HELD ON DECEMBER 9, 2014 AND REGULAR MEETING
OF DECEMBER 9, 2014
The regular adjourned meeting of November 25, 2014 held on December 9, 2014 was called to
order at 3:07 P.M. in the chambers of Anaheim City Hall, located at 200 S. Anaheim Boulevard.
The meeting notice, agenda and related materials were duly posted on December 5, 2014.
PRESENT: Mayor Tom Tait and Council Members: Jordan Brandman, Gail Eastman, Lucille
Kring and Kris Murray.
Council Member Brandman temporarily left the dais at 3:32 p.m., returning at 4:38 p.m.
STAFF PRESENT: Interim City Manager Paul Emery, City Attorney Michael Houston and City
Clerk Linda Andal.

PUBLIC COMMENTS:
Council Member Eastman thanked all who had supported, encouraged and voted for her,
remarking it had been a joy and privilege to represent the citizens of Anaheim on this Council.
She spoke of the challenges in taking office in the midst of the worst economy in decades and
the successes this Council achieved, from balancing the budget to being able to grow reserves
along with implementing strong investments in services, neighborhoods and infrastructure. Her
goal as a volunteer had always been to improve the city of Anaheim, to preserve its historic
integrity and make it a better place to live. She was especially proud of establishing four
community gardens in various neighborhoods of the city, and as an advocate for ensuring
veterans were recognized, seeing Anaheim designated as a Purple Heart and Red Shirt City.
Chairing the Gift of History, a living history lesson for all Orange County third graders, was one
of her greatest passions and this year, she reported, over 10,000 students participated in the
event at Angel Stadium to illustrate that history was alive and here in Anaheim. She discussed
the homeless program, the renovation, restoration and reuse of the 1919 Sunkist Packing
House anchoring the rebirth of the downtown area, and the grand opening of ARTIC, a world
class transportation center that would lead Anaheim into the future. Addressing hate speech
that had often occurred during public comments, she urged Mayor Tait to enforce the spirit of
the Peace and Tolerance Resolution as those comments created a hostile and disruptive
environment in City Council chambers.
COMMENTS OFFERED FROM VARIOUS PUBLIC AGENCIES:
A representative from Congresswoman Loretta Sanchez's office offered a Certificate of
Congressional Recognition for Council Member Eastman's service, for her service locally and
regionally.

A representative from Senator Mimi Walter's office provided a Certificate of Senate Recognition
for Council Member Eastman's service.
A representative from Orange County Supervisor Todd Spitzer's office also recognized Gail
Eastman for her commitment to the City of Anaheim and the surrounding region.
Dr. Linda Wagner, Anaheim City School District, recognized and thanked Gail Eastman for
making a difference in the lives of children, for bringing history to life for third graders, giving
them an identity and explaining where it all started.
Mike Kraman, Transportation Corridor Agencies, expressed his appreciation to Gail Eastman for
serving as a board member and working tirelessly on behalf of the Foothill /Eastern TCA.
A representative from Senator Bob Huff's office thanked Mrs. Eastman for her support on
regional as well as local issues specific to Anaheim.
Dr. Beth Smith, City of Buena Park, thanked Gail Eastman for her participation and
representation of Anaheim on the ACCOC Committee.
Former Senator Lou Correa, thanked Gail Eastman for her Gift of History to the young,
remarking on how one individual could impact so many lives in a positive manner and wished
her well in her future endeavors.
Diana Coronado, Association of California Cities, Orange County (ACCOC), thanked Mrs.
Eastman for the countless hours she gave on behalf of the ACCOC and for being a true servant
leader.
PUBLIC COMMENTS (All Agenda Items): Prior to receipt of public comments, a brief
decorum statement was provided by City Clerk, Linda Andal.
Daniel DeMeyere commented on the Brookhurst Street Improvement project, citing specific
complaints related to the undergrounding of utility wiring, rain impacts due to lack of sidewalks,
and plugged gutters.
James Robert Reade read a posting from his website, manuelangeldiaz.com
William Fitzgerald offered personal comments unrelated to the agenda with Mayor Tait
responding to the content and offensiveness of his remarks.
Crystal Ramirez, speaking on behalf of the Ms. Anaheim Fall Festival Scholarship, thanked Gail
Eastman for supporting the program and for her success and accomplishments during her
tenure.
Craig Farrell remarked that earlier comments made by William Fitzgerald were offensive to him
and upsetting to the general public, adding that he hoped something could be done to
differentiate freedom of speech against the content and language used by Mr. Fitzgerald.
An unidentified individual thanked Gail Eastman for her support on behalf of Arab American
refugees.

Jennifer Harrison, Anaheim City school teacher, thanked Gail Eastman for her friendship and
her countless good deeds, and hoped her lasting memory of this meeting was that she enabled
priceless experiences for Anaheim City School District kids and families and that she was very
much appreciated.
Luis Castro, GOALS, thanked Council Member Eastman for embodying the spirit of Anaheim
and for her friendship and support of the GOALS program.
Chad Christianson spoke on behalf of residents living near Twila Reid Park, expressing
concerns over the number of homeless living in an area that bordered an elementary and
Christian School with a high school around the corner. A typical scenario reflected a group of
about 30 individuals, camping 50 feet from the elementary school with shopping carts, rugs, and
large dogs kept off lease. He stated many of the homeowners felt their safety, use of park and
property values were threatened and he offered the following two suggestions: The police
enforce existing rules prohibiting overnight use of the park and its parking Tots and prohibit
overnight parking for the streets surrounding the park except for residents with permits. He was
appreciative of police enforcement when it occurred and encouraged its continuation until the
situation was resolved.
Wayne Fortin, Founder of Trauma Intervention Program (TIP) expressed appreciation to Council
Member Eastman for her belief in the ability of average citizens to help each other in a crisis
which led her to join the TIP national board of directors. He added she would remain on the
national board as a friend, mentor and cheerleader for TIP.
Keith Olesen, resident, remarked Council Member Eastman was a valuable, long -term asset in
this community with the ability to make a difference and he believed she would continue with her
commitment and involvement in Anaheim.
Ernesto Medrano spoke on behalf of the almost 9,000 members of Teamster Local 952,
announcing Council Member Eastman had been committed to ensuring Anaheim remained
financially sound and that the workforce had the ability to make a living.
Carrie Nocella, Disney Corporation, expressed her thanks to Council Member Eastman for
standing up and serving a community she loved and because of her service, she looked forward
to many years of prosperity in Anaheim's future.
Ken Ryan, KTGY Group, congratulated Council Member Eastman for serving Anaheim with
grace, purpose and the right motives, remarking that it did not go unnoticed and led him to
recommend her for a position on the TIP national board, one of the best programs in which he
had become involved.
Stan Oftelie, resident, announced he had worked with Council Member Eastman to put together
the Gift of History Program and the Children's Educational Foundation and during that period,
five different programs and over 50,000 books had been given to 3rd graders who came and
learned that history was alive in their community. He thanked her for bringing this legacy to
Orange County children, and was thankful to be a part of it.
Susan Faessel expressed her appreciation to Council Member Eastman for her long history of
service to Anaheim, remarking her actions had been carried out with deliberate and thoughtful
consideration and that she acted as a role model for others to follow.

Lou Noble spoke of the injustices against those less fortunate, offering scriptures related to
helping the poor and the oppressed.
Lacy Kelly, CEO, ACCOC, thanked Council Member for her commitment and expertise as a
board member of the Association of California Cities, Orange County (ACC-0C), tackling critical
policy topics for the region. She also extended Emeritus member status to Ms. Eastman to help
mentor newly elected members to the goals of ACC -OC.
Bill Dalati, resident, expressed his respect and admiration to Council Member Eastman on
behalf of the diverse community that she extended her hand and helped, adding she had left her
mark on the community.
Bill O'Connell, hotel developer, thanked Council Member Eastman for getting involved and
making a difference in Anaheim. He added the future now looked bright for the city for many
reasons; i.e., a balanced budget, increased revenues, job growth, the Convention Center
expansion and the opening of the long- awaited ARTIC facility.
R. Joshua Collins, Homeless Advocates for Christ, urged a moratorium on ticketing the
homeless in Maxwell Park and advocating for a workshop to address earlier concerns he had
raised regarding the loss of personal property once homeless individuals were temporarily
incarcerated.
Alice Eastman thanked her grandmother, Gail Eastman, for showing her granddaughters how to
handle themselves with grace and dignity and to deal with each and every situation.
Kerry Condon, President of Anaheim Police Association, thanked Council Member Eastman for
her service and support of public safety in Anaheim.
Jim Ramirez, Anaheim Firefighters Association, thanked Council Member Eastman for her
fairness, willingness to ask questions, and hours spent getting to know personnel and
department- related facilities in the city.
Jarret Young, Police Management Association, expressed appreciation to Council Member
Eastman for the dedication, care and support she had shown during her tenure.
Paul Andresen, YMCA, thanked Council Member Eastman for her leadership and support for
the Anaheim Achieves program.
Gloria Ma'ae remarked it was a testimony to Council Member Eastman to have so many come
to the podium and speak from their hearts about how much she was appreciated and grateful
for her efforts. She added it was a gift to do the work she had done with such grace.
Andrea Manes remarked it had been a privilege to work with Council Member Eastman along
with the many non - profits she was involved in or had supported.
Cecil Jordan Corkern spoke of his personal challenges.
John Dunton thanked Council Member Eastman specifically for her service to Anaheim and to
the City Council for their efforts year round.

Mark Daniels, resident, stated there was still work to be done and he believed Council Member
Eastman would continue to serve her community.
COUNCIL COMMUNICATIONS:
Council Member Kring remarked Council Member Eastman had earned the respect of her
colleagues and the business community and that Anaheim was better off for the work she had
done. Council Member Brandman commented Council Member Eastman had left Anaheim in a
better place because she had graced the community with her service and Mayor Tait indicated
she had made history in Anaheim and as her many friends and supporters had stated, she
would continue to make history in the future.
CITY MANAGER'S UPDATE: None
CONSENT CALENDAR:
1. RESOLUTION NO. 2014 -208 A RESOLUTION OF THE CITY COUNCIL OF THE
E127 CITY OF ANAHEIM, CALIFORNIA reciting the fact of the General Municipal Election
held on November 4, 2014, declaring the results and such other matters as provided by
law.
Council Member Kring moved to waive reading in full of all ordinances and resolutions and to
adopt the consent calendar as presented, in accordance with reports, certifications and
recommendations furnished each city council member and as listed on the consent calendar,
seconded by Mayor Pro Tem Murray. Roll Call Vote: Ayes — 5: (Mayor Tait and Council
Members: Brandman, Eastman, Kring and Murray.) Noes — 0. Motion Carried
ADJOURNMENT:
At 4:44 P.M., Mayor Tait adjourned the regular meeting of November 25, 2014 to the regular
meeting of December 9, 2014 at 5:00 P.M. at The Rock Forum, 201 E. Broadway, Anaheim,
California, for purposes of administering the Oaths of Office.

The regular meeting of December 9, 2014 was called to order by Mayor Tait at 5:31 P.M. at The
Rock Forum, 201 E. Broadway, Anaheim, California. The meeting notice, agenda and related
materials were duly posted on December 5, 2014.

Linda Andal, City Clerk, administered the oaths of office to Mayor Tom Tait, Council Member
Kris Murray and Council Member -Elect James Vanderbilt with family and friends in attendance,
followed by each newly elected member's closing remarks to family, friends and supporters.
COUNCIL COMMUNICATIONS:
Mayor Tait announced that a group of skateboarders from Jefferson Elementary came to city
hall earlier to petition removing locks from the nearby skate park. He then requested the City
Manager look into that request.
Mayor Tait then introduced members of his family, thanking all for their support and
understanding during the past four years and for the next four to come. Looking ahead, he
would continue to focus on the city's fiscal responsibilities and to foster the culture of freedom
and kindness he had begun during his first term. Seeing the success that regulatory relief had
brought to specific businesses such as artisan breweries, he believed that same burden could
be relieved for all small businesses and would encourage Council to consider that for the near
future as a method of generating new jobs. He spoke of the City of Kindness initiative and the
effect the program had with a million Acts of Kindness performed by the kids in the Anaheim
City School District that changed the culture of the school. In addition, he spoke of the
mentoring program he and Council Member Brandman had begun this year in which 200 kids
showed up to Council asking for help from the business community and having that community
respond and mentor 10 graders on career paths and choices offering hope for a future. He
looked forward to the challenges ahead with optimism and looked forward to working with each
member of the City Council.
Council Member Murray introduced and thanked her family for their support and
encouragement. She also thanked her staff, city department heads and members of the
business community, remarking she would look to the leaders of the community as mentors and
advisors during her next term. She recognized Council Member Eastman for her selfless
leadership and commitment to Anaheim and for her many accomplishments during that period.
She spoke of taking the city through one of the worst recessions in modern history, facing
challenges together with her colleagues to balance a budget that had been severely stretched
and then to come out of that decline stronger. Ms. Murray announced she stood behind every
vote she had made during the past four years, spoke of her philosophy and Anaheim's history

related to economic incentive programs, and emphasized the City Council had governed well
during her tenure, passing a budget of $1.3 billion that determined the outcome of funding for
police, fire, parks, and libraries along with 100 new capital projects in the most distressed areas
of the city. She added her focus for the past few years had been and would continue to be the
full restoration of police and fire personnel, as well as expanding resources for first responders
to stop gangs from preying on neighborhoods, and to continue investing in neighborhoods
citywide.
She stated jobs and economic growth were important as well, ensuring Anaheim remained
competitive in the growing manufacturing districts in the Canyon area and that the Resort district
moved forward with the expansion of the Convention Center, and that the city continued efforts
to attract an NBA team and competing for Formula 1, as these types of enterprises generated
hundreds of millions of dollars in city revenues that benefited the entire city. She would
continue to work with the business community to market the city for the full range of job growth
to reduce unemployment and generate new revenues for city services for vital investments in
neighborhoods, rather than look towards fees or taxes that would further burden the taxpayers.
Council Member Murray further stated she would also propose a charter amendment to require
a two - thirds vote of the Council to place any local tax measure on the ballot, which would
ensure Anaheim had the same level of taxpayer protections in place as a general law city. She
ended her remarks stating all of these goals she would strive to work towards, alongside the
other members of the City Council.
Council Member James Vanderbilt remarked he grew up in Anaheim in a working class
neighborhood not far from the center of the city, appreciative of the hard work and sacrifices his
parents had made for their family. He thanked the many friends, volunteers and campaign staff
who helped make his election successful and recognized the deep local resumes held by his
fellow colleagues to which he aspired. He thanked those from the business community who had
reached out to him and was appreciative of staff's effort to make this a memorable evening for
all.
Following closing comments by the newly elected members of the City Council, Mayor Tait
opened the floor to Council Members Kring and Brandman.
Council Member Kring congratulated Mayor Tait on his re- election and looked forward to
working with him and moving the city forward. She congratulated Council Member Murray on a
victorious long campaign, remarking she was a voice for issues and appreciated and admired
her commitment to Anaheim. Congratulating James Vanderbilt, she looked forward to working
with him and hearing his new ideas for the city.
Council Member Brandman commented he had listened to all the remarks with interest and
enthusiasm and looked forward to having thoughtful and comprehensive discussions during the
next four years.
