A RESOLUTION OF THE CTTY COUNCIL OF THE CITY
OF ANAHEIM ESTABLISHING PERNIIT-ELIGIBLE
PARKING DISTRICT NO. 32 (PA.RADISE ROAD) AND
DETERMINE THE ACTION TS EXEMPT FROM THE
CALIFORI�TIA ENVIRONMENTAL QUALTTY ACT
(CEQA} PURSUANT TO REGULATTON NO.15061{Bx3).
WHEREAS, Section 14.32.450 of Chapter 14.32 of Title 14 of the Anaheim
Municipal Code authorizes the City Council to, by �eesolution, designate any streets, or portions
thereof, as "Permit Parkking only" streets; and
WHEREAS, on August 7, 2007 the City Council approved a Council Policy relating
to Permit Parking recommending that neighborhood residents work with Neighborhood Services
Disirict Teams in identifying solutions and that Permit parking be considered a solution of last resort
to be will be considered anly a#ter other options 3�ave beea evaluated and deterrnined to be infeasible
(the "Counci� Policy"}; and
WHEREAS, the Council Po�icy sets forth a process to create a Pernut-Eligible
Pazking District, and, following approval of the District, establishiag a pmcess enabling individuai
streets within the identified District boundary to rec�uest implementatian of permit parking; and
WHEREAS, the steps recommended in the Cour►cil Policy have been duly followed to
establish a proposed Permit Eligible Parking District depicted in attached Exhibit "A;" and
WHEREAS, representatives of the community have met with the Neighborhood
Services Dishict Tea�n and the Traffic and Transportation Manager, and efforts to identify and
implement solutions to the parking other than permit parking have been d�termined to be
insc�fficiently effective to resolve or sig�nificantly improve parking problems, so that no solution other
than permit parking appears to be feasible; and
WHEREAS, the Police Department has performed field evaluation and determined
that the critesia for proceeding with consideration of a district exist; and
WHEREAS, a survey was sent to deterxnine if residents aze in favor of forn�ation of a
Permit-Eligible Parking District, and a minimum 30'�o response rate among single famiay hames was
acltieved with a simple majority of returned surv�ys in favor of establishing the District in
conformance with the Council Policy; and
WHEREAS, the City Council finds that the approval of the subj ect Permit-Eligible
Parking District is exempt from the California Environmental quality Act (CEQA) pursuaut to
Regulation No. 15061(b){3), incorporated herein by this reference, which provides that CEQA
applies only to projects which have the potential fox causing a significant effect on the environment;
and
WHEREAS, the City Council wishes to establish a Permit Eligible Parking Distric�t.
NOW, T�REFORE, BE IT RESOLVED by the City Council of the City of
Anaheitn, that Permit-Eligible Parking District No. 32 (Paradise Road) be, and the same is hereby,
established in the area depicted in atta�ched Exhibit "A."

the City of Anaheim this27th of Januarv , 2015, by the following roll call vote:
