C-R Overlay and the East Parking Area Option,
thereby removing parking and transportation facilities as a
permitted use in the subject property. District A allows
development of permitted and conditionally permitted uses allowed
in Specific Plan 92-2 "Anaheim Resort" (which supersedes the C-R
Zone) as set forth in Chapter 18.48 of the Anaheim Municipal Code,
as it currently exists or may be amended or superseded in the
future, which revisions would be consistent with existing
provisions for the C-R Overlay of the Disneyland Resort;
2. Revisions to text and exhibits in The Disneyland
Resort Specific Plan document, to Chapter 18.78 "Specific Plan No.
92-1," and to the Conditions of Approval to reflect the addition of
the subject property to District A and revisions to the Specific
Plan associated therewith; and
WHEREAS, the City Council desires to amend Ordinance No.
5377 by amending Specific Plan No. 92-1 adopted therein and
revising certain conditions of approval; and
WHEREAS, the City Council also desires to amend the
zoning and development standards established by Ordinance No. 5378
contained in Chapter 18.78 of the Anaheim Municipal Code applicable
to The Disneyland Resort Specific Plan No. 92-1.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM
DOES ORDAIN AS FOLLOWS:
1. That Ordinance No. 5377, be, and the same is hereby,
amended as follows:
A. The Disneyland Resort Specific Plan document
(adopted by Ordinance No. 5377 and amended by
Ordinance No. 5420) is amended as shown in
Attachment B "Summary of Proposed Changes to the
Disneyland Resort Specific Plan No. 92-1, Amendment
No. 2," attached hereto and incorporated herein;
B. The conditions of approval to The Disneyland Resort
Specific Plan No. 92-1 are amended as follows:
(1) Amend Condition No. 27 to read:
"That no development shall occur unless such
development is substantially in accordance with the
Disneyland Resort Specific Plan No. 92-1, Amendment
No. 2, document on file with the Planning Department
and marked Exhibit A, Amendment No. 2."
(2) Amend Condition No. 70 to read:
"That development within District A shall be in
compliance with the Conditions of Approval set forth
in Ordinance No. 5377, as amended and the mitigation
measures set forth in the adopted Mitigation
Monitoring Program No. 0067, as it may be amended
from time to time."
(3) Delete Condition Nos. 65, 66 and 68 in their
entirety.
2. That Ordinance No. 5378 be, and the same is hereby,
amended to revise the zoning and development standards in Chapter
18.78 of the Anaheim Municipal Code as follows:
SECTION 1.
That subsection .010 of Section 18.78.010 of Chapter
18.78 of Title 18 of the Anaheim Municipal Code be, and the same is
hereby, amended to read as follows:
1118.78.010 PURPOSE AND INTENT.
.010 Purpose. The regulations set forth in this
Chapter have been established to provide for orderly
development of, and upon adoption of an ordinance
reclassifying said property to SP 92-1 (the'Zone'),
shall be applicable to that certain property
(hereinafter referred to as the 'Specific Plan'
area) marked 'Exhibit A' and on file in the Office
of the City Clerk approved by the City Council on
June 29, 1993 and amended on April 12, 1994
(Amendment No. 1) and _June 20th , 1995
(Amendment No. 2), or as the same may be hereinafter
amended in accordance with the Specific Plan
amendment procedures set forth in Chapter 18.93
'Specific Plans.
SECTION 2.
That subsection .020 of Section 18.78.010 of Chapter
18.78 of Title 18 of the Anaheim Municipal Code be, and the same is
hereby, amended to read as follows:
"18.78.020 GENERAL PROVISIONS.
.020 Disneyland Resort Design Plan. The site
development standards set forth in Sections
18.78.050 through 18.78.110 of this Chapter have
been adopted to operate in conjunction with the
Design Plan for the Disneyland Report Specific Plan

identified in Section 5.0 of the Specific Plan
document (hereinafter referred to in this Chapter as
the 'Design Plan') approved by the City Council on
June 29, 1993 and amended on April 12, 1994
( Amendment No. 1) and June 20th , 1995
(Amendment No. 2), or as the same may be hereinafter
amended in accordance with the'Specific Plan
amendment procedures set forth in Chapter 18.93
'Specific Plans.' Said Disneyland Report Design
Plan is incorporated herein by this reference as if
fully set forth in this Chapter. All development
otherwise permitted by this chapter shall comply
with any applicable provisions of the Design Plan."
THE FOREGOING ORDINANCE is approved and adopted by the
City Council of the City of Anaheim this 20th day of June, 1995.

Proposal to amend The Disneyland Resort Specific Plan No. 92-1, to expand "District
A' within that area currently designated as "Parking District" to allow those permitted
and conditionally permitted uses or structures as set forth in Chapter 18.48 (Anaheim

Street/ Disneyland Drive and Walnut Street north of Katella
Avenue. The Plan proposes 4,600 rooms in four hotels, in-
cluding 1,000 rooms remaining in the existing Disneyland
Hotel which will undergo extensive renovation. In addition,
as previously indicated in the description of the Theme Park
District, any of the 1000 rooms not constructed in the
Theme Park District may instead be constructed in the Ho-
tel District, bringing the maximum permitted number of ho-
tel rooms within the Hotel District to 5,600 rooms. Further,
the plan provides for up to 300,000 square feet of support
retail/ restaurant and 200,000 square feet of meeting space
within this District.
Parking for the hotels will be provided in parking facilities
along the western and northern edges of the District. The
primary visitor access to the Hotel District will come from
West Street/Disneyland Drive. Secondary access will be
provided from Cerritos Avenue via West Street/ Disneyland
Drive. Access to the Hotel District from Walnut Street will
be limited to hotel service vehicles and emergency vehicles
only via the existing service vehicle entrance to the Disney-
land Hotel.
1.6 - District

Th -aero arking District will contain two public day -
use par g facilities, one in the West Parking Area and one
in the East Parking Area. They will primarily accommodate
visitor and employee parking for The Disneyland Resort.
Both parking facilities will also accommodate parking for
the Anaheim Convention Center. There is one $$-acre park-
ing facility as depicted in Exhibit 3.3.3b, 'East and South
Parking Area Plan,' in the y1Q-

The public parking facilities have been designed for peak at-
tendance days at the theme parks; they will accommodate
up to 34,300 total parking spaces in the two parking areas.
The parking facility in the West Parking Area will be located
in the northwest corner of the Specific Plan area adjacent to
Walnut Street. Accommodating up to 16,700 spaces, the

maximum height of this six -level parking facility will be 65
feet. Primary access to this facility will be via ramp connec-
tions to the southbound off- and northbound on -ramps of
Interstate 5 at the West Street/Disneyland Drive exit. Ac-
cess to this facility for Disneyland Resort employees will be
directly from West Street/Disneyland Drive. Generally the
parking facility in the East Parking Area will be located
south of Freedman Way. west of Clementine Street and
Manchester Avenue. This facility will accommodate 17,600
spaces in a seven -level facility with a maximum height of 75
feet. Primary access for both visitors and Disneyland Resort
employees to this facility will be from both northbound and
southbound lanes of Interstate 5 via Freedman Way and
Katella Avenue. Additional access will be available from
Clementine Street. Additional parking facilities are dis-
cussed in the next section.
The facilities in the Parking District will be connected to the
Theme Park District (and, potentially to the Future Expan-
sion District) by a pedestrian way/people mover/moving
sidewalk system that will move visitors and employees to
the theme park entrance plazas.
1.6.3.5 District A
The Specific Plan proposes that the approximate nacre Dis-
trict A be developed with the same uses permitted or condi-
tionally permitted in the �1�/d'�'fib,�k. Additional

The Specific Plan proposes that the 24.7—acre Future Ex-
pansion District be used for parking facilities. These facili-
ties would include surface parking for 2,800 cars, and
structured parking for 2,300 cars in a parking facility locat-
ed adjacent to Haster Street at the east side of the District.

The C-R Overlay is a special provision of the Specific Plan
that allows certain parcels the ability to be developed with
the uses permitted by the base District or to be subject to
the uses permitted or conditionally permitted by the C-R

The streets surrounding the Hotel District will feature street
trees within the public right-of-way, and required land-
scaped setbacks will provide an additional buffer between
the hotels and adjacent streets. To increase the landscape
area within the public streets, a 15 -foot wide landscaped
median will be added to both West Street/ Disneyland Drive
and Walnut Street.
West Parking Area
3.3.3 Parking District
The Parking District is intended to accommodate the two
public day -use parking facilities, one on the east side of the
Specific Plan area, and the other on the west side. Both

parking facilities will have convenient access to Interstate 5
via ramps intended to accommodate the traffic associated
with The Disneyland Resort. Two pedestrian way/people

Parking facilities in both the East and West Parking Areas
will be architecturally treated to minimize their impact on
the surrounding uses. For example, the parking facility in
the West Parking Area will be terraced back on the Walnut
Street edge to minimize visual intrusion to the adjacent res-
idential neighborhoods, and landscaped buffers and berms
will be provided. Noise attenuation louvers along the open-
ings of the first two levels of the parking facility and solid
walls with landscaped planters on the upper levels will be
provided. In addition, noise attenuation louvers will be pro-
vided along the northern openings adjacent to hotel uses.

District A permits the area to be subject to the permitted

3.3.5 C-R Overlay
The C-R Overlay is a special land use designation that per-
mits certain parcels within The Disneyland Resort to be-
come part of the underlying base District, or to be subject
to the permitted and conditionally permitted uses allowed
by the as set forth in Chapter 18.48 of the
Anaheim Municipal Code,

tential development of parcels within the C-R Overlay. The

All parcels within the C-R Overlay will be subject to the
same development standards as other parcels in the under-
lying District, including building heights, setbacks, land-
scape requirements, etc. The maximum number of hotel
rooms permitted in the C-R Overlay will be in addition to
the 5,600 rooms proposed for The Disneyland Resort. How-
ever, if the C-R Overlay area is developed with uses defined
by the base District, the total number of hotel rooms per-
mitted in The Disneyland Resort Specific Plan area will not
exceed 5,600.
There are parcels within the C-R Overlay in four of the five
Districts. Within the Theme Park District, 33.5 acres have
the C-R Overlay designation. The 27.5 acres at the north
end of the District will have a maximum density of up to 50
hotels rooms per gross acre, while the 6 acres located near
the corner of Harbor Boulevard and Katella Avenue will be
permitted a maximum density of up to 75 hotel rooms per
gross acre.
The half of an acre with the C-R Overlay designation in the
Hotel District will be permitted a density of up to 50 hotel
rooms per gross acre, which is consistent with the density
of the surrounding Hotel District use.

3.4 Phasing Plan The anticipated opening date for the WESTCOT theme park
is in 1998. Development of The Disneyland Resort is
planned to take place in two phases, the first beginning
sometime in 1993 and concluding in 1995; the second be-
ginning in 1995 and ending in 1998. Phasing for develop-
ment within District A and the C-R Overlay is not known at
this time. Exhibit 3.4a shows the location of phasing com-

minimize the effect of construction on the local street thor-
oughfares and adjacent residential neighborhoods, and to

Specific improvements associated with each phase are indi-
cated in the following descriptions of each phase and in Sec-
tion 4.0, 'Public Facilities Plan,' which contains information

3.4.1 Phase 1 (1993-1995)
The first phase entails construction of 12,500 parking spac-
es north of Katella Avenue for Resort and Convention Cen-
ter visitors and 5,100 parking spaces south of Katella
Avenue on approximately 23 acres in the Future Expansion
District for Resort employees. These facilities will replace
the existing parking spaces on the existing Disneyland
parking lot. This will also require construction of the east-
ern portion of the pedestrian way/people mover/moving
sidewalk system to transport visitors from the public park-
ing facility to the Disneyland theme park. Additional im-
provements scheduled for the first two years of project
construction include: construction of the entry plaza to the
existing Disneyland theme park; the first phase of the Dis-
neyland Administration Building and associated parking fa-
cility, consisting of 360,000 square feet of enclosed building
area and a 2,300 -space parking facility; upgrades and im-
provements to the existing Disneyland theme park and
back -of -house facilities; the undergrounding of the South-
ern California Edison transmission lines crossing the
project area; use of existing hotel buildings as temporary of-
fices; and, infrastructure upgrades specifically listed in the
Public Facilities Plan in Section 4.0 of this document. Road-
way improvements along Katella Avenue east of Harbor
Boulevard, Manchester Avenue, Freedman Way and Clem-
entine Street would be completed.
3.4.2 Phase II (1995-1998)
The second phase begins after commencement of Phase I
construction. Upon completion of the public parking facility
in the East Parking Area and pedestrian way/people mov-
er/moving sidewalk system, the Disneyland south 'parking
lot will be closed to operations, and construction would
commence on WESTCOT theme park, up to 1000 hotel
rooms with their required parking spaces, back -of -house,

The East Parking Area will be set back a minimum of
twenty feet from the ultimate public right-of-way of Freed-
man Way, Clementine Street, and Manchester Avenue.
The setback area will be fully landscaped with trees and
other plant material according to the layered landscape
principles. The setback from the ultimate property line
along Katella Avenue will be eleven feet, though when

'Design Plan') approved by the City Council

Said Disneyland Resort Design Plan is incor-
porated herein by this reference as if fully set
forth in this Chapter. All development other-
wise permitted by this Chapter shall comply
with any applicable provisions of the Design
Plan.
.030 Compliance with City of Ana-
heim Codes. All grading and subdivision
plans shall comply with all applicable regu-
lations and be reviewed and processed in ac-
cordance with the procedures contained in
Title 17 "LAND DEVELOPMENT AND RE-
SOURCES" of the Anaheim Municipal Code.
All construction shall comply with the provi-
sions of the Uniform Building Code, as
adopted by the City of Anaheim, and applica-
ble sections of Title 15 "BUILDING AND
HOUSING" of the Anaheim Municipal Code.
Construction within any District may com-
mence only after the Planning Director finds
that the construction proposal is in substan-
tial compliance with these regulations, ap-
plicable policies and guidelines of The
Disneyland Resort Specific Plan. With the
exception of exemptions provided in Section
18.78.040.0201(d), the issuance of building
permits may only occur after Final Site Plan
approval has been obtained from the City of
Anaheim, subject to the procedures set forth
in 18.78.040.020 entitled "FINAL SITE PLAN
APPROVAL" of this Chapter.
.040 District Boundaries. The Specif-
ic Plan area is divided into five land use Dis-
tricts (the 'Districts'): Theme Park District,
Parking District, Hotel District, Future Ex-
pansion District and District A. The Specific

Plan area and District boundaries are identi-
fied on Exhibit 3.3b entitled 'Development
Plan' of the Specific Plan document. The
project area legal description is provided in
Section 9.0 of the Specific Plan document.
Modifications to the configuration and size of
the District boundaries may result from
technical refinements and site conditions in
the subdivision and/or Final Site Plan pro-
cess, and may be modified in accordance
with the procedures set forth in Section
18.78.040.020 entitled "FINAL SITE PLAN
APPROVAL" of this Chapter, without amend-
ment to the Specific Plan. Precise District
boundaries shall be established, as hereinaf-
ter provided, by the submittal, review and
approval of subdivision maps in conjunction
with the subdivision process as set forth in
Chapter 17.08, "SUBDIVISIONS," and Title
18, "ZONING," of the Anaheim Municipal
Code and / or "FINAL SITE PLANS" in accor-
dance with Section 18.78.046.020 entitled
"FINAL SITE PLAN APPROVAL" of this Chap-
ter. The Zoning Map of the City shall reflect
the boundaries of the District as defined in
conjunction with the recordation of subdivi-
sion maps or approval of Final Site Plans if
no subdivision is involved.

1807.1 Amendment No. 1:
For wall signs the recommended sign illumination is reverse
pan channel letters and symbols with halo illumination.
This type of sign gives more of an upscale appearance to an
establishment while still conveying the message to passers
by. For the day time read, the individual pieces of the graph-
ic can be painted in colors appropriate to the corporate
identity or to the architectural design of the facility. At
night, a consistent color for the halo illumination of the sign

Amendment No. 1 to The Disneyland Resort Specific Plan
relates only to the Parking District, East Parking Area of the
Specific Plan. Specific Plan No. 92-1 and the related Zoning
and Development Standards (Section 7.0), as adopted by
the City of Anaheim on June 29, 1993, allowed two possible
configurations for the public parking facility in the East
Parking Area. Amendment No. 1 eliminates one of the op-
tional configurations (referred to as Option 1 in Specific
Plan No. 92-1) for the public parking facility in the East
Parking Area while leaving the other configurations (re-
ferred to as Option 2 in Specific Plan No. 92-1) intact.
To effectuate this change, Amendment No. 1 creates a new
district, District A, which, encompasses approximately 9
acres of the property originally within the East Parking
Area. Said Amendment includes the removal of District A
acreage from the C-R Overlay and the Parking District.
Ameridment No. 1 eliminates Parking and Transportation
Facilities as primary permitted uses for the newly created
District A and eliminates the related provisions for

10.1 Introduction As mentioned earlier in the document, General Plan
Amendment No. 331 to amend the City of Anaheim General
Plan Land Use and Circulation Elements has been adopted
in connection with The Disneyland Resort Specific Plan
project. This section describes each of the amendments. Ac-
cording to California Government Code Section 65450 no
specific plan may be adopted unless the proposed plan is
consistent with the general plan. Therefore the amend-
ments proposed in this section have been adopted by the
City prior to adoption of The Disneyland Resort Specific
Plan. The Disneyland Specific Plan implements the City's
Commercial Recreation General Plan designation. Exhibit
