Bostwick, Caldwell, Dalati and Ramirez voted yes.Chairman Environmental Determination:The Planning Commission Seymour was absent. will consider whether to find the project to be Categorically Exempt from the provisions of the California Environmental Project Planner: Quality Act and Guidelinesas a Class 1 (Existing Facilities) Elaine Thienprasiddhi Categorical Exemption. ethien@anaheim.net OPPOSITION: None DISCUSSION TIME :5minutes (5:05to 5:10) 02/23/15 Page 2of 3 FEBRUARY 23, 2015 PLANNING COMMISSION ACTION AGENDA ITEM NO. 3 ZONING CODE AMENDMENT NO. 2015-00123Recommended City Council Approval (DEV2010-00043C) Location:2626 East Katella AvenueResolution No. PC2015-016 (Bostwick /Dalati) Request: This is a City-initiated request to amend the Anaheim Municipal Code relating to sign provisions for transit facilities to add new Section 4.04.400 (ARTIC Special Sign District) to Approved Chapter 4.04 (Outdoor Advertising Signs and Structures - General) of Title 4 (Business Regulations) and to amend Section VOTE: 6-0 18.14.130 (Signs) of Chapter 18.14 (Public and Special-Purpose Chairman Pro-Tempore Lieberman Zones) of Title 18 (Zoning Code) and Section 4.08.020 of and Commissioners Agarwal, Chapter 4.08 of Title 4 to be consistent with the addition of the Bostwick, Caldwell, Dalati and new Section 4.04.400. This proposal would establish the Ramirez voted yes.Chairman Anaheim Regional Transportation Intermodal Center (ARTIC) Seymour was absent. Special Sign District which would be implemented by the ARTIC Coordinated Sign Program. This Program includes previously-Project Planner: Linda Johnson approved signs (two 35-foot high monument signs with static ljohnson@anaheim.net displays for advertisement of on-site activities and/or tenants; building identity signs; bus shelter signs and signs on the rail platforms that include off-site advertising; and, other way-finding, directional and informational signs). It would also permit the two 35-foot high monument signs to have three digital displays (the double-sided monument sign adjacent to Katella Avenue would have two digital displays and the single-sided monument sign adjacent to Douglass Roadwould have one digital display) to advertise on-and off-site uses, activities and/or tenants and clarify that outdoor signage is permitted in conjunction with special events at ARTIC (such as open-air festivals). Environmental Determination:The Planning Commission will consider whether that certain Second Addendum to the ARTIC Final Environmental Impact Report No. 343, together with previously-certified Final Environmental Impact Report No. 343 and that certain First Addendum thereto, are the appropriate environmental documentation for the proposed project under and pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines.
